Bargain Home Prices Continue to Attract Sonoma County Buyers During Third Quarter

First-time buyers and investors continued to take advantage of extremely favorable mortgage interest rates, home prices and a large inventory of bank-owned and short-sale single-family detached homes on the market in the urban areas of Sonoma County during the third quarter of 2008, driving a 46 percent increase in homes sold compared with the same period in 2007, according to a report by the research division of Prudential California Realty based on an analysis of MLS data. Home sales leaped a whopping 89 percent year over year in Santa Rosa, 61 percent in Rohnert Park and 36 percent in Petaluma as homebuyers took advantage of a large inventory of bank-owned homes and short sale offerings in the communities along the Highway 101 corridor. At the same time, sales fell by 35 percent in Healdsburg, 29 percent in Sonoma and by 25 percent in Sebastapol, which faced a drop in inventory. Sales also declined in more rural areas of the county, such as Forestville (-57%) and Guerneville (-23%). Overall, the time a home spent on the market prior to sale decreased by 12 days to 74 days as banks became more adept at moving short sale and REO properties and homeowners not motivated to sell in the current market moved to the sidelines. Homes marketed and sold during the third quarter of 2008 generally found stiff competition from aggressively priced bank-owned homes, resulting in an across-the-board decrease in the median price of homes sold in each of the communities included in the report. Cloverdale (-41%) saw the greatest year-over-year price decline, followed by Sonoma (-37%), Forestville (-36%), Rohnert Park (-34%), Santa Rosa (-33%) and Petaluma (-28%). With many foreclosed single-family detached homes now priced in the $200,000 - $250,000 range in many parts of the county, agents are seeing multiple offers on the majority of newly listed REOs. Observers anticipate the Sonoma County real estate market will continue for the foreseeable future to be dominated by efforts by banks to reduce their foreclosure inventory. That should ensure that first-time buyers and investors who can meet tighter lending standards and make substantive down payments will continue to experience extremely favorable buying conditions in most parts of Sonoma County.

Credit scoring system more detailed than one would think. Many consumers don't realize that credit scores
are impacted by a wide variety of factors. In fact, only 35% of the credit scoring model is influenced by delinquencies and/or

late payments. The other 65% is comprised of various other factors, about which people are less informed. The second

largest category is that of available credit balance, which comprises 30% of the score. As an example, if an individual had

$25,000 in credit card debt spread out over 2 credit cards with maximum available limits of $15,000 each, this particular

consumer would be severely penalized because they are using $25,000 of their $30,000 of available debt. If that same

person opened up 3 more credit cards with credit highs of $10,000 each and then spread those balances over the 5 cards

they now own, with a total available credit high of $60,000, that same $25,000 in debt would significantly reduce the penalty

on their credit score. This is why consumers are often advised not to close credit cards, because this could negatively

impact their score. By closing credit cards, the consumer effectively reduces the amount of available credit and increases

the ratio of used credit versus available credit, which is a big no-no.

Roughly 54.6 percent of the homeowners in default emerged from the foreclosure process by bringing their payments current, refinancing, or selling the home and paying off what they owe. A year ago it was 88.0 percent. The increased portion of homes lost to foreclosure reflects the slow real estate market, as well as the number of homes bought during the height of the market with multiple-loan financing. In selling a home, all loans must be paid off, which is not the case in the formal foreclosure process, where second mortgages and lines of credit are most often written off.

Bay Area homes continued to sell at their slowest pace in 12 years last month, led by sharp declines in many lower-cost neighborhoods. At the same time, sales tended to fare much better in higher-priced areas, which helped push the region's overall median sale price to a new peak, a real estate information service reported. "Obviously there's still a bit of a standoff between buyers and sellers. It looks like unsuccessful sellers would rather take the home off the market than bring the price down, which is remarkable after almost two-and-a-half years of sales declines. Mainly, the price adjustments we're seeing are in more affordable outlying parts of the Bay Area, and those adjustments aren't all that significant except for Solano County," said Marshall Prentice, DataQuick president. The median declined in Solano, Sonoma and Napa, the three most affordable Bay Area counties, while it increased in Marin, San Francisco and San Mateo counties, the three most expensive.

Lenders filed 53,943 Notices of Default (NoDs) during the April-through-June period. That was up 15.4 percent from 46,760 for the previous quarter, and up 158.0 percent from 20,909 for second-quarter 2006, a real estate information service reported.

Last quarter's default level was the highest since 54,045 NoDs were recorded statewide in fourth-quarter 1996." A lot of the loans that went bad last quarter were made at or just beyond the cycle's peak, between summer '05 and summer '06," said Marshall Prentice, DataQuick's president.

On primary mortgages statewide, homeowners were a median five months behind on their payments when the lender started the default process. The borrowers owed a median $11,126 on a median $342,000 mortgage. On lines of credit, homeowners were a median eight months behind on their payments. Borrowers owed a median $3,457 on a median $67,121 credit line. However the amount of the credit line that was actually in use cannot be determined from public records.

Lenders sent California homeowners the highest number of mortgage default notices in over a decade last quarter, the result of flat or falling prices, anemic sales and a market struggling with the excesses of the 2004-2005 home buying frenzy, a real estate information service reported. "A lot of the loans that went bad last quarter were made at or just beyond the cycle's peak, between summer '05 and summer '06. Appreciation rates for most of that period were in the double digits and lenders let many households stretch their finances to the max, and beyond. It's that pool of 'beyond' mortgages that the market is working its way through," said Marshall Prentice, DataQuick's president. Most of the loans that went into default last quarter were originated between July 2005 and August 2006. The median age was 16 months. Loan originations peaked in August 2005. The use of adjustable-rate mortgages for primary purchase home loans peaked at 77.8% in May 2005 and has since fallen.

A total of 38,291 new and resale houses and condos were sold during the month of June (statewide). That's up 3.6 percent from 36,975 for May, and down 32.8 percent from 56,989 for June 2006. June sales from 1988 to 2007 range from 35,437 in 1993 to 76,669 in 2004. The average is 51,799.

The median price (statewide) paid for a home last month was $479,000, down 1.0 percent from the record high of $484,000 for March, April and May. That was down 0.2 percent from $480,000 for June a year ago. The year-over-year decline in median was the first since January 1996 when the then-median of $146,000 was down 2.0 percent from $149,000 a year earlier.

The typical mortgage payment that home buyers committed themselves to paying last month was $2,319. That was up from $2,266 in May, and down from $2,372 for June a year ago, the current cycle's peak. Adjusted for inflation, mortgage payments are 10.1 percent above the spring 1989 peak of the prior real estate cycle.

Ready or not summer has arrived and has brought along with it higher energy prices

and homeowners scrambling to find inexpensive ways to keep their homes cool.

* Maximize Your Air Conditioning:

Open windows and use a portable fan instead of running the A/C. Use a fan along

with your window air conditioner to spread the cool air though out the house. Don't

put lamps or televisions near your A/C thermostat; the heat from these devices can

cause the air conditioner to run longer. Consider installing a whole house fan that

pulls air through open windows and exhausts it through the roof, which can cool the

home quickly and reducing energy up to a third in comparison to an air conditioner.

*Little Things Add Up:

Replace light bulbs with compact fluorescents, they produce the same amount of

light but use a fifth of the energy and heat. Air-dry dishes instead of using dishwasher

dry cycle. Use microwave oven instead of electric oven. Plug home

electronics into power strips and turn power strips off when not in use. Lower the

thermostat on the water heater, 115 degrees is comfortable for most uses. Take

showers instead of baths to reduce use of hot water. Wash only full loads of dishes

and clothes.

And remember, if your home is on the market, your realtor may suggest the air conditioner

be on during open houses. A cooler home is more inviting in warm weather.

With the increasing awareness of the dangers of global warming and the recent Academy Award given to Al Gore for his film "An Inconvenient Truth", we are seeing more and more information regarding Green, Sustainable, Eco-Friendly, or Earth Friendly living. This new trend is proving to be another means that homeowners can take advantage of to not only benefit the environment and their own quality of living, but to increase the value and sales appeal of their home.

A recent study of U.S. homebuilders by Green Builder Media/IMRE Communications indicates that, nationwide, over 80% of potential home buyers prefer to buy homes that incorporate sustainable or energy efficient features. Of those buyers, half are willing to pay 11-25% more for environmentally friendly homes.

Many buyers are specifically requesting to see homes built or remodeled utilizing green products and principles and energy-efficient products. Green remodeling can be done in small ways and doesn't necessarily have to encompass the entire home. Keep these ideas in mind when you are ready to do some remodeling on your home.

· Use non-toxic paints and sealants

· Install programmable thermostats

· Install energy efficient appliances and lighting

· Consider natural materials from sustainable resources such as bamboo flooring

Low rates and extraordinary Inventory have created perfect conditions for home buyers. Take a moment to consider these facts:

You've never had more homes to choose from...

· There are currently 3.75 million homes for sale. Inventories in recent months have been at record levels,offering consumers the greatest choice in decades.

· However, inventory levels are falling, and the selection of homes will become limited once again.

· Former Federal Reserve Chair Alan Greenspan recently said that housing prospects are looking up. "Most of the negatives in housing are probably behind us. The fourth quarter should be reasonably good, certainly better than the third quarter." According to industry estimates, 2006 will be the third-best year on record for home sales.

Interest rates haven't been this low for nearly 40 years

· At 6.4 percent, the average 30-year fixed rate mortgage rate remains near 40-year lows. This is more than an entire percentage point below 2000 levels. For a $250,000 loan, a drop from 7.5 percent to 6.5 percent means an annual savings of $2,000.

· The average home value increased by 88 percent over the last ten years. In the decade to come, the number of US households is expected to increase by 15 percent, which means housing will stay in high demand.

Candy-flavored Meth: Designed to Hook Our Youth

Since January 2007, reports have emerged across the country about a dangerous new trend: candy-flavored meth. According to law enforcement officers and drug treatment officials, methamphetamine and other illegal drugs are being colored, packaged and flavored in ways designed to attract children and minors.

Candy-flavored meth - with child-friendly names like Strawberry Quick - is designed to get youngsters to try it a few times. It's all about hooking young people early, and we have to stop this illicit practice in its tracks before it grows any further.

That's why I introduced legislation in April to increase the federal criminal penalties for drug dealers who entice children with candy-flavored methamphetamine and other flavored drugs.

This legislation will increase the criminal penalties for anyone who markets candy-flavored drugs to our youth - by imposing on them the same increased penalties applied to the dealers who distribute drugs to minors. If passed, this legislation will give dealers a reason to think twice before marketing illegal drugs to target our children.

In San Francisco, police report that since the beginning of the year they have been arresting teens in possession of meth designed to taste like chocolate. The Haight-Asbury clinic also confirms that chocolate-flavored methamphetamine is being used on the streets. And the Drug Enforcement Administration reports that candy meth has already spread to California, Nevada, Washington, Idaho, Texas, New Mexico, Missouri and Minnesota.

So, I've also asked the White House Office of National Drug Control Policy (ONDCP) and the Advertising Council to consider developing public service campaigns to increase awareness about the disturbing new trend of drug dealers marketing candy-flavored meth to children.

Parents must be warned of this threat and take action to prevent their children from getting lured in by this new, candy-flavored drug.
