      <title>Bordentown Township - Turnpike Expansion - December 2007</title>
      <description>Turnpike expansion heads 2008 concerns Thursday, December 27, 2007 10:49 AM EST By Stephanie Prokop, Staff Writer BORDENTOWN TOWNSHIP &amp;mdash; Recreation and smart development have topped the township&amp;rsquo;s priorities this year, with the recent opening of several new Route 130 businesses, but in 2008 township officials will continue fighting a proposed N.J. Turnpike expansion, with meetings expected in January. Committeeman Bill Morelli said the township will continue to work to preserve the township&amp;rsquo;s &amp;ldquo;destination&amp;rdquo; appeal by strongly opposing an expansion project that could threaten houses in the Williamsburg Village community. In late fall, township officials started several petition drives to deter the Turnpike Authority from moving forward with its $2 billion six-lane expansion plan. Mr. Morelli has said he believes the plan will negatively affect the entire township. Currently, the township is in the process of trying to set up meetings with the Turnpike Authority to present its case, said Mr. Morelli. He noted that state Assemblyman Joseph Malone, R-3rd, has been instrumental in arranging these meetings. &amp;rdquo;Our goal is to have that meeting sometime in the first three weeks in January,&amp;rdquo; he said. The township has seen the addition of some new shopping and dining destinations in 2007, he said. &amp;ldquo;The new Acme is up and running, and we also have Alstarz (restaurant) up and running, both of which we are very proud of,&amp;rdquo; said Mr. Morelli this week. &amp;rdquo;This is a prime example of how private business and government can work together,&amp;rdquo; he said. He noted both of these projects serve a large part in making the Route 130 corridor &amp;ldquo;a place that people want to stop, not just pass through.&amp;rdquo; Up next for possible redevelopment is the old Agway site, on Route 130 south. The township is working to revitalize the site into a viable part of the corridor. Mr. Morelli said there are a variety of projects slated for development in 2008, including a former ship salvaging yard, which is currently a brownfield, and will likely see revitalization with a possible transit village and mixed-use buildings. The towns are in negotiation to also finalize the consolidation of emergency services. Recreation also saw some changes in 2007, with the opening of Seth C. Hand Park on Palmer Avenue, and significant improvements slated for Northern Community Park on Groveville Road. Seth C. Hand Park, which was the first to come to fruition with the township&amp;rsquo;s open space acquisitions, recently won the Project of the Year award in November from the state League of Municipalities. The Township Committee in August approved a 20-year loan from the state Department of Environmental Protection for up to $742,000 in renovations to Northern Community Park, including dredging its pond, installing new lighting and replacing fences around the tennis courts. The usable part of Northern Community Park is around 7 acres, while the rest of the park is made up of trees and not accessible for recreation. In total, the park is around 90 acres</description>

Staff photo by Phil McAuliffe. &lt;/td&gt;&lt;/tr&gt;&lt;/tbody&gt;&lt;/table&gt;&lt;/td&gt;&lt;/tr&gt;&lt;/tbody&gt;&lt;/table&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;BORDENTOWN CITY-Residents, visitors and spectators lined up in droves on Sunday to view the parade that capped a year of events, celebrations and festivities for Bordentown City&amp;#39;s 325th anniversary.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The parade, which started and ended at Elizabeth Street, saw more than 54 floats and took nearly three hours to wind its way throughout the town.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Parking was a scarce commodity as the former Acme parking lot, located on the corner of Farnsworth and Route 130, filled up quickly. Some spectators decided to park in other establishments on Route 130 and make the walk into the city.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;While strolling down Farnsworth Avenue, the cadence of drum music wafted all the way to the very outskirts of the city, and provided lively background music for those barbecuing and hanging out on their front lawns along the route.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Shiny silver balloons in the shape of a &amp;quot;3,&amp;quot; a &amp;quot;2,&amp;quot; and a &amp;quot;5,&amp;quot; adorned at least one residence while others chose a more seasonal approach of corn stalks and potted mums to salute the parade as it rolled by. &amp;nbsp;&amp;nbsp;&amp;nbsp;People of all ages watched as float after float carefully steered down the route, while float participants threw handfuls of sweets that inspired youngsters to scramble out to catch the best pieces of candy.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Parade floats varied from the colorful, to the lively, to the historical, and everything in between.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Robert Pecht led a historic Bordentown Funeral Homes wagon wearing tuxedo tails and a top-hat that featured a clear hearse box on a wagon.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The Consolidated Fire Company wagon featured a circa-late 1700s wagon that was a dusty green color.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Amy Polumbo, Miss New Jersey 2007, wore a hot pink dress while sitting on the top of a classic convertible car as she made her way onto Farnsworth Avenue.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The Reily Raiders, a drum and bugle Corp band from Willow Grove, Pa., had the crowd swaying from side-to-side with each beat, while Girl Scout troops marched closely behind.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Steve McGowan, one of the parade organizers, said the weather (which was clear and sunny, with temperatures in the mid-70s) was perfect.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;I think everything went really well, and people really got into decorating their houses,&amp;quot; he added.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;People were doing exactly what we wanted them to do, which was to have a good time,&amp;quot; he added.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Perhaps the biggest part of the parade (literally) was the eight-horse team of the Budweiser Clydesdales who were led down the route.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The horses, which stand approximately 18 hands (6 feet) at the shoulder and each weigh an average of 2,000 pounds were relaxing at a Chesterfield farm for the greater part of the week while they prepared for the event.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;I would really like to thank Richie Page Distributors of Budweiser, because if it wasn&amp;#39;t for them, we wouldn&amp;#39;t have had the Clydesdales,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The parade also capped off the year of events that featured historic presentations, parties, spirit walks, Colonial teas, and other recreational fundraising outings all in the name of the 325th anniversary celebration.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The parade cost approximately $25,000 to put on, said Mr. McGowan.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A large sum of that money went to bring in the musical parts of the parade, because &amp;quot;nobody comes for free,&amp;quot; he added. &amp;nbsp;&amp;nbsp;&amp;nbsp;The corporate sponsor for the parade was Sterling Bank, with a contribution of $10,000.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Residents are encouraged to send their personal parade pictures to the city&amp;#39;s Web site at www.bordentown325parade.com for the committee to post.</description>

      <description>MANSFIELD-The Township Committee unanimously approved a resolution Sept. 12, accepting an appraisal that would set a $10,000 one-time fee for sewer service to 43 Lynwood Farms households.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Joseph Monzo, Robert Higgins, and Kenneth Denti of the Mansfield Township Assessment Commission made a recommendation that the committee accept the 100-page report from Allen Black of Todd &amp;amp; Black, a Cherry Hill-based appraiser.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Black was hired by the township to determine what each house in the Lynwood Farms neighborhood would pay for the sewer service.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;No members of the public commented at the meeting, but some residents of the neighborhood have previously said were happy that the fee was lower than rumors had indicated.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;During the Aug. 22 meeting, some residents had complained that they would be paying for a service that they would not use. &amp;nbsp;&amp;nbsp;&amp;nbsp;Committeewoman LaVerne Cholewa said the sewer would have a positive effect on the property values of all surrounding houses in Mansfield.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Monzo compared the improvement of the sewer service as an ambulance that the township may purchase; not everyone will be using it, but it is looked at as an overall improvement to the township.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The 43 households affected were each sent a certified letter during the last week of July, letting residents know that the cost of the sewer project would be $10,000 if they choose to hook into the system now. Although hookup is not mandatory, it is encouraged because when an owner decides to sell the house, hookup would be mandatory. This $10,000 figure does not include the one-time sewer hookup fees that covers the cost of connecting the house to the pipes in the street, which was expected to be in the $5,000 range.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Residents would not have to pay the entire $10,000 up front, instead they would have the option to pay it off over 20 years.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The commissioners have had a month to review the report, and Mr. Black gave a summary of the presentation to approximately 40 residents at the meeting on Aug. 22. He said improvements like this are a &amp;quot;general benefit&amp;quot; to the township, and that they protect the safety and welfare of the entire community.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The original deadline for requesting sewer hookup was scheduled for Sept. 15, but Ms. Cholewa suggested that the committee move the deadline back, and the rest of the committee agreed to move back the date until Nov. 30.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Those who wish to connect to the sewer will have until November to do so, without paying any additional fees</description>

      <description>&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;With preparations continuing for the upcoming 325th Anniversary Parade on &lt;strong&gt;Sunday, Sept. 30 at 2 p.m.&lt;/strong&gt;, over 40 local organizations have already signed up to be in the parade.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Many of the organizations will be building floats over the next few weeks, some are marching with their flags and banners, and others will simply walk to be part of this historical event.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Some of the organizations that are scheduled to be in the parade include the Rotary Club, EJS Insurance, the Post Office, Yacht Club, BMI Alumni, Environmental Commission, BRHS Football Team, the HOB Tavern, Goddard School, and various Girl Scout, Boy Scout, and Cub Packs to name a few.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Several Halloween Parades favorites will be joining us as well, including St. Mary&amp;#39;s School, Bordentown Township Senior Citizens, Bordentown Home for Funerals, Hamilton PAL Twirlers, Boyd&amp;#39;s Pharmacy, and several family floats.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;More than a few organizations are keeping their float ideas a secret. Parade organizer Steve McGowan was recently speaking with Bordentown Home for Funeral owner Robert Pecht about his float ideas. Mr. Pecht was sure to not give away any plans about what he has up his sleeves. He promised that his float would surely be a surprise to all at the parade. &amp;nbsp;&amp;nbsp;&amp;nbsp;All organizations signed up for the parade should meet at the corners of Spring and Elizabeth Streer at 1 p.m. the day of the parade. Only floats will be permitted on Spring and Elizabeth streets after 1 p.m., no additional cars will be permitted.       <description>The city Environmental Commission is encouraging the public to attend meetings throughout the fall to contribute to new &amp;quot;green&amp;quot; legislation, starting with an organizational meeting Sept. 5.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;There&amp;#39;s not a lot that has been substantially changed since the 1980s, so we&amp;#39;re definitely overdue,&amp;quot; said Mike Hunninghake, commission chairman.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Two new initiatives up for discussion include some changes to city zoning ordinances, and the addition of conservation elements to the Master Plan.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Preliminary discussion will take place at the Planning Board meeting, Sept. 5.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;During that meeting, each of the draft documents will be presented to the board and the public, and the public will have an opportunity to comment.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The consultant for the conservation element of the Master Plan is Dan Dobromilsky of Dobromilsky and Associates of Jamesburg, and the consultant for the land use ordinances is Mike Mueller, of Mike Mueller and Associates of Princeton.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The conservation element was funded through a grant through the Association of New Jersey Environmental Commissions.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;One change up for discussion will be the rewriting of the zoning ordinances, which has been an ongoing process with the Environmental Commission for over a year.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;This could include steps to protect steep slopes, stream buffers, and create limits on the removal of trees. Another initiative would encourage people to ride the light rail that is within walking distance of any locations in the city.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The conservation element will involve changes to the Master Plan. These include nine key goals for achieving a sustainable community, such as creating trails and parks within the city, and more progressive concepts like encouraging &amp;quot;green&amp;quot; energy and building practices (such as solar panels) and hybrid vehicles in the municipal fleet, and fostering local food production, said Mr. Hunninghake.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;We&amp;#39;ve really gone from zero to 100 in terms of our planning documents, and we&amp;#39;ve done a complete environmental resource inventory,&amp;quot; said Mr. Hunninghake.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;The zoning ordinances are really going to guide how we want to develop the town, so that it&amp;#39;s sustained from an environmental standpoint with a guiding principle, rather than just building where ever,&amp;quot; he added.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;City residents are encouraged to attend and participate in the discussion of these two documents, at the Bordentown City Planning Board meeting, scheduled for 7 p.m. Sept. 5 at the City Hall building, Farnsworth Avenue.       <description>&lt;br /&gt;&lt;table cellspacing=&quot;0&quot; border=&quot;0&quot; cellpadding=&quot;4&quot; align=&quot;right&quot;&gt;&lt;tbody&gt;&lt;tr&gt;&lt;td&gt;Advertisement&lt;br /&gt;&lt;/td&gt;&lt;/tr&gt;&lt;/tbody&gt;&lt;/table&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;MANSFIELD -The Township Committee is set to vote Sept. 12 on whether to bring sewer service to homes in Lynwood Farms at a cost of $10,000 per household, plus a one-time hookup fee.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Joseph Monzo, Robert Higgins, and Kenneth Denti of the Mansfield Township Assessment Commission made a recommendation that the committee accept the 100-page report from Allen Black, of Todd &amp;amp; Black, a Cherry Hill-based appraiser. Mr. Black was hired by the township to determine what each house in the Lynwood Farms neighborhood would pay for the sewer service.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The 43 households affected were sent a certified letter during the last week of July, letting residents know that the cost of the sewer project would be $10,000 if they choose to hook into the system now. Although hookup is not mandatory, it is encouraged because when an owner decides to sell his house the hookup would be mandatory at that time. This $10,000 figure does not include the one-time sewer hookup fees that covers the cost of connecting the house to the pipes in the street, which was expected to be in the $5,000 range in the late 1990s when the project was first discussed.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Residents would not have to pay the entire $10,000 up front, instead they would have the option to pay it off over 20 years.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The commissioners have had a month to review the report, and Mr. Black gave a summary of the presentation to approximately 40 residents at the meeting on Aug. 22. He said improvements like this are a general benefit to the township, and that they &amp;quot;protect the safety and welfare of the entire community.&amp;quot;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;One Lynwood Farms resident asked whether his property tax bill would go up, and the commissioners assured him that the $10,000 fee is a separate entity from the home assessment.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;If your home is assessed at $400,000, this is not going to make the figure $410,000. Property taxes will not reflect this amount,&amp;quot; added Township Chief Financial Officer and Treasurer Joseph Monzo.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;An additional 6,000 gallons of sewage per day would be generated by the Lynwood Farms houses once they are connected, which is within the capacity of the nearby Homestead Treatment Plant to process.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Bob Harris, a township resident who does not live in the Lynwood Farms, asked officials what costs would be passed on to the rest of the township.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Monzo stated that the cost, which is approximately $1.2 million, will be divided into two parts: $430,000 paid for by the 43 Lynwood residences, and the rest absorbed by the township into its debt service.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Some residents outside of the Lynwood Farms development had asked what they were getting for the money if they couldn&amp;#39;t make use of the sewer systems themselves.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Township Engineer Michael McGee said at the meeting that he too is a local taxpayer and would have to bear in part the payment of the sewer installation over time.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;By statute, we are not allowed to take the $1.2 million figure and just divide it among the 43 residences and make them pay for it,&amp;quot; he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Committee member LaVerne Cholewa said that the sewer would have a positive effect on the property values of all surrounding houses in Mansfield.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Bob Tallon, a resident and environmental specialist, said having residents hook up to the sewer system could eliminate septic concerns, and the runoff of human waste into the surrounding waterways, specifically Liberty Lakes, a park and pond that is rented out to groups who use it for recreation.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The original deadline for requesting sewer hookup was scheduled for Sept. 15, but Ms. Cholewa suggested that the committee move the deadline back, and the rest of the committee agreed to move back the date until Nov. 30. &lt;br /&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>

      <title>Springfield Township -  Route 670 Bridge - August 2007</title>
      <description>SPRINGFIELD -The Delaware Valley Regional Planning Commission and the county unveiled plans on Aug. 15 to rehabilitate the Route 670 bridge.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The bridge, built in 1941, crosses over a branch of the Assiscunk Creek (Barker&amp;#39;s Brook) and has been labeled &amp;quot;structurally deficient and functionally obsolete,&amp;quot; according to the county.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Wayne A. Faulkner, a project manager from Stantec Consulting Services, Inc., and Gary D. Worek, a principal civil engineer with the Burlington County Board of Chosen Freeholders, told a small group gathered at the Springfield Municipal Building that &amp;quot;structurally deficient&amp;quot; does not mean that it is unsafe to drive over. They said it means that a certain part of the bridge (substructure, top, or base) received a rating of four or higher (with one meaning the bridge is in excellent condition). He also said that the bridge is inspected every two years.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The deck and superstructure (the steel beams underneath the bridge) are in poor condition, Mr. Faulkner said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;During a slideshow presentation of the plan to rehabilitate the bridge, photographs showed rusting steel beams, and aged concrete on the underside of the bridge. The repair will take place on the deck of the bridge and the superstructure, which is the underside of the bridge.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The goal of the project is to extend the life of the bridge, while providing legal load carrying capacity, Mr. Faulkner said. The two-lane bridge will be widened slightly to a width of 32 feet. The bridge now measures 30 feet across and has a 10-ton weight limit.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The rehabilitation cost is estimated between $466,000 and $500,000, said Mr. Faulkner, and would be federally funded.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Since the bridge does not have enough room to maintain two lanes of traffic on it while it is under construction, there will be a detour set in place during the two and a half months of construction.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The detour will be Routes 670, 628 (Jacksonville-Hedding Road), and 543 (Columbus Road) and Route 206. The length of the detour is approximately five and a half miles from the west side of the bridge to the east side.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;County officials are estimating that the final plans for the bridge will be completed in 2008, and that construction will take place in 2009.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Residents at the meeting were encouraged to ask questions about the repair and to how it would impact them.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;One resident, JoAnn Bauma-Banks, asked if the repairs could wait until November 2009, since there are numerous farmers markets in the area that are open from Easter until Halloween.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;We are an agricultural community,&amp;quot; said Ms. Bauma-Banks.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;She said Bauma Markets, McCallister&amp;#39;s Nursery, and April&amp;#39;s Market are all in the area of construction and would feel a negative impact if the construction began on the bridge during the farm market season.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;According to county records, approximately 6,000 cars drive over the bridge every day.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Faulkner and Mr. Worek said residents comments would be taken into consideration.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;This plan would be carried out with a lot of cooperation from both fire departments,&amp;quot; added Mr. Faulkner.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The North Hanover Township Jacobstown Volunteer Fire Company is located on the left side of the bridge, while the Springfield Township Fire Company is located to the right of the bridge. &lt;br /&gt;</description>

      <description>&amp;nbsp;&amp;nbsp;&amp;nbsp;NORTH HANOVER - In December 1907 the original Jacobstown School opened with indoor plumbing, which at the time was considered state of the art.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A hundred years later and with many added amenities, the North Hanover Upper Elementary School is getting ready to officially open its doors, which will be directly behind part of the original Jacobstown School building.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The oldest part of the Jacobstown School is attached to the modern-day Clarence B. Lamb school.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A ribbon-cutting ceremony for the new upper elementary school was scheduled for Wednesday evening, after the Register-News deadline, and the 125,000-square-foot, $33 million building off Schoolhouse Road will open for the 300-member student body on Sept. 6.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;North Hanover Superintendent Richard Carson said that the school board was able to finance the building through money it receives from the federal government, because a portion of McGuire Air Force Base is located within the township. The new building will house grades five and six, in the K-6 district.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The school was supposed to open in September 2006 but construction was delayed due to lawsuits filed by the district against general contractor, Ernest Bock and Sons of Philadelphia, and roofing company Jersey Coast Construction Inc.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Dr. Carson said Tuesday said he could not comment on the suit because it was still in litigation.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Even though the school was finally ready to open by late last fall, the decision was made to wait until September 2007 to ensure minimal disruption to learning.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;According to Dr. Carson, the school is designed for 500 students, which allows the school &amp;quot;room to grow,&amp;quot; throughout the coming years.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Students in grades five and six were previously housed at the Challenger Elementary School, and the Clara Barton School in Bordentown City. The C. B. Lamb Elementary School will now house grades one through four, and the district will turn the Challenger Elementary School on McGuire Air Force Base over to the U.S. Department of Defense.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Dr. Carson added that the base holds adult continuing education programs, and that the Challenger School would be an ideal facility for those services.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;When walking into the main entryway of the new school, visitors to the school are greeted with a spacious interior, with multiple windows that maximize the use of natural light, even in interior classrooms.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The cafeteria makes the most of a round space by placing the kitchen in the center, and three overhead wall-mounted flat screens will be useful for when teachers attend in-service presentations, said Dr. Carson.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The board offices, which used to be separate from the elementary schools, are now located within the school.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A main office facility houses includes a conference room, a PTA meeting room, a faculty lunch room, in addition to a faculty planning session room with two computers and private phone room so &amp;quot;teachers can have privacy when they have to call parents,&amp;quot; said Dr. Carson.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Large flat-screen televisions are wall-mounted and appear throughout the building, including one in every classroom.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The televisions feature a media retrieval archive, which is run through the video-on-demand server SAFARI Montage, said Dr. Carson. Teachers will have access to the History Channel, National Geographic, U.S. News and World Reports, and other educational programs, he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The Montage program allows them to &amp;quot;cut and paste&amp;quot; sections of documentaries pertaining to lesson plans and show it to the class.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;In addition to the flat-screen televisions, computers are prominent around the upper elementary school, with multiple lab-style configurations set up in the art room, the library and the music room.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Classrooms were designed in &amp;quot;pods,&amp;quot; with each section devoted to a specific subject.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A larger gym and upgraded art room also allow students to spend more time in those respective programs.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;We can now have students take physical education four times a week, as opposed to one,&amp;quot; said Dr. Carson.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Art classes will also be bumped up to nine full weeks of instruction, compared to one day a week for 36 weeks.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The auditorium and gymnasium also feature a separate entrance from that of the academic part of the building, enabling after-school events to be held while the rest of the school can be securely locked.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The 800-plus seat auditorium has already attracted the neighboring high school&amp;#39;s interest for dramatic productions.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;Northern Burlington Regional High School had said that they would like to hold their spring musical in our facility,&amp;quot; said Dr. Carson.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The architectural and engineering corporation, VITETTA, of Marlton, has received accolades for the design of the building, and school officials were expected to be presented with those awards at the ceremony.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The ceremony was set to include a slideshow of pictures that follows the five-year history of the building from its inception to how it appears today. &lt;br /&gt;</description>

      <description>FLORENCE - Residents and the Township Council were stuck at a crossroad last week over what to do about parking on two roads in Roebling - Delaware and Eighth avenues.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Residents of Eighth Avenue in Roebling were divided over whether or not to ask for parking lines on the road. Drivers on Delaware Avenue are also waiting to see if a proposal to move the double yellow line on that road 4 feet over will get a green light from the Township Council.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Township Administrator Richard Brook said the issue of striped parking on Eighth Avenue came up only a few months ago when residents there approached the council with a petition requesting lined parking.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The first petition was signed by 28 residents living between Hornberger Avenue and Main street. Mr. Brook said some of the residents who signed the petition probably lived in the same household.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Problems arose when the council followed up by sending out fliers to all the residents of Eighth Avenue asking for their thoughts on the proposed lined parking.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;This resulted in a second petition against putting lined parking on the street, Mr. Brook said. He said this latter petition was actually signed by some of the same people who signed the first petition in favor of lined parking. The second petition was signed by about 56 residents down the entire .2 miles of Eighth Avenue.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;At the council&amp;#39;s meeting on July 11, Eighth Avenue residents Laurie and Gregg Goodwin spoke against lined parking during the public comment portion of the meeting. Mr. Goodwin said they could lose eight to 10 parking spots if lined parking is implemented on Eighth Avenue because the lined parking will have to account for fire hydrants and handicapped parking.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;At this point, the Township Council has decided to send a flier around to get residents to come to a common meeting,&amp;quot; Mr. Brook said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;He said he hopes the residents will talk to each other as much as to the council at the meeting, which is tentatively scheduled for either August or September. Mr. Brook said a definite date was scheduled to be set at the committee&amp;#39;s July 18 meeting after the Register went to press.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;The township will do its best to make a reasonable decision after listening to both sides,&amp;quot; Mr. Brook said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;He said striped parking has been implemented successfully on two other streets - Second and Railroad avenues.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Also at the July 11 meeting, Don Kamienski, of McCay Drive in Roebling presented a proposal to the council to move the double yellow lines on Delaware Avenue 4 feet toward the northbound lane.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The issue of trucks parking on Delaware Avenue near the Corner Deli has come up at previous meetings because some residents say the trucks block the road, forcing cars to pass over the double yellow lines there to get around them.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Brook said one proposal for the road is moving the double yellow line over 2 feet toward the northbound lane to give drivers more room to pass.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;At the meeting, Mr. Kamienski proposed going one step further and moving the double yellow line over 4 feet instead.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;According to Mr. Kamienski, many cars pass over the line by about 2 feet. He said that moving the line over 4 feet, would eliminate the need for cars to cross the yellow line at all. This proposal, he said, would also create two 12-foot-wide lanes on the road.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mr. Brook said the issue of parking on Delaware Avenue is ongoing and may not come up again in council meetings until August. &lt;br /&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>

      <description>&amp;nbsp;The township will solicit bids for a company to revalue the assessed value of private properties in the township.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mayor George Chidley said as of 2006 the ratio of assessed values to true market values was at 59 percent. He said if that number had gone much lower, the county would probably have stepped in and forced the township to conduct a revaluation.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;This is an example of us being proactive and taking care of it now before we&amp;#39;re in that position,&amp;quot; he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mayor Chidley said the earliest the revaluation could be completed is 2009. The process will involve about two years of field work, he said, before new assessed values for private properties are determined.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The need for the revaluation came because many residents are either paying too much in taxes or too little due to an incorrect market value for their property, he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;We&amp;#39;ve been aware of it for the past couple years,&amp;quot; Mayor Chidley said. &amp;quot;It needs to be taken care of.&amp;quot;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;He said the project will cost about $500,000 to $600,000.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;Looking at other communities of roughly the same size, that seems to be the ballpark,&amp;quot; he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Mayor Chidley said the township hoped to open the bids for the project by Tuesday.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Many other nearby towns have also revalued private property when their ratios hit about 50 or 60 percent. Mayor Chidley said now is a good time to conduct the revaluation.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;This is actually a better time to do it because in recent years property values have actually lowered a little,&amp;quot; he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A revaluation is different from a reassessment in that a revaluation takes longer because the company conducting it has to go into private residences.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;In contrast, Mayor Chidley said a reassessment is quicker, but is done by reviewing local sales and sales in nearby communities, which could make it less accurate and therefore less fair.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;He said the revaluation should equalize tax rates in the area. For some residents, tax rates will go lower, though others could see a rise in their taxes.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;It&amp;#39;ll equalize,&amp;quot; Mayor Chidley said. &amp;quot;Some will go up, some will go down&amp;quot;</description>

He also had many paintings by Murillo, Rubens, Canaletto, Velasquez, Snyders, Rembrandt, da Vinci, Gerard and Vernet.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The estate, dubbed Point Breeze because of the land&amp;#39;s height, was completed in 1816 and partially burned down in 1820 while Bonaparte was away from his home.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;A group from Monmouth University recently got a chance to do an archaeological dig where the foundation of the house once stood.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The program went six consecutive Saturdays from 9 a.m. to 5 p.m.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;This past Saturday, professor Richard Veit said that &amp;quot;we pretty much find about one interesting thing per week,&amp;quot; while he displayed a piece of a corroded crest metal that he believes was part of a military badge.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The course, Field Methods and Archaeology, offers a hands-on approach to learning - something that makes it easy to get 60 students to the fields early every Saturday morning, he said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Kim Lombardo, a sophomore anthropology major, says that she doesn&amp;#39;t mind giving up her Saturdays to come dig on the Bordentown property.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;My first day I kept exclaiming to my professors every time I found something asking them, &amp;#39;What is this,&amp;#39; and it usually just turned out to be a rock,&amp;quot; she said.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;Bricks and rocks certainly are plentiful, as many of the students said that they were instructed just to keep looking if they come across any tell-tale orange specks in the dirt indicating pieces of brick.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The students broke up into groups of six or seven and each had a distinct job description at every post: One would record the different measurements, two would actually excavate, while another sifted through soil and yet another was responsible for transporting the dirt from the holes.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;First, a group of five professors would shovel test part of the property and decide if that area would be good in determining if there were any artifacts present.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;quot;This shows them what areas they think would be worth excavating,&amp;quot; said Ms. Lombardo.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;If the area that is shovel tested is deemed to be rich in artifacts, a square is then plotted out in the grass with stakes and string.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;The students then excavate the soil in layers and carefully measure each part of the process, recording how deep they should dig.
