Deploy A Strategic Assault On Your Mortgage Application

Today's volatile housing market demands that home buyers take an exacting, almost surgical approach to completing a mortgage application in order to speed the paperwork through the narrowed arteries of the home loan pipeline.

Profusely sweating the details of a mortgage application gives lenders fewer reasons to reject your quest for the American Dream. And the need for speed is crucial if you want to beat today's realty market clock which frequently resets itself.

The real estate market's mortgage credit squeeze tightens one day then eases the next. So there's no room for vagueness or foot dragging when completing a mortgage application.

Here are your marching orders.

Tighter underwriting regulations, fewer mortgage options, appraisers trying to keep tabs on value changes, and several recent federal interventions to help cure the housing hangover this year alone, are all conditions that reflect the unsettled nature of a housing market in the throes of correction.

It's like marching into hostile territory. Actually, it is marching into hostile territory.

Market conditions insist on laser-focused offensive of market monitoring and, when the time is right, fast-as-a-speeding-bullet action. Hesitate at the wrong moment and your mortgage action -- along with your dreams -- could go up is smoke.

Case in point: mortgage rates plunged recently just days after the most far-reaching federal effort yet was launched to stem the credit chaos spawned by the housing hangover. That's doesn't mean rates will remain reduced.

Control of Freddie Mac and Fannie Mae recently went to the new Federal Housing Finance Agency (FHFA), spawned by the "Housing and Economic Recovery Act of 2008's" statutory merger of the Federal Housing Finance Board (FHFB) and the Office of Federal Housing Enterprise Oversight.

"The full weight of the federal government backing Fannie and Freddie is huge! For the short term, rates have improved to their best levels since 2005. The spread between the larger conforming loans and the loans of $417,000 and less has almost been eliminated," said Quincy Virgilio, president elect of the Santa Clara County Association of Realtors.

Virgilio, added "My thoughts are, if you were thinking about buying, it's time to act. I believe we have a short window of opportunity to take advantage of the current lending environment."

Virgilio concedes, once the elation about government intervention subsides in the fickle investment markets and the new regulator gets to work, rates could just as quickly shift the other way.

Other experts agree.

"While the short-term impact of the Treasury's actions served to calm the markets and restore confidence, in the longer term, these entities need to be able to fulfill their historic mission," said California Association of Realtors' Executive Vice President Joel Singer.

"A privatized Fannie and Freddie will short-circuit the countercyclical role the GSEs (government sponsored enterprises) have played during precarious times in real estate markets," Singer added. "Without an institutionalized mortgage-backed securities market, mortgage capital will be less predictable and more expensive, and adjustable-rate mortgages could become the standard loan for home buyers, as could higher down payment requirements."

Says Virgilio, plain and simple, "For the next few months, it's time to act."

In "How Can You Speed Up the Approval of the Loan?" the Federal Reserve suggests:

Determine what documentation you'll need to back up any claims you make on your application. Whenever possible have the original copies of the evidence in hand when you complete you application. Don't wait for the lender to ask.

In the past, there's been plenty of time to look for a home or mortgage and its been recommended to shop for a mortgage first and then shop for a home. However, recent evidence suggests, whenever possible, bring a purchase contract for a house when you sit down to complete an application. You may no longer have the luxury of securing purchase money and then looking for a home. Mortgage underwriting terms and the lenders whim could change after you secure credit, while you hunt for a home. Bring a property for sale to the table.

Secure a rate lock. Once you are approved for a mortgage, secure a written guarantee for an interest rate, points and other terms. The lock can give you an edge by locking in terms, but not necessarily the loan. Speed still remains essential.

Also bring to the mortgage application, your bank account numbers, the address of your bank branch and your latest bank statement, plus pay stubs, W-2 forms, or other proof of employment and salary, to help the lender quickly check your finances. Likewise have information about debts, including loan and credit card account numbers and the names and addresses of your creditors. Secure evidence of your mortgage or rental payments, such as cancelled checks.

If you are self-employed, have a home-based business or work as a contractor, secure balance sheets, tax returns for two-three previous years, and other information about your business.

Remain available. Don't go on vacation. Respond promptly to your lender's requests for information while your loan is being processed. It is also a good idea to call the lender and real estate agent from time to time to check on the status of your application, and offer to help, contact others such as employers who may need to provide documents and other information for your loan. Keep a log of notes about your contacts with t he lender and others so that you will have a record of your conversations.

Know your credit report and credit scores. You should have copies of your credit report and credit scores -- one from each of the three credit reporting agencies -- before you apply for a home loan. You should have been monitoring them for the past few months, if not longer, for errors, anomalies and other factors that could affect your application.

The only federally-regulated provision for your free credit report is available from AnnualCreditReport.com. You are entitled to one free credit report each year from each of the three major credit reporting agencies, which means you can get three different credit reports each year at no cost. Under most circumstances, credit scores come with additional, but nominal cost.

The latest read on the housing market reveals unexpectedly good news - particularly in the Western United States.

The National Association of Realtors reports pending home sales nationally rose 7.4 percent from July to August for an index reading of 93.4. That is the highest level since June 2007. Wall Street economists surveyed by Thomson/IFR had predicted the index would fall to 84.9. The index, which sunk to a record low of 83 in March, stood at 85.8 in August 2007.

The Pending Home Sales Index in the West surged 18.4 percent to a reading of 110 in August and remains 37.8 percent above a year ago.

In the Northeast, the index jumped 8.4 percent to 79.8 and is 2.0 percent higher than in August 2007. The index in the Midwest rose 3.6 percent to 84.5 in August and is 6.6 percent above a year ago. In the South, the index increased 2.3 percent to 96 but is 2.1 percent below August 2007.

An index of 100 is equal to the average level of contract activity during 2001, the first year to be examined as well as the first of five consecutive record years for existing-home sales.

With home sales and prices down and unsold inventory up in many areas, the real estate market could use a jolt of good news -- and Congress just provided it.

The massive, 690-page housing bill just approved on Capitol Hill has plenty of mortgage-related provisions in it, but it also has an important stimulus program designed to jump-start housing sales: It's a tax credit, effective immediately, that could cut up to $7,500 off the federal tax return of anyone who buys a house before the end of next June, when it expires.

Buyers have to be first-time purchasers, or renters who haven't owned a house anytime in the past three years. The "credit" is actually more like an interest free loan, repayable over 15 years. Single taxpayers can only qualify for a $3,750 maximum credit. But it still puts thousands of after-tax dollars of incentives into home purchases -- money that wasn't there before.

Starting this week, hundreds of thousands of potential buyers who've been on the sidelines can purchase a new or resale house and qualify for the credit. The National Association of Realtors estimates that up to two million sales could be stimulated by the credit in the coming 11 months, and the National Association of Home Builders anticipates a "multiplier effect" in the move-up segment of the market.

That's because people who sell houses to buyers using the credit will then often need to go out and find replacement homes for themselves -- effectively rippling the impact of the credit upstream, triggering even more sales.

Since there's no Congressional limit on how many buyers can take advantage of the new incentive, it could prove to be huge. It all depends on whether Realtors, builders and individual sellers educate potential buyers about how to factor the credit into affording a new home.

In other economic news this week, mortgage rates jumped to their highest level in nearly a year, 6.6 percent for 30-year fixed rate conventional loans, according to the Mortgage Bankers Association of America.

On the plus side, the University of Michigan's Consumer Sentiment survey -- a key economic barometer affecting consumers' willingness to spend - rose a surprising five points last month.

And still another surprise: The national home ownership rate -- defying all gloom and doom predictions -- jumped to 68.1 percent in the latest quarter, up from 67.8 percent.

Mortgage Rate Locks Become Crucial

An interest rate lock is always a good idea in any market. But it becomes a better idea when it's crucial to lock in an interest rate and other loan costs at a level you can afford.

A changing market -- especially when the change is for the worst -- is one of those crucial times. During the first half of 2008, nearly a full percentage point separated the high of 6.45 percent in recent weeks and the low of 5.48 percent in January, according to Freddie Mac.

Get off the interest rate elevator ride with an interest rate lock. A traditional rate lock is a lender's guarantee that your mortgage will come with a specific interest rate, points, other costs and terms. Most locks are designed to protect home buyers from rising rates, but those refinancing can also benefit.

A rate lock's terms include a specified period for the lock. If you fail to complete your home purchase or refinance before the clock runs out, and interest rates rise, brace yourself for higher costs. Those higher costs could come in the form of more up front cash to keep monthly payments in line with what you can afford or what you lender will allow.

With a refinance, if your home ownership isn't at stake, you have more wiggle room and can wait out the market, take less cash out or otherwise cope. Of course, those refinancing to stave off foreclosure could also find higher rates, without a rate lock, to be just as problematic as for home owners.

In an up-and-down interest rate market, falling interest rates are another strong reason for a rate lock. If interest rates fall during the lock period you can't take advantage of the lower rate unless you rewrite the lock at additional cost or include a "float down" provision in the original lock.

The "float down" option grants you a lower rate if rates fall within a given window of time. Again, unless specified otherwise, float downs stick you with the higher rate if rates rise during the lock period.

All these rate lock variations underscore the importance of being sure the language of the lock contract gives you the options you need, for a sufficient term.

Get it all in writing. It's difficult to enforce a verbal agreement. The contract should lock should lock in the interest rate, points and other costs, where possible. The agreement should include your name; the lock's effective date; lock cost; what terms are locked; the lock's expiration date and time; and any post-lock options.

Lock as soon as you see the desired rate or "on application" -- when you first apply for the mortgage -- so that your rate is locked as you spend time getting the application approved. That's particularly important if you barely qualify at today's rates, and an increase would make buying unaffordable.

Of course, you can choose to set the lock on approval, especially in markets where loan applications are prolonged due to heavy demand for housing. In any event, the lock period should be long enough to allow for settlement, contingencies, and other potential delays. Locks average 30 days, but can range from 15 to 60 days.

Also consider:

Locks cost money. Shop around for both the terms of the lock contract and its cost, which varies from lender to lender. Some lenders want up-front lock fees. Others take them at settlement. There are non-refundable fees, flat fees, and fees based on a percentage of the mortgage, among the variations.

Before choosing a lock-in period, determine the average time for loan processing. Ask your lender to estimate the time necessary to process your loan and verify the information with other realty professionals. If the loan doesn't close on time, lenders can extend your lock for free, charge more for the extension or charge an additional percentage of the loan amount.

Once you lock-in a rate, if you haven't already, quickly submit the application and other required documents. You should have previously checked your credit report, prepared income, job, debt, asset and other documents to back up your application information.

If you have a floater, it's your job to keep an eye on the market.

Sell Faster When You Understand The Buyers Mindset

When most sellers list their home for sale the first thing they think about is how much will I get and that is usually followed by how soon will I get the money. It's certainly understandable that those two concerns are, most often, top of mind. After all, you're likely selling your home to buy another one or invest the money in something else.

But, if as a seller, you can get into the buyer's mindset, the sale of your home can come faster and for more money.

Understanding the way buyers think involves seeing things not from your perspective but from your potential buyer's mindset. It can sound easy but actually it's often harder to do than most sellers think. The psychology of buying is driven by emotional experiences, money, and timing. With that in mind, sellers can help create optimal circumstances that literally help walk the buyer through the process and completion of the sale of your home.

It starts with a feeling. When you meet someone for the first time, you form a first impression based on a feeling. That's exactly what happens when buyers set foot into your home. Work with an experienced agent to learn exactly what kind of impression your home is giving off. If it's a small home, make sure it's not overfilled and cluttered.

Pick up all the loose clutter that's floating around. Throw out old magazines. People like to see things that are streamlined or clean or fresh looking. There's nothing worse than walking into a place and seeing a stack of magazines all over the place or an unmade bed.

Go the extra step and take care of items that might have been overlooked for quite some time. Steam clean the carpets, the upholstery, the furniture, if that's what's needed. Have the windows cleaned, light fixtures cleaned. Make it feel clean when you walk in.

Go back to basics. You may love your turquoise carpet but do you really think buyers will? Getting inside the buyers mind will help you answer these questions. You can also pick up home décor magazines and see what appeals to the masses. You don't have to change everything in your home, but going back to basics in a few areas will help buyers see how your home can become their home.

As soon as buyers see a really loud red, orange or lemon-green color they automatically think about re-doing. That, of course, means the buyers are already beginning to calculate the amount of money they need to take off of the sale price in order to get the home in the condition they would like it.

If instead you stick with neutral colors such as painting the walls off-white, light beige or Navajo white, you have a better chance in preserving the sale price.

Repair anything that looks torn, worn or broken If you walked into a retail store and saw a garment that you liked but it was torn or missing buttons, chances are you'd search for another one or ask for a discount if that were the only one of its kind.

That's what buyers will do with your home when they spot torn screens, garage doors that don't open, or broken light fixtures that are hanging out of the wall. Buyers, if at first they don't get completely turned off and walk away from the sale, will first begin to think that there is more damage to the home than what they're able to see and then they start to calculate the cost of repairing those damages. But buyers often exaggerate the amount of money needed to fix the repairs.

In today's market people are looking desperately to find out what's wrong with a home so that they can lower the price.

In the buyers' minds, they come up with some kind of incredible price to fix repairs. In their mind, they go way overboard and eventually it affects the bottom line price for the seller.

Don't miss an opportunity to get the word out about your home being listed for sale. It only makes sense to let your neighbors know. By doing this your neighbors can sometimes become great facilitators and supporters of the sale.

Most people are visual buyers. If the home doesn't look clean, spotless, and repaired then the buyer thinks what's behind the walls, how much more money do I have to put into this home.

Remember understanding the psychology of the buyer's mindset can help you sell faster and for the price you really want.

Moving Up? What You Need to Consider to Accommodate Your Growing Family

One of the most common reasons to buy a home is to accommodate your growing family. Perhaps you want to live in a neighborhood with better schools and more services, or maybe you need a bigger house as the two of you turns into three and then four.

In fact, in a recent study by the National Association of Home Builders, some 64 percent of respondents agreed with the statement: "I wish my home were larger." The other two top concerns are price and finding the right neighborhood.

If you have a young family and are ready to make the jump from your entry level home, or if you've been renting and are embarking on the purchase of your first house, you'll want to consider the following during your house-hunting ventures:

Neighborhood. As you examine a specific neighborhood, ask yourself if this is a neighborhood in which you'd feel comfortable. Although your kids are toddlers now, in just a few short years they'll be outside riding their bikes and playing with the neighborhood children. Buying in a good neighborhood also helps ensure your property values.

Schools. Again, if you have a baby or toddler now, kindergarten will be here before you know it. Visit the neighborhood schools, talk to the principal, teachers, and other parents in the neighborhood. Ask to see standardized test scores. Your real estate agent can usually provide you with additional information about schools in the area.

Crime. While a neighborhood may look safe, it could be riddled with incidents of burglary or vandalism. Check with the local law enforcement agency to see if the neighborhood you are eyeing has any specific chronic crime problems.

Bedroom space. If you're planning on more children, you'll want to consider how many bedrooms you'll need. Will the children share rooms or have their own?

Play area. If you have young children, you'll want to factor in where the kids will play. Sometimes storing the bulk of the toys in the child's room works, but in some instances, like if the child's room is upstairs, it's difficult to supervise. In that case, you'll want to consider whether the house is configured to provide the space they need to play and move about.

Homework and study areas. As your children reach school age and need more time and space for homework, you'll need to consider whether there's space in their bedroom, in the kitchen area, or in another nook or niche, prevalent in many newer homes.

Computer use. Perhaps you already have a home office, complete with a computer set-up. The time may - or more likely, will - come when your child needs a computer for homework and research. This may require a second computer, and the required space for a second system. This will especially be true if one of the parents works at home and frequently uses the computer.

Family room. Your youngest is only 7, but by the time your three sons reach their adolescent and teen years, will the family room be as comfortable as it is now? Don't forget that friends will be stopping by frequently. A house with a finished basement or gameroom is ideal for older kids.

Bathrooms. Your kids may not spend much time in the bathroom now, but that will change in the years ahead. Make sure you consider how the number of bathrooms, and the extent of vanity areas will work for your family. A bathroom with two sinks and a long countertop are ideal for two siblings to get ready for school in the morning.

Pool. Does the house you're eyeing have a pool? It will be great for your family. But be sure you put a fence around the perimeter.

While some of these factors may be out of your control because of budget constraints and housing availability, you'll want to come up with a priority list and determine which factors and characteristics are most important to your growing family.
