      <title>Florida Applications for Mortgage Modification Picking Up. Are You Eligible?</title>
      <description>&lt;p&gt;Florida homeowners are no strangers to the idea of mortgage modification, as put forth via wide-spread publicity efforts announcing home loan modification as part of President Obama&amp;rsquo;s foreclosure-prevention program.&lt;/p&gt;
&lt;p&gt;As recently as last week, Chase Mortgage, the servicing side of JP Morgan Chase, had negotiated more than 15,000 modifications under this program.  Chase Mortgage isn&amp;rsquo;t&amp;rsquo; the only major bank facilitating mortgage modifications.&lt;/p&gt;
&lt;p&gt;Back in April of 2009, Bank of America delivered as many as 100,000 letters to borrowers who could potentially benefit from home loan modification. Although BOA has yet to release information as to how many mortgage modifications it&amp;rsquo;s performed, the lender is clearly involved in the process.&lt;/p&gt;
&lt;p&gt;Making Home Affordable - Key Goals and Intended Outcomes  When the Making Home Affordable plan went into effect on March 4, the Obama administration believed that it could help as many as 4 million people steer clear of mortgage default and/or foreclosure. The plan&amp;rsquo;s key focus involved encouraging lenders to help past-due borrowers or those at-risk of falling into this category lower their interest rates to levels where their monthly housing payments would not exceed 31 percent of their gross monthly income.  While the Making Home Affordable program isn&amp;rsquo;t available to all Florida mortgage borrowers, it may very well be an option for you.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;3.&lt;/strong&gt; Click on the number one ranking and observe how many pages it has indexed, PageRank, how many backlinks it has, age of the site... and so on.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.&lt;/strong&gt; Then click the page info button and study all the on-page factors this site has and notice what it's doing with its page and keyword density lay-out.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;5.&lt;/strong&gt; Check all the backlinks this site has in the different search engines. Copy or try to get the same backlinks for your site that your competitor has acquired. Then get more backlinks and/or higher quality backlinks than your competitor.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6.&lt;/strong&gt; Watch your rankings rise...&lt;/p&gt;
&lt;p&gt;Titus then goes on to explain that some keywords are just too tough to compete for.&amp;nbsp; Other times, keywords can be won, but it will take you a long time to do so.&amp;nbsp; What you should pay special attention to are the long-tail (multi-worded) keywords that are relative to your site but have little competition.&amp;nbsp; In doing so, you can greatly increase the speed at which you rise in the search rankings. As always, it's advisable that you locate and use a solid search engine optimization tool or resource as you progress with your blogging.&lt;/p&gt;
&lt;p&gt;What most people don't consider - and what Titus rightly calls a &quot;Sweet Detail,&quot; is that long-tail keywords are often what brings folks to your site.&amp;nbsp; For your &lt;a href=&quot;http://realestateseo.floridamortgageblogger.com&quot;&gt;Real Estate SEO&lt;/a&gt; efforts, I'd add that this is especially true when targeting long-tail phrases with localized geographic information (city name, state, etc.).&lt;/p&gt;

Not to mention that lenders and AMCs have demanded we add more market analysis, 2-3 listings adjusted to list-2-sales price ratios with listing photos, much more commentary on the reconciliation section, etc.&lt;/p&gt;
&lt;p&gt;All of these add-ons are adding 1-2 extra hours to complete this thorough of an appraisal report. MY BEEF is that they don't want to pay a dime more for all of this extra work and time.&lt;em&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;

I've also uploaded the announcement pdf as well as Fannie's FAQ sheet on the new form. Over my career, I've seen many of these initiatives. Most often it's a reaction to appraisers not doing what they should have done in the first place. I can remember when we did not have to include photos of the comps. Why? Because it was presumed that all appraisers were doing their job and were at least driving by them.&lt;/p&gt;
&lt;p&gt;To make SURE . . . they began requiring photos. It was their insurance that we HAD visited the comp. There's case after case of that happening. More recently we've been required to report on the historical sales and listings of the subject and comps. YEAH . . . we should have been analyzing that all along . . .but many were not. NOW . . .we're all required to &quot;report&quot; that analysis.&lt;/p&gt;
&lt;p&gt;That's what I see in this latest Addendum. Because they feel that many appraisers were not doing the proper analysis . . .we now have to &quot;report&quot; those findings.&lt;/p&gt;
&lt;p&gt;I agree . . . It take a LOT longer to &quot;Report&quot; those findings than it takes to just do the &quot;Analysis.&quot; Primarily because we have to get it into THEIR format and not just a series of MLS, Assessor, or personal charts and graphs.&lt;/p&gt;

&lt;p&gt;So, we can see that appraisers are looking at this much as any other professional might. Most of them have already been doing the work that a few of them look at as &quot;extra,&quot; so no big deal there. A look in the rear view mirror on this one also shows us that rate shoppers might have seen it coming, if only because we've seen the exact pattern oh... &lt;em&gt;FOUR TIMES &lt;/em&gt;since January of 2008:&lt;p&gt;

	&lt;li&gt;After the Fed's &quot;surprise&quot; rate cut in January 2008&lt;/li&gt;
	&lt;li&gt;After the Fannie Mae and Freddie Mac takeovers in September 2008&lt;/li&gt;
	&lt;li&gt;After the Fed announced its first $500 in support in November 2008&lt;/li&gt;
	&lt;li&gt;After the Fed zeroed out the Fed Funds Rate in December 2008&lt;/li&gt;
&lt;/ol&gt;&lt;p&gt;
&lt;em&gt;&lt;strong&gt;So class, our lesson here is: &lt;/strong&gt;&lt;/em&gt; When mortgage rates drop sharply in short order, they bounce back up at the same pace.&lt;p&gt;

Unfortunately, not every would-be homeowner looking to refinance their Florida mortgage saw the increase coming.&#160; People that locked Wednesday captured the lowest rates in 6 decades.&#160; Everyone else... well...&#160; wishes they had.&lt;p&gt;

&lt;em&gt;&lt;strong&gt;I say it a lot here, and I really try not to come off sounding like a used car salesman: &lt;/strong&gt;&lt;/em&gt;&lt;p&gt;

From day-to-day, we don't know if Florida mortgage rates will rise or fall.&#160; Hey...&#160; nobody knows that.&#160;&#160;But, we &lt;em&gt;do &lt;/em&gt;know that mortgage rates tend to follow patterns, and we've seen the above pattern 5 times&#160;now.&lt;p&gt;

When mortgage rates plummet like they did Wednesday, they rarely stay at lows for long. When you find a rate you like, get in and get locked as soon as possible. By tomorrow, it's likely to be gone.&lt;p&gt;

When we often think of investments many tend to believe investments continue to go up in value. Nothing could be further from the truth. It would be a walk in the park if markets always appreciated in value. Often times markets generally move in three directions.&lt;/p&gt;

&lt;li&gt;Down&lt;/li&gt;
&lt;li&gt;Sideways&lt;/li&gt;

&lt;p&gt;When markets move up, many investors enjoy the gains from their investments whether they are investing in the stock market or the housing market. Investors make money from the difference in the price they paid for a asset to the current value they can liquidate the asset for.&lt;/p&gt;
&lt;p&gt;In a down trending market, when values of a certain asset class are depreciating, many investors loose money simply because their assets are worth less than the price they paid for them. In the housing market, this is often called &quot; Being Upside Down &quot;&lt;/p&gt;
&lt;p&gt;A sideways market is a market where values of a certain asset class are stagnate. In other words the market is not having much change in price and value of the asset class.&lt;/p&gt;
&lt;p&gt;The rule of thumb for investors or anyone looking for a great deal is quite simple, BUY LOW / SELL HIGH. So when I see headlines like &quot; Housing Market Worst Since The Great Depression &quot; I'm not sure about you but I see a &lt;strong&gt;GREEN &lt;/strong&gt;light come on in my head that say BUY !!!&lt;/p&gt;
&lt;p&gt;Housing prices and interest rates have not been this low in ages. &lt;p&gt;I am a firm believer of passing on some of that fortune, that's why I want to tell you about the Boone Middle School Technology Student Association - a co-curricular technology club of which I am the Chapter Advisor.&lt;br /&gt;&lt;br /&gt;Boone Middle School is in Haines City, Fl. It is a Title 1 school, which means that the vast majority of their students come from low income or at risk homes.&lt;/p&gt;
&lt;p&gt;The Technology Student Association is a great program, and it has a history of taking kids that have little or no direction and giving them something to be passionate about, something to enjoy.&#160;  &lt;p&gt;&lt;strong&gt;Fact:&lt;/strong&gt; Many of our best academic competitors were once troubled or at-risk kids.&lt;p&gt;I'm involved with the organization as an educator because it reminds me of myself at that age - all geeked out and&#160;constantly interested in technology.&#160; Unfortunately, we didn't this awesome program at my school! &lt;br /&gt;&lt;br /&gt;BooneTSA is trying to fund raise to cover costs associated with getting to State competition. &lt;p&gt;Don't get me wrong - lenders shouldn't be approving or passing along or passing forward bad loans.&amp;nbsp; It just strikes me as odd that Lockhart, the FHFA, and Fannie/Freddie worked to pass the Good Conduct act - will only accept loans that have been duly certified by its measures, yet haven't bothered to set up any sort of formal oversight body to make sure things are done properly on the side of the AMCs.&lt;/p&gt;
&lt;p&gt;Forget ongoing oversight! What about the &quot;Driver's License from a Cereal Box&quot; - like approvals they are at least tacitly granting by letting a bunch of &quot;Known Entity Dopes&quot; form and run these AMCs?&lt;/p&gt;

Is the USDA Providing the Funds for These Loans?&lt;/strong&gt; No. Much like the FHA, the USDA Rural Development Single Family Housing Program functions as a backstop or safety net for mortgage lenders - in effect guaranteeing that they are protected in the event you default on your loan - up to 90 percent of the original loan amount. &lt;strong&gt;&lt;em&gt;For the finance geeks out there - things break out as follows:&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Losses up to but not exceeding 35 percent of the original loan amount are fully reimbursed.&lt;/li&gt;
&lt;li&gt;Any losses exceeding the 35 percent total are reimbursed at 85% of their total.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;So, in effect - lenders are only left with the remaining 15 percent of &quot;true exposure&quot; on these loans, which is why you are able to benefit from such a great program! This guarantee grants lenders a great protection against losses. The quality of this USDA guarantee is what allows lenders to easily sell the loans on the secondary market. As a result, they feel free to lend funds in cases where other non-participating lenders may not.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4. What Type of Credit Do I Need in Order to Qualify?&lt;/strong&gt; Typically, the good folks over at the USDA financing office like to see minimum credit scores at or very close to 620.&amp;nbsp; Borrowers with credit scores as low as 580 may be approved; however, they may not have any of the following:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Foreclosure in past 36 months.&lt;/li&gt;
&lt;li&gt;Bankruptcy discharged within 36 months.&lt;/li&gt;
&lt;li&gt;More than one 30 day late on consumer debts in past 12 months.&lt;/li&gt;
&lt;li&gt;Accounts converted to collections within past 12 months.&lt;/li&gt;
&lt;li&gt;Tax liens or delinquent government debts (including student loans).&lt;/li&gt;
&lt;li&gt;Judgments outstanding in past 12 months.&lt;/li&gt;
&lt;li&gt;Outstanding collection accounts.&lt;/li&gt;
&lt;li&gt;Two or more late rent payments in past 12 months.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Note: &lt;/strong&gt;Lenders are permitted to use a non-traditional credit report or verify your creditworthiness with other sources, such as: utility payment records; rental payments; insurance payments; child care payments; payments to local stores, payments on medical bills, etc.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;5. Are there Minimum and Maximum Loan Amounts Associated with USDA Rural Development Loans? &lt;/strong&gt;There is NO minimum loan amount for the USDA Rural Development loan program.&amp;nbsp; However, maximums do apply.&amp;nbsp; Typically, borrowers are limited to the appraised value of the home plus the 2 percent&amp;nbsp; Guarantee Fee.&amp;nbsp; The great news here is that you may finance 100 percent of the purchase price of your home (102 percent if you are financing in the 2 percent Guarantee Fee). &lt;strong&gt;Note: &lt;/strong&gt;The Guarantee Fee is a fee charged by Rural Development.&amp;nbsp; This fee is equal to 2 percent of the final loan amount and may be financed into the loan itself.&amp;nbsp; Whoo Hoo!&amp;nbsp; Not a necessary out of pocket expense!&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6. What Will Be Included in My Monthly Payment? &lt;/strong&gt;The monthly payment will include principal, interest and the monthly cost of real estate taxes and insurance. Your lender will provide an estimated payment for you.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;7. How Are Closing Costs, Fees, etc. paid on the USDA Rural Development Loan? &lt;/strong&gt;These fees and other eligible costs - &lt;strong&gt;&lt;em&gt;including some repair/rehab costs &lt;/em&gt;&lt;/strong&gt;-&amp;nbsp; may be rolled into the loan.&amp;nbsp; Again, 100 percent means NO out of pocket expenses at closing!&lt;/p&gt;

&lt;p&gt;Foreclosure is something no one wants to face, but it's all too common a situation for many Florida families today.&amp;nbsp; As such, I wanted to provide a little bit of information about Florida foreclosures, how they're structured, and where you might want to look in the unfortunate case you and your family may be facing one.&lt;/p&gt;
&lt;h2&gt;&lt;strong&gt;The Initial Foreclosure Process &lt;/strong&gt;&lt;/h2&gt;
&lt;p&gt;&lt;br /&gt;Florida foreclosures begin when lenders record a notice with the court, known as a &lt;a href=&quot;http://en.wikipedia.org/wiki/Lis_pendens&quot; title=&quot;Lis pendens&quot; class=&quot;zem_slink&quot; rel=&quot;wikipedia&quot;&gt;Lis Pendens&lt;/a&gt; - stating that they plan to begin the process against a borrower.&amp;nbsp; At this point, your lender will contact you - usually via mail - to let you know that they have initiated the foreclosure process.&lt;/p&gt;
&lt;p&gt;If you, as the borrower, do not respond to this notification/court action, by the specified deadline, the &lt;a href=&quot;http://en.wikipedia.org/wiki/County_clerk&quot; title=&quot;County clerk&quot; class=&quot;zem_slink&quot; rel=&quot;wikipedia&quot;&gt;county clerk&lt;/a&gt; may find you in default.&amp;nbsp; Should this happen, your lender may then ask the court to make a final ruling in the case.&amp;nbsp; If the court rules against you, the ruling will include the total amount owed to the lender and will let you know exactly when the foreclosure will take place.&lt;/p&gt;
&lt;p&gt;It should be mentioned here that the last thing your lender wants is to take on your property.&amp;nbsp; What they want is your payment.&amp;nbsp; In most cases - especially in today's housing and economic environment - your lender will contact you by phone prior to initiating the foreclosure process to inquire as to why you haven't made your payment(s). This is assuming that you haven't already contacted them - which you should... immediately!&lt;/p&gt;
&lt;p&gt;I say this because there is no law that requires your lender to contact you before the begin the foreclosure process on your Florida home.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Remember, in all things relationship/financial:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Open communication = GOOD... Ostrich head in the sand approach... BAD.&lt;/p&gt;
&lt;h2&gt;&lt;strong&gt;Notification of Sale and Foreclosure Auction&lt;/strong&gt;&lt;/h2&gt;
&lt;p&gt;&lt;br /&gt;There is usually some lag time between the time your are first notified about the pending foreclosure and the actual court ruling.&amp;nbsp; Many factors can extend this time period, and I encourage you to contact a Florida foreclosure attorney to determine exactly what steps you should take once you are initially notified.&lt;/p&gt;
&lt;p&gt;Should the court rule that your foreclosure move forward, the actual foreclosure sale date will be set for sometime between 20 to 35 days after the ruling date. You should be notified by the clerk of the court as to the time, date, and location of the sale, and this notice will also be published once per week for a period of about two weeks - followed by a second notice 5 days before the actual sale.&lt;/p&gt;
&lt;p&gt;Typically, the sale (auction) of your Florida home via foreclosure will be overseen by the clerk of the court and will take place sometime around 11: 00 on the sale date.&amp;nbsp; If a winning bidder is established,&amp;nbsp; they must pay a 5-percent deposit and agree to pay off the remaining balance by the end of the day.&amp;nbsp; If that bidder fails to follow through, a new sale is scheduled a minimum of 20 days later.&lt;/p&gt;
&lt;p&gt;The Florida foreclosure process may be swift, or it may linger on for a while - depending on the number of foreclosures in the pipeline.&amp;nbsp; Here in central Florida, multiple auctions are not uncommon.&amp;nbsp; Once a bidder successfully pays for the property, they receive a certificate of sale from the clerk of the court, and the deal is done.&lt;/p&gt;

According to Fannie Mae, the change rationale is that experienced investors can &quot;play a key role in the housing recovery&quot;.  Until now, foreclosure auctions have gone at less than full speed because investors unable to pay cash have been halted by the existing 4-property Fannie Mae limit.

While I applaud the move, I'm hard pressed to believe that there is an abundance of investors out there with 6 months of cash reserves for each property they own. Maybe they're out there - and if so, I hope this decision helps to spur more mortgage activity.  Always a fan of that!

&lt;p&gt;The initial outlook for this week is a bit stormy for the housing market here in Winter Haven, Florida and across the nation. Consumer confidence tanked to an all-time low last week, and 100,000 American workers were &lt;a href=&quot;http://money.cnn.com/2009/01/30/news/economy/job_loss_roundup/index.htm?postversion=2009013014&quot; target=&quot;_blank&quot;&gt;handed pink-slips&lt;/a&gt;,&amp;nbsp;each playing a role in adding significant downward pressure on the mortgage market.&lt;/p&gt;
&lt;p&gt;For three weeks in a row, mortgage rates rose and average home loan fees increased.&amp;nbsp; Not something we like to see, obviously.&lt;/p&gt;
&lt;h2&gt;Sliver Lining En Route&lt;/h2&gt;
&lt;p&gt;Despite this negative news, there are two bright spots worth taking a look at which indicate that our country may be nearer to economic recovery than we think.&lt;img title=&quot;More...&quot; class=&quot;mceWPmore&quot; src=&quot;http://www.floridamortgageblogger.com/wp-includes/js/tinymce/plugins/wordpress/img/trans.gif&quot; alt=&quot;&quot; /&gt;First, the supply of &quot;used&quot; homes for sale fell from 11 months to 9 months nationwide.&amp;nbsp; This statistic often translates into what Realtors refer to as the &quot;absorption rate,&quot; which is the time frame it would take at any given moment for the existing housing inventory to be bought up.&lt;/p&gt;
&lt;p&gt;What we're seeing in this 2 month drop (nationally) is that home buyers are in fact beginning to re-enter the housing market to a measurable extent -&amp;nbsp; a signal that home prices are finally approaching an equilibrium.&lt;/p&gt;
&lt;p&gt;Secondly, the US Gross Domestic Product (GDP) -- a measurement of the country's complete economic footprint -- declined by a much lesser margin than experts initially expected.&amp;nbsp;&amp;nbsp; A positive surprise like this makes us wonder about what&lt;em&gt; else &lt;/em&gt;the Doomsday Economists may be wrong.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span style=&quot;color: #ff0000;&quot;&gt;We won't have to wonder long. &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;This week should see a lot of activity mortgage wise - as massive amounts of data, legislation and rhetoric will be released and should influence mortgage rates.&amp;nbsp; Some of the information impacting mortgage markets this week include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The &lt;a href=&quot;http://www.investopedia.com/terms/p/pce.asp&quot; target=&quot;_blank&quot;&gt;Personal Consumption Expenditures Index report&lt;/a&gt;.&amp;nbsp; The PCE is&amp;nbsp;a preferred inflation measurement and inflation is the enemy of mortgage rates.&amp;nbsp;A high reading will pressure mortgage rates up.&lt;/li&gt;
&lt;li&gt;Retail stores are set to release data on &lt;a href=&quot;http://www.investopedia.com/terms/s/samestoresales.asp&quot; target=&quot;_blank&quot;&gt;same-store sales&lt;/a&gt; or &quot;comps.&quot;&amp;nbsp; Same-store sales data allows investors to see what percentage of a retail store's growth has come from sales from existing stores versus the opening of new stores.&lt;/li&gt;
&lt;li&gt;The Pending Home Sales report.&amp;nbsp; This notes the number of &quot;homes under contract&quot; and is a good gauge for buyer interest and the general health of housing.&lt;/li&gt;
&lt;li&gt;20% of the S&amp;amp;P 500 firms will report earnings.&lt;/li&gt;
&lt;li&gt;Congress is expected to vote on the Stimulus package - &lt;span style=&quot;color: #ff0000;&quot;&gt;&lt;em&gt;&lt;strong&gt;Here's hoping we can trim the fat... Hah! &lt;/strong&gt;&lt;/em&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The biggest impact on rates, however, could come on Friday - as we are presented with January's jobs report. Few data reports move the market like employment numbers,&amp;nbsp; and with the press giving so much attention to layoffs lately, expect Wall Street to have many an ant in its pants!&lt;/p&gt;

Then of course, you can get a bit more fancy.&lt;/p&gt;
