Congress has extended and expanded the homebuyer tax credit. The modifications will become effective when President Obama signs the bill, which could occur as early as November 6, 2009.

I have received numerous emails and comments from readers who asked for me to report the changes to the First Time Homebuyers Tax Credit when they occurred, and the changes most likely will occur immediately. This post will review the changes and enhancements so you should be able to understand the new housing tax credit. I

The Obama Administration Says Buy A Home

Buy a house and you can take part in the Obama Stimulus plan. The Obama train is printing wheelbarrow loads of money for everybody who wants to buy a home now, not just first timers! So, how does this all work?

The $8,000 homebuyer tax credit for first-time buyers, due to expire November 30, 2009, will be extended through June 30, 2010. First-time buyers who are in the process of making a purchase will no longer need to worry about qualifying for the $8,000 credit if they close after the November 30 deadline. The new legislation increases the income limit for couples with income up to $225,000, roughly a $55,000 increase above the level in existing law.

For the first time, the new legislation states that buyers who already own a home are eligible for a credit. A $6,500 maximum credit will be available to existing homeowners who have lived in their current residence for five of the prior eight years. The legislation limits eligibility for the existing homeowner credit to homes worth $800,000 or less.

First Time Home Buyer Tax Credit Extended until May 2010, today November 3rd 2009

Today the U.S. House approved legislation that would extend the first time buyer tax credit of $8,000 from November 30th until May 1, 2010. It would also expand the bill to include move-up buyers (people who have owned a home for at least five years). They could get a $6,500 tax credit on the purchase of a new home. Unemployment benefits were also included, and are supposed to continue for 20 more weeks.

The New York Times reported today that the Senate could vote on its version of the measure as early as Wednesday night and the House could take it up for final approval this week. The house approval Tuesday would expand the homebuyer tax credit to apply to higher income Americans, relaxing the current income restrictions, so that more people would take advantage of the program.

What's the cost you ask? The extension and expansion of the tax credit would cost an estimated $11 billion NOT including the $10 billion that has been spent on the current homebuyer tax credit.

Since the housing market has been the only thing (in my humble opinion) that has kept our economy alive (for several years before the real estate bottom dropped out) THIS MIGHT NOT BE SUCH A BAD THING TO START OFF OUR ROAD TO RECOVERY.

Now... if they could just relax underwriting approvals, removed HVCC, and get more people back to work with tax incentives for SMALL businesses (Instead of hiring more IRS auditors looking for more tax money), we would be on the road to recovery sooner rather than later.

Are Men and Women Different in Buying a Home?

Surprise! Men and women differ in home-buying process!

It often seems as though men and women are from different planets, but every day millions of couples navigate through day-to-day and even life-altering decisions. Coldwell Banker Real Estate LLC surveyed 1,000 individuals to discover how much men and women differ in the home-buying process.

Below are some key highlights from the Coldwell Banker Real Estate study:

Women may be inclined to make up their mind more quickly than men ...
* When asked how long it took before they knew their home was "right" for them, almost 70 percent of women had made up their mind the day they walked into the house, vs. 62 percent of men. Conversely, significantly more men needed two or more visits: (32 percent of men vs. 23 percent of women).

Women would rather live closer to their extended family than to their job ...
* 55 percent of women find it more important to be closer to their extended family (those that do not live in their household) than to their job, compared to only 37 percent of men.

A home's security is a deal-breaker for both men and women ...
* 64 percent of women said that if they found the home of their dreams but had concerns about its security, they would no longer be interested. More than half of men agreed (51 percent).

Couples say that no one "wears the pants in the relationship" in terms of major financial decisions ...
* When asked who wears the pants in the relationship (when it comes to major financial decisions, such as purchasing a home), almost 70 percent of respondents living with their significant other said it's actually mutual.
* However, 23 percent think that they, themselves, wear the pants in the relationship, not their partner. More men than women said this (26 percent vs. 20 percent, respectively).

Men and women agree on how they would use a spare room, for the most part ...
When the respondents were asked how they would use an extra 12 x 12 room if it could be anything they wanted, men and women agreed on the top three most popular, and very practical, responses:
* Bedroom: 25 percent
* Office/Study: 15 percent
* Family Room/Den: 11 percent

Why don't Home Inspectors just do their job?!?

What requirements are there to become a Home Inspector? In Davenport, Iowa, there are no laws yet for licensing or continuing education. There are national companies to certify such as NACHI, NAHI and ASHI but no requirements in order to perform a Home Inspection.

Should a Home Inspector, who is expected to give a report on the strengths and weaknesses of possibly the single largest investment a person will make in their life be licensed? Should they be required to take continuing education in order to keep up on their trade? Should they just inspect the property without discussing anything with the Buyer? Wouldn't that be hanging them out to dry?

The most important part of a Home Inspection IMHO is the teaching that goes on. The teaching of how to determine safety concerns and what to do about it. The teaching of how to care for a house. The teaching of some routine maintenance.

Any Home Inspector can point out things that are obviously wrong with a property. It is what they do after the obvious that is important. I choose to refer Home Inspectors that do just that. Teach. Spend some time with the clients to help them understand their purchase so they don't feel like a deer caught in the headlights!

I've used Home Inspectors that tried to "kill deals" before. By this, I don't mean that they pointed out things that are wrong with the property. That is part of their job. What I do mean is that they tried to renegotiate the deal. That is NOT part of their job. When a Home Inspector starts a sentence with, "If I were you, I'd ask the Sellers to......" it's that time! Time to find another Home Inspector!!!

Should Home Inspectors be required to get a license?

Home Buyer's Tax Credit Changes Possible

  The first major change to the $8,000 home buyer's tax credit began moving through Congress the last week of September, giving hope to real estate and building groups pushing for extension of the entire program before it expires November 30, 2009.
      House Ways and Means Committee chairman, Congressman Charles Rangel, a New York Democrat, combined several smaller bills into the "Service Members Home Ownership Act of 2009", with a floor vote expected soon.

Major Campaign To Extend $8,000 Home Buyer Tax Credit Underway

     The House and Senate may have left Capitol Hill for their Summer break, but housing lobbyists are busy at work gearing up a major campaign to extend the $8,000 home buyer tax credit.
      The credit for first-time purchasers is scheduled to expire November 30.
      The National Association of Home Builders and the National Association of Realtors want to persuade Congress to nail down an extension of the credit, and maybe even broaden its coverage, as soon as possible.
      The home builders are mounting an aggressive campaign during the congressional recess. The association is sending out local teams of members to meet with congressmen and senators in their home districts, urging not only a one year extension of the credit, but an expansion of the concept to cover all home buyers next year, not just first-timers. Isabel Bloom is Blooming all over Davenport, Iowa!

The blog post, You Know You're From The Quad Cities When..., was posted back in February and stirred some laughter, some comments, some emotion (good memories), and some questions. This post is about answering one of the questions. The question is, why would someone stand in line for over an hour to buy "sculpted concrete"?

So, after some prodding by Mike, I decided to finally write about Davenport, Iowa's Famous Isabel Bloom!

Davenport, Iowa is home to the Isabel Bloom legacy! Click Here to learn more about the history of Isabel Bloom. The pieces above are called "Flower Picks".

These pieces of art are sculpted, forms are made, concrete is cast, and then they are all individually hand painted.

This one is one of the tiniest they make and it weighs only a few ounces.

The bottom of each of them (even this tiny one) are signed and dated.

This is one of the largest sculptures called Garden Angel and weighes in at 60 pounds!

It is a beautiful addition to any garden and the birds love the small water bowl!

This Angel is beautiful and is one of my favorites!

The attention to detail on her is magnificent!

There is a simple apple and even a cute little bunny!

The turtle is a cute addition as well!

There are many sculptures created by Isabel Bloom to choose from. All of these above are in our collection.

This is just one more reason why Davenport, Iowa has Quality of Life and is a Great Place to Live!

Campaign To Extend and Expand Housing Tax Credit

     A campaign to extend and expand the housing tax credit officially got underway on Capitol Hill last month.
      Bills have now been introduced in both the Senate and the House to open up the credit, to all buyers, keep it on the books through next year, and get rid of the current income limitations.
      On the House side, two Texas congressional representatives - one a Democrat, the other a Republican - have filed bills calling for a broadening of the first-time buyer credit to cover all home purchasers in the coming year, whether they already own houses or not.
      Democratic Congresswoman Eddie Bernice Johnson of Dallas wants to extend the November 30 expiration date for the credit through the end of 2010. Her bill would also remove the income limits of the current program, which start phasing down the amount of the credit at $75,000 for singles and $150,000 for married couples. CONTINUED >>>

The National Association of Home Builders Remodelers (NAHBR) -- a council of NAHB -- says that most homeowners choose green remodeling projects to help conserve energy. NAHBR recommends the following top ways to increase energy efficiency.

Install appropriate insulation in area to be remodeled.

Install high-efficiency windows instead of those that minimally meet the energy code.

Seal all exterior penetrations in areas being remodeled.

Purchase only Energy Star®-rated appliances.

Install only low-flow water fixtures.

Reshaping Fannie and Freddie

     Congress took its first step last month on a mission that could totally reshape the American mortgage market.
      A House financial services subcommittee held the first hearing on what to do with Fannie Mae and Freddie Mac -- the failed, trillion-dollar mortgage giants that are now operating under direct federal control.
      The ultimate answers are likely to determine the types of loans and interest rates that home buyers will have in the future. That's because Fannie and Freddie have dominated the real estate market for decades, writing the rulebook on everything from loan sizes, credit requirements, downpayments and underwriting standards.
