      <title>Tax Credits: Not Just for First Time Buyers!</title>
      <description>&lt;p&gt;&lt;strong&gt;New Federal law provides up to $6500 in federal tax credits for qualified move-up and repeat home buyers purchasing a new principal residence. &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;To qualify for this tax credit, buyers must purchase a new home by April 30, 2010 (or have the home under binding sales contract by that date, with a closing no later than June 30, 2010.) To qualify, a buyer must have owned and resided in a home for at least 5 consecutive years of the eight years prior to the purchase date.&lt;/p&gt;
&lt;p&gt;And this tax credit is &quot;refundable,&quot; which means that the credit can be claimed even if the taxpayer has little or no federal income tax liability to offset!&lt;/p&gt;
&lt;p&gt;The tax credit is equal to 10% of the purchase price of the new residence, up to a maximum of $6500.&lt;/p&gt;
&lt;p&gt;There are some income limitations. The credit is reduced for single taxpayers with incomes above $125,000 and married couples with incomes above $225,000, and is eliminated completely for single buyers with incomes above $145,000 and couples with MAGIs (Modified Adjusted Gross Incomes) above $245,000.&lt;/p&gt;
&lt;p&gt;Any home that is used as a principal residence will qualify, provided the purchase price is under $800,000. This includes single-family detached homes, townhouse, condos, manufactured homes, and even houseboats.       <title>New Corrales Ordinance Angers Local Brokers</title>
      <description>&lt;p&gt;&lt;strong&gt;At last month's Village Council meeting in &lt;a href=&quot;http://www.choicesrealestate.com/Choices/Corrales.aspx&quot; title=&quot;Corrales, New Mexico&quot; target=&quot;_blank&quot;&gt;Corrales, NM&lt;/a&gt;, councillors voted unanimously to adopt a new ordinance regarding sales tax impositions on real estate sales and construction and home improvements, despite vociferous opposition from many well-known local real estate brokers.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;According to an article in the &lt;a href=&quot;http://www.corralescomment.com/index.php?option=com_content&amp;amp;task=view&amp;amp;id=1293&amp;amp;Itemid=2&quot; title=&quot;Corrales Comment&quot; target=&quot;_blank&quot;&gt;Corrales Comment&lt;/a&gt;, the measure imposes a gross receipts tax reporting requirement meant to insure that the Village of Corrales receives sales tax revenues on homes and imporvements made in the village, rather than having such sales tax revenues be inadvertently misdirected to Albuquerque or Rio Rancho, where real estate brokers and contractors often have their offices.&lt;/p&gt;
&lt;p&gt;The new measure calls for Village permit signs to be posted on home sales, home construction, and remodeling projects so that all sub-contractors and other parties doing business at the site will be notified that the gross receipts taxes they charge on their invoices need to be coded correctly on their CRS forms (from the Taxation and Revenue Department), so that the village receives the revenues. The permit fee will cost $35. On the motion of councillor Gerar Gagliano, the measure was amended to provide that real estate brokers offering a home for sale did not have to pay for the permit at the time of listing, but rather would have to pay the fee at the time the property actually sold. This was in recognition of the fact that, particularly in the current market, brokers might otherwise have to pay the fee only to have the home fail to sell during the course of the listing. The council refused the suggestion from local broker Peter Parnegg that that the $35 permit fee be collected by the title company at closing. Although real estate brokers turned out in force to oppose the measure, indicating their feeling that this was not what was needed now, with the state of the economy, the council heeded few of their objections or suggestions, and voted 6-0 to approve the measure.&lt;/p&gt;
&lt;p&gt;A similar measure was enacted in recent years in the village of&lt;a href=&quot;http://choicesrealty.com/#nv&quot; title=&quot;Los Rancho de Albuquerque&quot; target=&quot;_blank&quot;&gt; Los Ranchos de Albuquerque&lt;/a&gt;, and it was reported that the measure resulted in an additional $400,000 in revenue for that village. &lt;p&gt;Don't believe it? Think about it. It's just like grade point averages! How high an overall grade can a student achieve if they never have any A's or B's to figure into their average? How much difference will it make to their overall grade if they have several dozen A's to bring up the average?&lt;/p&gt;
&lt;p&gt;Here in Albuquerque, it looks like at least some portion of the decline in &quot;average home sale prices&quot; is attributable to the combination of the facts that our high-end properties are largely being kept off the market by sellers who prefer to wait for a better market, and luxury home buyers are largely staying put for the time being as well.&lt;/p&gt;
&lt;p&gt;If I get some time, maybe I'll try to do a statistical analysis of just how much of the &quot;decrease&quot; in property values is really attributable to this one factor...&lt;/p&gt;
&lt;p&gt;Anybody elsewhere noticing the same artifical &quot;decreases&quot; going on in their markets?&lt;/p&gt;

&lt;p&gt;First of all, our oversupply of homes on the market is definitely shrinking. There were only 5,480 single family detached homes on the market this past June, which is way down from the high figure of 6,428 in June of 2008.&lt;/p&gt;

This is an increase of 9% over the previous month, and also an increase of 8.87% over June of 2008. &lt;strong&gt;This number of pending sales is, in fact, &lt;em&gt;higher&lt;/em&gt; than the number of pending sales for any month of 2008! And it is also higher than the number of pending sales that were posted for the last five months of 2007, when we were still in something of a &quot;buyer's market.&quot;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;When I looked at the stats for all my virtual tours, I noticed something even odder: one of our Albuquerque Malls was far more popular than another with virtual visitors!&lt;/strong&gt;&lt;/p&gt;

That was more than 50% more visits than the competing Cottonwood Mall, located on Albuquerque's West Side, which had only 712 visits.&lt;/p&gt;

&lt;p&gt;So what made one virtual tour more popular than the other? Until viewing the tour, non-Albuquerqueans wouldn't even have known the location of one vs. the other.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Is it something in the immediate look of the tour? Compare the two, and let me know if you notice one having better shopping &quot;curb appeal&quot; than the other:&lt;/strong&gt;&lt;/p&gt;
