Tax Credits: Not Just for First Time Buyers!

New Federal law provides up to $6500 in federal tax credits for qualified move-up and repeat home buyers purchasing a new principal residence.

To qualify for this tax credit, buyers must purchase a new home by April 30, 2010 (or have the home under binding sales contract by that date, with a closing no later than June 30, 2010.) To qualify, a buyer must have owned and resided in a home for at least 5 consecutive years of the eight years prior to the purchase date.

And this tax credit is "refundable," which means that the credit can be claimed even if the taxpayer has little or no federal income tax liability to offset!

The tax credit is equal to 10% of the purchase price of the new residence, up to a maximum of $6500.

There are some income limitations. The credit is reduced for single taxpayers with incomes above $125,000 and married couples with incomes above $225,000, and is eliminated completely for single buyers with incomes above $145,000 and couples with MAGIs (Modified Adjusted Gross Incomes) above $245,000.

Any home that is used as a principal residence will qualify, provided the purchase price is under $800,000. This includes single-family detached homes, townhouse, condos, manufactured homes, and even houseboats. (Of course, this means your farm, ranch, or horse property qualifies as well, as long as it is your principal residence!

New Corrales Ordinance Angers Local Brokers

At last month's Village Council meeting in Corrales, NM, councillors voted unanimously to adopt a new ordinance regarding sales tax impositions on real estate sales and construction and home improvements, despite vociferous opposition from many well-known local real estate brokers.

According to an article in the Corrales Comment, the measure imposes a gross receipts tax reporting requirement meant to insure that the Village of Corrales receives sales tax revenues on homes and imporvements made in the village, rather than having such sales tax revenues be inadvertently misdirected to Albuquerque or Rio Rancho, where real estate brokers and contractors often have their offices.

The new measure calls for Village permit signs to be posted on home sales, home construction, and remodeling projects so that all sub-contractors and other parties doing business at the site will be notified that the gross receipts taxes they charge on their invoices need to be coded correctly on their CRS forms (from the Taxation and Revenue Department), so that the village receives the revenues. The permit fee will cost $35. On the motion of councillor Gerar Gagliano, the measure was amended to provide that real estate brokers offering a home for sale did not have to pay for the permit at the time of listing, but rather would have to pay the fee at the time the property actually sold. This was in recognition of the fact that, particularly in the current market, brokers might otherwise have to pay the fee only to have the home fail to sell during the course of the listing. The council refused the suggestion from local broker Peter Parnegg that that the $35 permit fee be collected by the title company at closing. Although real estate brokers turned out in force to oppose the measure, indicating their feeling that this was not what was needed now, with the state of the economy, the council heeded few of their objections or suggestions, and voted 6-0 to approve the measure.

A similar measure was enacted in recent years in the village of Los Ranchos de Albuquerque, and it was reported that the measure resulted in an additional $400,000 in revenue for that village. The village staff indicated that their research showed that Corrales had probably lost $150,000 in revenues over the past five years due to misdirected gross receipts tax on home sales, leading the council to consider the measure appropriate.

The Farmer in the ... City?

You wouldn't think of an urban downtown as a likely location to meet a bunch of farmers, but 'tain't so in Albuquerque!

Every Saturday morning, from a bright-and-early 7:00 a.m. until 11:00 a.m., Robinson Park right in Downtown Albuquerque is the site of the Albuquerque Downtown Growers' Market. (OK, I know that's mighty early to be up on a Saturday morning, but hey, if you want to meet real live farmers you'll need to get up with the chickens!)

This weekly, open-air market features 100% locally grown New Mexico produce-- to qualify, fruits and vegetables must have been grown within 60 miles of downtown Albuquerque, so you know you're getting really fresh, really local produce. In my experience, much of it is organically grown, as well.

In addition to the fresh fruits and vegetables, there are booths that sell such products as local honey, locally made goat cheese, and home-made pastries, tamales, and artisan breads. You can also find local plants and flowers for sale.

Think of the benefits, and come on out:

It's green and eco-friendly to buy local
Local produce is fresher, better tasting, and often healthier than the stuff that's trucked in from thousands of miles away
It's an investment in our local community and local economy, supporting our local farmers,

June Real Estate Statistics in Edgewood

Real estate statistics for Edgewood, NM for the month of June, 2009 are a mixed bag. There are reasons for both optimism and pessimism about the Edgewood real estate market. Here's why:

The average sales price of single family residential homes that closed last June was actually UP from the figures for the same month last last, and up very considerably over the figures for June of 2007!

That's great news, and rather surprising given everything we're hearing about real estate prices falling nationwide.

It's not all good news, though. Only half as many houses closed last June as in June of 2008, with only 5 closings of single family detached homes closing last month, compared to 11 closing in June of 2008, and 23 of 2007. So far fewer homes are actually closing.

Edgewood, New Mexico is a great little town 20 minutes east of Albuquerque, that is full of affordable rural homes and horse properties. Edgewood is also growing quite rapidly, with new commercial activity such as the new Wal-mart that recently opened, and offers resident local shopping, dining a business opportunities without having to drive into Albuquerque.

An additional piece of bad news was that the average time on the market doubled! In June of 2007 and June 2008, the average "Days on the Market," or DOM, were 56 and 55 days, respectively. But in June 2009, the homes that closed had been on the market an average of 136 days, so it is taking far longer for the homes that do sell to close.

So, the good news is price are up.

The bad news is fewer homes are selling, and they are taking longer to sell.

MIA luxury sales: dragging down the averages?

Here in the Albuquerque real estate market, our luxury home sales (say, properties over $1 Million) have virtually gone Missing In Action.

This year, in June, only one such sale closed in the entire Albuquerque MLS. This compare with six sales over a million in June of last year, five in June of '07, and seven in June of '06.

And these real estate statistics do not pertain just to last month. Overall, so far in 2009, we've had only sixmillion-dollar-plus sales in the entire Greater Albuquerque area, and number that usually occurs in a single month! Previous years have recorded 36-43 such sales annually, while 2009, if the trend continues, will book only about a dozen of these high end home sales.

It's seems a no-brainer to conclude that this must be having a substantial impact on the overall "Average Sales Prices" recorded by the Greater Albuquerque Board of Realtors, even if there were no change at all in the prices "average" homeowners (i.e., in "non-luxury" price ranges) were receiving!

Don't believe it? Think about it. It's just like grade point averages! How high an overall grade can a student achieve if they never have any A's or B's to figure into their average? How much difference will it make to their overall grade if they have several dozen A's to bring up the average?

Here in Albuquerque, it looks like at least some portion of the decline in "average home sale prices" is attributable to the combination of the facts that our high-end properties are largely being kept off the market by sellers who prefer to wait for a better market, and luxury home buyers are largely staying put for the time being as well.

If I get some time, maybe I'll try to do a statistical analysis of just how much of the "decrease" in property values is really attributable to this one factor...

Anybody elsewhere noticing the same artifical "decreases" going on in their markets?

Learned from Twitter: How to tell genetically modified food!

Did you know that there is a quick and easy way to tell whether the fruits or vegetables you buy are genetically modified?

I didn't. In fact, I've thought for a long time that the government should require GM food to be clearly labeled as such. One of the folks I follow on Twitter tweeted yesterday that there actually IS as way to tell, quickly and easily, and provided a link to all the details. According to this article, by Marion Owen, the key is in those lovely little sticky labels they so irritatingly attach to produce in the store. All those little numbers actually mean something, and part of the code they include will let you know whether the produce is organic, conventionally grown, or genetically modified!

Here's the code:

Conventionally grown produce has a PLU code of four digits
Organically grown produce has a five-digit code, and it always starts with a "9"
Genetically modified produce also has a five-digit code, but it starts with an "8"

(So if you care enough about being "green" to be reading this post, be sure not to mix up your 8's and 9's!)

Think you've got it?

Let's try a little test (oh, the former teacher in me just keeps coming out now and again!) Decide whether each fruit or vegetable is organic, conventional, or genetically modified based on it's PLU code!

Of course, I can also be sure of getting high-quality, organic produce by picking it directly from my lush, green organic garden in Bosque Farms, New Mexico!

Light at the end of the tunnel?

Our Albuquerque real estate statistics for the month of June have been released, and they seem to show some light at the end of the tunnel for Albuquerque home sales.

First of all, our oversupply of homes on the market is definitely shrinking. There were only 5,480 single family detached homes on the market this past June, which is way down from the high figure of 6,428 in June of 2008.

The number of new listings coming on the market was also lower in June 2009 than it was in June 2008; in fact, nearly 17% lower!

These figures indicate fewer listings are on the market competing for the relatively small pool of buyers, and that should be helpful. (Again, these figures are for single family detached homes.)

Another encouraging statistic is that the number of pending sales for single family detached homes has been rising steadily since February. In June, 933 such properties went under contract. This is an increase of 9% over the previous month, and also an increase of 8.87% over June of 2008. This number of pending sales is, in fact, higher than the number of pending sales for any month of 2008! And it is also higher than the number of pending sales that were posted for the last five months of 2007, when we were still in something of a "buyer's market."

So, in the Greater Albuquerque real estate area, there are fewer homes competing on the market, and a larger number of homes going under contract than there were a year ago.

Things are looking up!

Why isn't Rodeo our State Sport?

Apparently Rodeo IS the state sport in both Texas and Wyoming, according to a recent article in the Valencia County News Bulletin.

Why isn't it so here in New Mexico? All over my neck of the woods (Bosque Farms, in Valencia County) rodeo is a way of life for a huge segment of the population. Rodeos, barrel racing competition, and ropings are happening on an almost daily basis, at the Bosque Farms Arena and the two different arenas at the Valencia County Fairgrounds in Belen, not to mention at dozens of other arenas all over the rural parts of the state.

Hundreds, if not thousands of New Mexico teens and youngster participate in 4-H rodeo projects and competitions, with many earning rodeo scholarships to college. Hundreds more compete in National High School rodeo, and last year, four New Mexico young people qualified for the National High School Finals Rodeo.

Rodeo is a great spectator sport, with plenty of exciting events to ogle, from bull-riding and barrel racing to roping and goat-tying.

What is our state sport here in New Mexico, anyway?

Have we got one? If not, what say we start a petition to name "rodeo" our state sport?

All-Green, and Gold-Certified Education...

New Mexicans can now get highly colorful "gold-certified" "green" education-- in the newly completed Pete V. Domenici Education Building at the National Hispanic Cultural Center in Albuquerque, NM.

If that sounds color-cockeyed, here's the scoop:

"Green" refers to the building being environmentally friendly.

The "gold certification" is a guarantee of just how green this building is-- it has been awarded the top environmental certification, LEED Gold, by the U.S. Green Building Council.

New Mexico Governor Bill Richardson made the announcement last month, stressing the priority his administration has given to energy efficiency. In 2006, the governor signed an executive order requiring that all state building and construction projects that were over 15000 SF in size had to meet at least LEED "Silver" standards. The new Domenici Education Center well exceeds those standards with its Gold Certification. Among the "green" features of the building are its 3 underground cisterns for harvesting rainwater for landscape irrigation.

In addition to housing the Cultural Center's various educational programs, the new building will also serve as a conference and meeting facility, and will host the Instituto Cervantes, which is a cultural and language institute administered by the Spanish government and Spanish Resource Center, an arm of both the Spanish Embassy and University of New Mexico.

Eenie, meenie, minie, mall... virtual visitors make the call!

A few days ago I posted a blog about the unusual fact that my most visited virtual tour was of the mall (see http://activerain.com/blogsview/1136956/my-most-popular-virtual-tour-the-mall-)

When I looked at the stats for all my virtual tours, I noticed something even odder: one of our Albuquerque Malls was far more popular than another with virtual visitors!

Coronado Mall, my "most visited" virtual tour, had been viewed by 1263 visitors. That was more than 50% more visits than the competing Cottonwood Mall, located on Albuquerque's West Side, which had only 712 visits.

Cottonwood Mall wasn't even the "second most popular" virtual tour; that honor belonged to the tour of the Albuquerque International Balloon Fiesta (which I would have pegged to be the top attraction, tour-wise myself.)

So what made one virtual tour more popular than the other? Until viewing the tour, non-Albuquerqueans wouldn't even have known the location of one vs. the other.

Is it something in the immediate look of the tour? Compare the two, and let me know if you notice one having better shopping "curb appeal" than the other:

You've got no excuse to be a sour stay-at-home this 4th of July in and around Albuquerque, NM--- there's plenty to do, and plenty of venues for a super-fabulous fireworks display!

Check out an "American-as-apple-pie" ballgame at Albuquerque's Isotopes Park. The Isotopes will take on the New Orleans Zephyrs at 7:15, and then follow up the game with an outstanding fireworks display.
Or you could enjoy "Freedom Fourth" at Albuquerque's Balloon Fiesta Park. Admission is just $2 for adults, kids 12 and under free, and the afternoon and evening will be full of entertainment, with food vendors, a beer garden, and loads of family activities. Entertainers include South by Southwest at 4:00 p.m., Savor at 5:15, Redline 7000 at 6:15, and The Blues Brothers Revue at 7:45. At 9:30, enjoy a breathtaking fireworks display choreographed to music!
Half an hour east of Albuquerque, Moriarty, New Mexico will be holding its "Star Spangled 4th of July" celebration that includes a rodeo, parade, dance, and fireworks.
Rio Rancho, NM will start celebrations with a parade at 10:00 am. Families are encouraged to participate by riding decorated bicycles, with prizes awarded for best decorated, most patriotic, and most original entries. Following the parade, Rio Rancho will hold a ceremony marking the 233 anniversary of the Declaration of Independence. In the afternoon, Loma Colorado Park will be the scene of live musical entertainment, chilcren's activities, and food. A fireworks show that is promised to be "one of the state's biggest and best" will begin about 9:30.
South of Albuquerque? Los Lunas, NM will be holding a 4th of July celebration that begins with a parade at 9:00 a.m., and includes afternoon entertainment at Daniel Fernandez Park. There will also be a Home Run Derby at 5:00 and a men's softball game at 6:30, and of course, a firworks display at night!

So get out and celebrate Freedom on the Fourth!
