A little boy was overheard talking to himself as he strutted through the backyard, wearing his baseball cap and toting a ball and bat. "I'm the greatest hitter in the world," he announced. Then, he tossed the ball in to the air, swung at it, and missed.

"Strike One!" he yelled. Undaunted, he picked up the ball and said again, "I'm the greatest hitter in the world!" He tossed the ball into the air. When it came down he swung again and missed. "Strike two!" he cried out.

The boy then paused a moment to examine his bat and ball carefully. He spit on his hands and rubbed them together. He straightened his cap once more. "I'm the greatest hitter in the world!" he exclaimed. Again he tossed the ball up in the air and swung at it. He missed. "Strike three!"

Work Session time change: The City Council Work Session, previously scheduled for 11 a.m. Dec. 2, will start at noon at City Hall, 825 W. Irving Blvd.

Office closings: City offices will be closed Nov. 26-27 for Thanksgiving. There will be no residential trash or brush collection on those days, nor will there be any curbside recycling service. City libraries will be closed Nov. 26-27, and all libraries close at 5 p.m. Nov. 25. Hunter Ferrell Landfill, located at 220 W. Hunter Ferrell Road, also will be closed Nov. 26-27. The city’s drop-off recycling centers will be closed Nov. 24-26, but will reopen Nov. 27. All city recreation centers and Heritage Aquatic Center will be closed Nov. 26-27. North Lake Aquatic Center will be closed Nov. 26-29. Irving Arts Center administration offices will be closed Nov. 26-27 and will reopen at its regular hours Nov. 30. The box office and galleries will be open for normal business hours Nov. 27.

All Wrapped Up: The Irving Public Library will sponsor holiday gift wrapping services provided by the Young Adult Action Council (YAAC) and student volunteers with the All Wrapped Up program. Take some of the hassle out of holiday preparations by bringing gifts to the Central Library, 801 W. Irving Blvd., between noon and 5 p.m. Dec. 19. All Wrapped Up will offer a unique selection of wrapping paper styles. Gift wrapping service is limited to five items per person and will be available while supplies last. Hot chocolate and cookies will be served. Only gift wrap and tags will be provided. Gift wrapping for oversized items will not be available.

Blue Christmas Toy Drive: The Police and Fire departments are once again hosting Blue Christmas. Through Dec. 25, donations of new, unwrapped toys for children ages 1–16 (gifts for teens are most needed), as well as canned and box food items, can be dropped off at the Irving Police Station, 305 N. Wheel Etching Event: The Irving Police Department and Pep Boys will provide free custom wheel etching services from 10 a.m. to 2 p.m. Dec. 5 at the Pep Boys store located at 1950 N. Belt Line Road. The program is designed to reduce the theft of vehicles that are targeted for custom wheels. Chevy, GMC, Ford and Dodge pickup trucks and SUVs equipped with custom and factory wheels 20 inches or larger are the most commonly stolen vehicles. An officer will be available to offer crime prevention tips and visit with the public. Citizens on Patrol also will be on-site to provide information about their program. Irving residents are encouraged to take pride in their neighborhoods by adhering to the established code enforcement guidelines.

Failure to comply could result in a fine or other action. Violations may be reported to Code Enforcement at (972) 721-4929.

Outside Storage – The homeowner/tenant is responsible for ensuring the property is free from litter, brush and outside storage items such as household furniture/items, trash, building materials, car parts, etc. Such items should be stored within an enclosed building.

Trash Out Too Early – Trash must be properly bagged and placed at pick-up point no sooner than 6 p.m. the day before collection. Call to schedule bulk pick-up before placing bulk trash/brush on the curb.

Garage Sales – Permits are required to conduct garage sales in Irving. In addition, only two garage sales may be conducted at the same address from January-December and each garage sale may not exceed 72 hours in duration.

High Grass and Weeds – Weeds and grass above 10 inches are a violation of city code guidelines. Property owners and tenants are responsible for keeping lawns mowed to the edge of the roadway.

Proper grease, oil disposal: The majority of sanitary sewer overflows are due to grease buildup from homes and apartments. Help prevent costly sewer overflows by following a few simple steps.

Do:

Put oil and grease in collection containers.
Remove oil and grease from kitchen utensils, equipment, food scrapers, towels and brooms.
Keep grease out of wash water.
Place food scraps in collection containers.

Do not:

Pour oil and grease down drains.
Wash fryers, griddles, pots, pans or plates with water until oil and grease are removed.
Use hot water to rinse grease on surfaces.
Put food scraps down the drain.

Recycle used cooking oil: The proper disposal of fryer oil is essential. Once the oil is cool, carefully pour or scrape the oil into a container no larger than 5 gallons and apply a tight-fitting, screw-top lid. Call (972) 721-2232 for pick up. Free plastic funnels are available to residents to pour oil back into containers. There is a limit of one per household. Call (972) 721-2772. The used fryer oil will be recycled into biodiesel, an American-made fuel that burns cleaner than petroleum diesel. Biodiesel also is safe, nontoxic and biodegradable. Every gallon of used fryer oil replaces a gallon of foreign crude oil. Frying oil accepted in the recycling effort includes vegetable, peanut, canola, sunflower and cottonseed oils. The AP reports today that a study has just been released by a research group Move Inc. that 1 out of 20 Americans expect to buy a home over the next 12 months, most between now and July 2010. One quarter of these potential homebuyers say that now is the time to buy because they believe that prices will soon bottom – the number one reason to make a purchase in 2010. The typical homebuyer in this survey for 2010 was as follows:

Typically 34 years or younger

College educated

Internet savvy, with 95% searching online for housing, but will use the services of a Realtor

Southwest region of the United States expected to be the #1 comeback market area in 2010

President Obama has signed a bill that extends the tax credit for first-time homebuyers (FTHBs) into the first half of 2010. This program had been scheduled to expire on November 30, 2009. , the extension measure also opens up opportunities for others who are not buying a home for the first time. So Who Gets What?

The program that has existed for FTHBs remains intact with the one exception that more people are now eligible based on an increase in the amount of income someone may now earn.

Additionally, the program now gives those who already own a residence some additional reasons to move to a new home. This incentive comes in the form of a tax credit of up to $6,500 for qualified purchasers who have owned and occupied a primary residence for a period of five consecutive years during the last eight years.

Deadlines
In order to qualify for the credit, all contracts need to be in effect no later than April 30, 2010 and close no later than June 30, 2010.
Higher Income Caps in Effect
The amount of income someone can earn and qualify for the full amount of the credit has been increased.

Single tax filers who earn up to $125,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. However, single filers who earn $145,000 and above are ineligible.

Joint filers who earn up to $225,000 are eligible for the total credit amount. Those who earn more than this cap can receive a partial credit. However, joint filers who earn $245,000 and above are ineligible.

Maximum Purchase Price

Qualifying buyers may purchase a property with a maximum sales price of $800,000. First-Time Homebuyer Tax Credit - Frequently Asked Questions Here are answers to some commonly asked questions about the tax credit.

What is a tax credit?

A tax credit is a direct reduction in tax liability owed by an individual to the Internal Revenue Service (IRS). In the event no taxes are owed, the IRS will issue a check for the amount of the tax credit an individual is owed. Unlike the tax credit that existed in 2008, this credit does not require repayment unless the home, at any time in the first 36 months of ownership, is no longer an individual's primary residence.
What is the tax credit for first-time homebuyers (FTHBs)?
An eligible homebuyer may request from the IRS a tax credit of up to $8,000 or 10% of the purchase price for a home. If the amount of the home purchased is $75,000, the maximum amount the credit can be is $7,500. If the amount of the home purchased is $100,000, the amount of the credit may not exceed $8,000.
Who is eligible for the FTHB tax credit?
Anyone who has not owned a primary residence in the previous 36 months, prior to closing and the transfer of title, is eligible. This applies both to single taxpayers and married couples. In the case where there is a married couple, if either spouse has owned a primary residence in the last 36 months, neither would qualify. In the case where an individual has owned property that has not been a primary residence, such as a second home or investment property, that individual would be eligible.

As mentioned above, the tax credit has been expanded so that existing homeowners who have owned and occupied a primary residence for a period of five consecutive years during the last eight years are now eligible for a tax credit of up to $6,500.

How do I claim the credit?

For those taking advantage of the tax credit in 2009, you may choose to either apply for the credit with your 2009 tax return or you may apply for the credit sooner by filing an amended 2008 tax return with Form 5405 (http://www.irs.gov/pub/irs-pdf/f5405.pdf).

Can you claim the tax credit in advance of purchasing a property?

No. The IRS has recently begun prosecuting people who have claimed credits where a purchase had not taken place.
