Lawrence Yun, NAR chief economist, said the projections are enhanced by a tax credit expansion to more home buyers through the middle of 2010. &ldquo;Given the success of the first-time buyer tax credit to date, and the need for qualified buyers to continue to absorb inventory that will include additional foreclosures over the coming year, we are hopeful about the impact of the expanded tax credit because it will stabilize home prices,&rdquo; he said. &ldquo;In fact, the credit is working better than first projected &ndash; it now looks like we&rsquo;ll have 2.3 to 2.4 million first-time buyers this year.&rdquo;</span></p> <p class="MsoNormal" style=""><span style="font-family: Arial, Arial, Helvetica, sans-serif; font-size: 19px;"><span style="">&nbsp;&nbsp; &nbsp; &nbsp;</span>The 2009 National Association of Realtors&reg; Profile of Home Buyers and Sellers, shows first-time buyers accounted for a record 47% share of home sales over the past year, up from 41% in the 2008 survey. The share has risen steadily since a cyclical low of 36% in 2006.&nbsp;Existing-home sales are expected to total 5.01 million in 2009, a gain of 2.0% over last year, and then are forecast to rise 13.6% to 5.69 million in 2010. &ldquo;A steady draw down of inventory will help home values to turn positive in 2010, but risks such as unemployment remain in the economy,&rdquo; Yun said.</span></p> <p class="MsoNormal" style=""><span style="font-family: Arial, Arial, Helvetica, sans-serif; font-size: 19px;"><span style="">&nbsp;&nbsp; &nbsp; &nbsp;</span>New-home sales are projected at 397,000 this year, recovering to 549,000 in 2010. Housing starts, including multifamily units, should total 564,000 units this year but grow to 752,000 in 2010. The 30-year fixed-rate mortgage will probably average 5.3% in the fourth quarter, rising gradually to 5.8% by the end of next year. NAR&rsquo;s housing affordability index will set a record in 2009, averaging 30 percentage points higher than 2008. Affordability will decline from record highs next year but will remain at historically attractive levels for home buyers. &ldquo;We&rsquo;ve seen a steady downtrend in housing inventory for well over a year and home prices appear to be in the early stages of stabilizing. With the expansion of the tax credit to additional buyers through the middle of next year, and no major unforeseen events impacting the economy, home prices should rise between 3 and 5% in 2010, but with wide geographic differences,&rdquo; Yun said. He expects growth in the U.S. gross domestic product to be at a pace of 2.5% in the current quarter, with GDP up 2.8% in 2010.</span></p> <p class="MsoNormal" style=""><span style="font-family: Arial, Arial, Helvetica, sans-serif; font-size: 19px;"><span style="">&nbsp;&nbsp; &nbsp; &nbsp;</span>The unemployment rate is close to peaking and is projected to ease to 9.5% by the end of next year. &ldquo;The size of the U.S. budget deficit is a concern going forward, and carries the risk of higher inflation. At this point, that risk appears to be restrained,&rdquo; Yun said. Inflation, as measured by the Consumer Price Index, is seen contracting 0.4% this year, then rising 1.6% in 2010. President Obama has signed a bill that extends the tax credit for first-time homebuyers (FTHBs) into the first half of 2010. This program had been scheduled to expire on November 30, 2009. </em></strong></span></p> <p style="text-align: justify;"><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;"><strong><em>In addition to extending the tax credit of up to $8,000 through June 30, 2010, the extension measure also opens up opportunities for others who are not buying a home for the first time. </em></strong></span></p> <p style="text-align: justify;"><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;"><strong><em>So Who Gets What? <br />The program that has existed for FTHBs remains intact with the one exception that more people are now eligible based on an increase in the amount of income someone may now earn. </em></strong></span></p> <p style="text-align: justify;"><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;"><strong><em>Additionally, the program now gives those who already own a residence some additional reasons to move to a new home. On average, first-time buyers search 12 weeks to find a home, while closing can take up to 60 days, depending on individual circumstances and local regulations. Additionally, the tax credit has proved to be extremely popular this year, since taking advantage of the first-time homebuyer's Federal tax credit and relevant state incentives is the most important reason motivating 10.8% of buyers today. In fact, approximately 1.14 million buyers have already filed for the credit. Many more are expected to file for the credit when income taxes are due April 2010.&nbsp;</strong></p> <p><strong>Still, while time is short and competition high, historically high affordability is a major factor driving first-time home buyers today, a growing group accounting for one third of all purchases in July 2009. The National Association of REALTORS' affordability index in July 2009 was 36.0 percentage points higher than July 2008. Under these conditions the typical median-income family can allocate 15.8% of their gross income to mortgage payments, well below the traditional allowance of 25%. Interest rates, which play a major factor in affordability, remain low, at 5.22% in July for a 30-year fixed rate loan.&nbsp;</strong></p> <p><strong>REALTOR.com President Errol Samuelson explains, "The national median home today costs approximately 174,100. By moving quickly to find and close on a home by Nov. 30, first-time buyers qualifying for the $8,000 tax credit can actually purchase this same home for only $166,100, an almost 4.5% discount off of the price of a typical new home. Seem to be at an impasse with all the lender's on three short sales right now. Any idea what is going on? I really love it when the lender changes their fax number and all of a sudden loan administration is going to voice mail. After all it may be a more convient time for potential buyer's to view their home. I think it also draw's buyer's attention that there is life in the home and people living there care and enjoy their home.<br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That being said, let's talk about keeping it low key, such as a tasteful spring wreath on the front door, maybe some container's of Crocus at the front steps or on the kitchen table. Anything we can do to bring the outdoors in and show the home as freshened for Spring with delicate touch of the impending holiday. No stuffed Bunnies or easter eggs hanging form the tree's. Maybe some wrapped easter candies in a festive bowl inviting potential buyer's to linger&nbsp;while reading&nbsp;about the home in the flyer's. Freshness and hospitality are the operative word's here and home and yard ready for Spring.<br />I am also a big fan of getting the garden furniture out of the garage ASAP, minus pads of course in Ohio,&nbsp;so buyer's can see we are ready to enjoy the back yard as soon as weather permits. "</strong> .&nbsp;&nbsp;What is interesting is that I have found myself answering this question frequently and I have been seeing the same question on <a href="http://www.trulia.com/voices/-QandA-10000---" target="_blank">Trulia Voices</a>&nbsp;and <a href="http://www.zillow.com/forum/site/ViewCategory.htm?tcid=7" target="_blank">Zillow discussions</a>.&nbsp; So, I figured it made sense to write about it as it relates to the <a href="http://outside.in/Philadelphia_PA" target="_blank"><strong>Philadelphia real estate</strong></a> market.</p> <p><strong>The first part of the answer depends on a seller's&nbsp;personal goals</strong>.&nbsp; If a seller has no place to go or plans on purchasing in the future or there are other external factors that pushes their timeline out it might make sense to wait until those answers are figured out and there is less uncertainty.&nbsp; This is the case for any seller at any time of the year.&nbsp; For the seller that called me yesterday, she has&nbsp;several properties to sell, one of which is her primary occupancy, two that are investment properties.&nbsp; She already plans on renting a place temporarily if her property sells before she relocates to North Carolina.&nbsp; So what should she do ?&nbsp; List now or wait until spring ?</p> <p><a href="http://www.thesomersteam.com/" title="Should I list now or wait until spring ?" target="_blank"><img title="Should I list now or wait until spring ?" src="http://activerain.com/image_store/uploads/5/9/9/0/0/ar122925888800995.jpg" height="200" alt="Should I list now or wait until spring ?" width="118" style="float: left;" /></a></p> <p><strong>Well, to me the answer is obvious.&nbsp; List now !!!</strong>&nbsp; <strong>There are&nbsp;six main&nbsp;advantages for a seller to list now in December or January instead of waiting until spring:</strong></p> <p><strong>1.&nbsp; Inventory</strong> - In the spring, how many other sellers will have ended up doing the same&nbsp;strategy ?&nbsp; They may have been waiting a year or so until the market got better or perhaps just figured it was the best time to list their property.&nbsp; So come March, April and May, there will be that&nbsp;much more competition to potentially compete with !&nbsp;&nbsp; <em>By listing now, you avoid all that potential competition.</em></p> <p><strong>2. Motivated Buyers</strong> - Often many buyers will just wait until spring to start their search as well.&nbsp; They will just be beginning the procoess.&nbsp; Believe me the buyers that are out house hunting during the Thanksgiving and XMAS timeframes are serious and motivated.&nbsp; <em>By listing now, you will potentially get one of these buyers to write a deal on your property !</em></p> <p>&nbsp;</p> <p><strong>3.&nbsp; Mortgage Rates</strong> -&nbsp; "Rates Rates Rates" as my friend <a href="http://activerain.com/nickaby" target="_blank">Richard Stabile</a> likes to say !&nbsp; The mortgage rates right now&nbsp;are at <span style="text-decoration: underline;">3 year lows</span> !&nbsp; The average 30 year mortgage is in the <span style="text-decoration: underline;">low 5s</span> !&nbsp; This is actually causing an <strong>uptick</strong> in buyer traffic and activity.&nbsp; I think November, December and Januaray will be end up being busier months for many agents than July - October 2008 which is an anomaly.&nbsp; We wrote about this in our blog post <a href="http://activerain.com/blogsview/823273/Are-we-the-Pulse-of-Real-Estate" target="_blank">"Are we the pulse of real estate ?
