&lt;p&gt;&lt;strong&gt;(AP)&amp;nbsp;&lt;/strong&gt; Buying a home is about to get cheaper for a whole new crop of homebuyers - $6,500 cheaper. &lt;br /&gt;&lt;br /&gt;First-time homebuyers have been getting tax credits of up to $8,000 since January as part of the economic stimulus package enacted earlier this year. But with the program scheduled to expire at the end of November, the House voted 403-12 Thursday to extend and expand the tax credit to include many buyers who already own homes. The Senate approved the measure Wednesday, and President Barack Obama is expected to sign it. &lt;br /&gt;&lt;br /&gt;Buyers who have owned their current homes at least five years would be eligible for tax credits of up to $6,500. First-time homebuyers - or anyone who hasn't owned a home in the last three years - would still get up to $8,000. To qualify, buyers in both groups have to sign a purchase agreement by April 30, 2010, and close by June 30. &lt;br /&gt;&lt;br /&gt;&quot;This is probably the last extension,&quot; said Sen. Johnny Isakson, R-Ga., a former real estate executive who championed the credits. &lt;br /&gt;&lt;br /&gt;The homebuyers tax credit is one of two tax breaks totaling more than $21 billion that was included in a bill extending unemployment benefits for those without a job for more than a year. The other would let companies now losing money recoup taxes they paid on profits earned in the previous five years. &lt;br /&gt;&lt;br /&gt;&quot;We are still in a world of economic hurt, and Congress must continue to act boldly and creatively,&quot; said Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee. &quot;With the right mix of tax breaks and investments we will get through this recession and get folks working again.&quot; &lt;br /&gt;&lt;br /&gt;The real estate industry has been pushing to extend and expand the housing tax credit. About 1.4 million first-time homebuyers have qualified for the credit through August. The National Association of Realtors estimates that 350,000 of them would not have purchased their homes without the credit. &lt;br /&gt;&lt;br /&gt;Extending and expanding the tax credit for homebuyers is projected to cost the government about $10.8 billion in lost taxes. While the measure passed the Senate by a 98-0 vote, Sen. Kit Bond, R-Mo., questioned its efficiency in stimulating home sales. &lt;br /&gt;&lt;br /&gt;&quot;For the vast majority of cases, the homebuyer tax credit amounted to a free gift since it did not affect their decision to purchase a home,&quot; Bond said. &quot;And for the small minority of buyers whose decision was directly caused by the credit, this raises the question of whether we are subsidizing buyers who may not have been able to afford buying a home in the first place.&quot; &lt;br /&gt;&lt;br /&gt;The credit is available for the purchase of principal homes costing $800,000 or less, meaning vacation homes are ineligible. The credit would be phased out for individuals with annual incomes above $125,000 and for joint filers with incomes above $225,000. &lt;br /&gt;&lt;br /&gt;The credit would be extended an additional year, until June 30, 2011, for members of the military serving outside the United States for at least 90 days. &lt;br /&gt;&lt;br /&gt;Expanding the tax credit for money-losing companies is projected to cost $10.4 billion. &lt;br /&gt;&lt;br /&gt;The business tax break would allow money-losing companies to use current losses to offset taxable profits earned in the previous five years, giving them refunds of taxes paid in those years. Under current law, businesses with annual gross receipts of more than $15 million can claim losses back only two years. &lt;br /&gt;&lt;br /&gt;The tax break would help industries suffering losses in 2008 or 2009, including retailers, homebuilders and newspapers. Congress included a scaled-back version of the tax break - for companies with revenues of $15 million or less - in the economic recovery package enacted in February. The new tax break would be available to companies of any size, providing a quick source of cash. &lt;br /&gt;&lt;br /&gt;The U.S Chamber of Commerce has been a big backer of the tax break for money-losing companies. &lt;br /&gt;&lt;br /&gt;&quot;It frees up capital that they can use to maintain jobs and potentially even hire new people as the economy returns,&quot; said Caroline Harris, senior tax counsel for the U.S. Chamber of Commerce. &lt;br /&gt;&lt;br /&gt;The tax breaks would be paid for largely by delaying a tax break for multinational companies that pay foreign taxes. It was passed in 2004 and originally was to have taken effect this year, but would now be delayed until 2018. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The bill is H.R. 3548.&lt;/p&gt;</description>

&lt;p&gt;HHS Secretary Kathleen Sebelius today announced the release of more than $2.6 billion to states to help low income citizens with their heating bills during October, November and December of this year. These funds represent grants to states, tribes and territories under the Low Income Home Energy Assistance Program (LIHEAP).&lt;/p&gt;
&lt;p&gt;&quot;By releasing this money now, we are helping to provide needed assistance to millions of Americans who otherwise might not be able to afford heat this winter,&quot; Secretary Sebelius said. &quot;This program helps to offset seasonal energy costs for low income families, leaving more of their income to use for other necessities.&quot;&lt;/p&gt;
&lt;p&gt;LIHEAP helps eligible families pay the costs of heating and insulating their homes in the winter, and cooling their homes in the summer. HHS is releasing such a large allocation of LIHEAP funds now in order to ensure that states have resources available to support their energy assistance programs as the weather turns colder.&lt;/p&gt;
&lt;p&gt;&quot;Each year LIHEAP helps more than five million low income households deal with energy costs,&quot; said Carmen Nazario, assistant secretary for children and families. &quot;We will continue to work with states, tribes and territories to assure their heating assistance programs work effectively.&quot;&lt;/p&gt;

&lt;p&gt;According to the new legislation, a first time home buyer is defined as someone who has not owned a principle residence in the past three years.&amp;nbsp; Those three years are counted up to the date you take possession of the house you buy in 2009.&amp;nbsp;This means that even if you've owned a home in the past, you can still take advantage of the tax credit as long as you haven't purchased a primary residence since 2006.&lt;br /&gt;&lt;br /&gt;The same goes for married tax payers - they must both be first time home buyers.&amp;nbsp; For non-married joint buyers, only one of them needs to be a first time home buyer, or someone who&amp;nbsp; hasn't owned a primary residence in the past three years.&lt;br /&gt;&lt;br /&gt;Qualifying homes include:&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;New homes&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Homes that are being re-sold&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Condos&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Townhomes&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The main restriction is that the credit is only for those who buy a home as their primary residence.&amp;nbsp;So investors looking to buy a rental property would not qualify for the credit.&amp;nbsp; However&amp;nbsp;owning a vacation home or a rental property already does not neccessarily disqualify you from taking advantage of the credit (as long as you haven't owned a primary residence in the past three years).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;A Look at the Numbers&lt;br /&gt;&lt;br /&gt;&lt;/strong&gt;The tax credit is equal to 10% of the purchase price of the home, up to $8,000.&amp;nbsp;&amp;nbsp; The amount of the credit you can qualify for is related to how much money you earn.&amp;nbsp; Here's how the credit is scaled:&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;Single home buyers earning 95K or less qualify. If you make 75K or less, you qualify for 100% of the $8000. If you make halfway, 85K, you qualify for 50% or $4000. The credit phases out gradually between 75K and 95K of income. For example, if you make halfway between the income limits, 85K, you qualify for up to half of the credit.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;The same rate applies for married couples and joint buyers whose incomes limits are doubled to $150,000 to $170,000. Married couples or joint buyers whose incomes are less would receive the full $8000 credit.&amp;nbsp; At an income level of&amp;nbsp; $160,000, halfway between 150 and 170, the buyers would receive half the credit - or $4,000.&amp;nbsp; And the credit phases out altogether at $170,000.&lt;/p&gt;

&lt;/ul&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This credit represent a significant amount of money. One of the biggest points of difference for the new credit from the one congress passed in July of 2008, is that the new credit does not have to be paid back.&lt;br /&gt;&lt;br /&gt;In addition, it's refundable, which means that if you've paid all your taxes as you go with an automatic payroll deduction, you would receive an $8,000 check from the IRS.&lt;br /&gt;&lt;br /&gt;If you're committed to buying a house in 2009 and want to use the $8000 tax credit for a downpayment, consult with your certified public accountant.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;In Summary&lt;br /&gt;&lt;br /&gt;&lt;/strong&gt;Qualifying home buyers will need to make their home purchase between January 1, 2009 and December 1, 2009.&amp;nbsp; And the home has to remain their principal residence for the following three years.&amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The new tax credit coupled with historically low mortgage rates and rising affordability, offers buyers a great opportunity if they act fast.&lt;br /&gt;&lt;br /&gt;If you're interested in learning more about the new tax credit or about homes in your area, speak with a local real estate agent soon.&lt;/p&gt;

&lt;td&gt;The following are excerpts taken from several articles appearing in The Atlantic City Press:&lt;br /&gt;The Langford administration sidelined the Atlantic City Police Dept K9 unit on Monday August 24,2009. This action not only puts the officers lives at stake, but also puts the public's safety at risk.&lt;br /&gt;&lt;br /&gt;Business Administrator Michael Scott ordered Police Chief John J. Mooney to indefinitely cease the use of police canines.&lt;br /&gt;Mooney said the directives are solely an attempt to politically attack him and his department. He said Monday he plans to sue the city, claiming the mayor does not have the authority to interfere with the department's daily operation.&lt;br /&gt;Mayor Lorenzo Langford issued the order to halt the use of patrol dogs. The administration contends that police dogs deserve to be caged based on almost daily complaints to the mayor's office from residents alleging police handlers are directing the dogs to use unnecessary force.&lt;br /&gt;&lt;br /&gt;&quot;We cannot continue to act as though we are disregarding the slew of complaints that have come in. Some of these complaints have been crazy,&quot; said Langford's spokesman, Kevin Hall.&lt;br /&gt;Experts say police dogs are indispensable, reducing the risk of harm to officers and saving government money because they cost little to maintain.&lt;br /&gt;_______________________________&lt;br /&gt;So, the criminals in Atlantic City are complaining that they are being bitten. If they weren't committing a crime, maybe they wouldn't have been bitten. It's no secret that Atlantic City is a high crime city and the worst offenders are the residents. The city claims to have had multiple complaints from said residents. So let's see them! &lt;br /&gt;The point here is that without these dogs, how safe do you feel in Atlantic City now?&lt;br /&gt;Criminals are more fearful of being bitten by a police dog then they are facing an officers gun.&lt;br /&gt;Which brings up the reality that instead of surrendering because of the presence of a dog, the suspect is more than likely going to flee, or draw a weapon. Which puts the life of an officer (not to mention an innocent bystander) at risk .&lt;br /&gt;Go ahead, walk the boardwalk with your family. Head to the casinos. Visit the shopping areas and restaurants.&lt;br /&gt;But don't expect a K9 presence to make you feel safe. Because they are all home in their kennels.&lt;br /&gt;&lt;br /&gt;Still feel safe going into Atlantic City?&lt;br /&gt;Here's a small taste of things to come: (Source AC press article)&lt;br /&gt;&quot;there were two incidents in the last two days that would normally require canine support. One involved an open door after hours at Texas Avenue School and the other a potential crowd-control situation with members of the United Auto Workers at Bally's Atlantic City.&lt;br /&gt;More of those situations will come. When they do,they will end badly if Atlantic City keeps their police dogs caged.&lt;br /&gt;Bad things are going to happen in the future, let's put it that way. Some humans are going to get hurt.
