&lt;p&gt;The Obama administration laid out final guidelines on Monday that should make it easier for some financially troubled borrowers to sell their homes.&lt;/p&gt;
&lt;p&gt;The guidelines are designed to encourage the use of short sales, transactions in which the borrower with lender approval sells the home for less than what is owed on the loan. The program also makes it easier for borrowers to voluntarily transfer ownership of properties through a &quot;deed in lieu of foreclosure.&quot;&lt;/p&gt;
&lt;p&gt;Short sales can result in higher prices than foreclosures and can be less damaging to local neighborhoods, in part because homes aren't left vacant and exposed to vandalism. But these transactions are often difficult to complete.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Under the plan, borrowers will receive $1,500 from the government if they sell their homes for less than the amount of their mortgages&lt;/strong&gt;. Mortgage-servicing companies will also receive $1,000 for each completed short sale. The program is open to borrowers who may be eligible for the government's loan-modification program, but don't end up qualifying, or are delinquent on their modification, or request a short sale or deed-in-lieu transaction.&lt;/p&gt;

The government first said in May that it would include short sales in the program, but it has taken months to finalize the details.&lt;/p&gt;
&lt;p&gt;Under the new guidelines, second-mortgage holders can receive up to $3,000 of the sales proceeds in exchange for releasing their liens. Investors who hold the first mortgages, meanwhile, can collect up to $1,000 from the government for allowing such payments.&lt;/p&gt;
&lt;p&gt;Borrowers who complete a short sale under the program must be &quot;fully released&quot; from future liability for the debt, according to the guidelines.&lt;/p&gt;

&lt;p&gt;According to news reports this morning, Senate negotiators reached a &lt;strong&gt;tentative deal on extending and slightly expanding&lt;/strong&gt; the $8,000 first-time home buyer tax credit.&lt;/p&gt;
&lt;p&gt;Here's the tax credit new deal Senate negotiators apparently reached:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;The current $8,000 first time home buyer tax credit would be extended for contracts that are finalized by April 30, 2010 and close by June 30, 2010.&lt;/strong&gt; This is supposed to help Realtors and mortgage lenders get through the supposed &quot;slow&quot; Winter selling season. In reality, while traffic is down, the housing sales numbers in the winter aren't all that different from summer and fall. But by allowing the tax credit to continue until June 30, you're also allowing those who buy next Spring to take advantage of the tax credit - and we'll have to read the fine print to know what the Senators mean by the &quot;finalizing&quot; date.&amp;nbsp; &lt;a href=&quot;http://moneywatch.bnet.com/saving-money/blog/home-equity/8000-tax-credit-new-deal/1233/&quot; target=&quot;_blank&quot;&gt;learn more.&lt;/a&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;A new $6,500 tax credit will be available to some existing homeowners who lived in a home for a &quot;consecutive&quot; 5 years out of the past 8 years.&lt;/strong&gt; This part of the tax credit seems to be designed to help out those who have had to move out of their long-time primary residence to take a job elsewhere and rented out the property because they couldn't sell it.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;The income limits will be raised, so both tax credits will be available to those individuals earning up to $125,000, or up to $225,000 for married couples.&lt;/strong&gt; The current tax credit limits first-time borrowers to an income of $75,000 for individuals and $150,000 for married couples, and phases out above those levels.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;Southern California's housing market took another small step toward recovery in September&lt;/strong&gt; as the median sales price for homes in some areas rose above last year's levels -- the first such increases since the market crashed. &lt;br /&gt;&lt;br /&gt;The median price paid for all homes in six Southland counties in September -- $275,000 -- was unchanged from August and 11% below the same month last year, according to San Diego-based MDA DataQuick. &lt;br /&gt;&lt;br /&gt;But in&lt;strong&gt; Orange County, the median price rose modestly &lt;/strong&gt;to $429,000 from $425,000 in the same month last year -- the first year-over-year gain since 2007, DataQuick said. Last month's sales, with rising median prices in some areas, show that the mix of homes sold is normalizing.&lt;br /&gt;&lt;br /&gt;Sales of homes priced at or above $500,000 constituted 21% of the total, up from 13% in January, DataQuick said. &lt;br /&gt;&lt;br /&gt;Previously foreclosed homes are accounting for a smaller share of sales. In September, 40% of homes sold had been foreclosed within the last 12 months, down from a high of 57% in February. &lt;br /&gt;&lt;br /&gt;Various studies show that the number of Southern Californians who are substantially behind on their mortgage payments is growing, suggesting more foreclosures are on the way. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;But foreclosures in the region have been declining as banks backed off from repossessing homes either voluntarily or to comply with state or federal foreclosure freezes. &lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Statewide data released Tuesday by ForeclosureRadar, an online seller of default data, show bank repossessions in September were down 42% from the same month a year earlier. The slowing of bank repossessions has cut the supply of homes for sale in the upper-middle range of the market. &lt;br /&gt;&lt;br /&gt;That has frustrated many buyers like Daisy Lee, who recently had an offer accepted on a Monterey Park house -- after losing to other bidders six previous times. Lee and her husband tried for a year to purchase houses priced from about $500,000 to $700,000 in various San Gabriel Valley cities. &lt;br /&gt;&lt;br /&gt;&quot;There's a lot of competition in the areas we've been looking,&quot; said Lee, an accountant. Lee said she and her husband offered slightly above the list price to get the house they hope to move into, with an offer of about $600,000.&lt;br /&gt;&lt;br /&gt;&quot;We were desperate. &lt;p&gt;Boy, now this is an area where a crystal ball could make a guy a fortune. Not having access to a dependable, accurate crystal ball, one needs to rely on the advice and experience of their Realtor. When buying, if possible, you should use the service of an expert negotiator to determine the best strategy before making an offer.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Many factors come into play in the initial offer&lt;/strong&gt;. Some say always offer 5%-10% less. Unfortunately, this route could end you up in second place on that competitively priced &quot;perfect&quot; home for your needs. And, second place is no fun.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Things to consider are&lt;/strong&gt;:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;strong&gt;How long has the property been on the market?&lt;/strong&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;If a new listing&lt;/strong&gt;, how competitively priced is the property? I've had situations where the home was so well priced, multiple offers are received within days. In this situation, offering a few hundred dollars &lt;span style=&quot;text-decoration: underline;&quot;&gt;over list&lt;/span&gt; made the difference in owning versus second place. In other situations, it's obvious the property is $20,000 overpriced and a lower offer can be justified and submitted with documentation to back the offer up.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Review recent sales&lt;/strong&gt; in the immediate neighborhood less than 1 miles from the subject property.&lt;/li&gt;
&lt;li&gt;If the property is a &lt;strong&gt;fixer upper&lt;/strong&gt;, it is recommended to do a home inspection before making an offer. Bank owned sellers or REO Real Estate Owned properties will not re-negotiate after home inspection. &lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Current market conditions&lt;/strong&gt; can play a big factor. A&amp;nbsp;Realtor active in the local market knows what's going on in the market and can advise you accordingly.&lt;/li&gt;

&lt;p&gt;The best advice I would give in what to offer the Seller is &quot;&lt;strong&gt;get good advice and listen to it&lt;/strong&gt;!&quot; Too low of an initial offer could insult the Seller. &lt;p&gt;Two of the most important factors affecting your score are your payment history and whether you've had any collections.&lt;/p&gt;
&lt;p&gt;The shorter your credit history, the greater the effect delinquent payments could have on your score. Missing a payment, even just one, could be bad news. It doesn't matter how much the payment is, or what it's for--anything from late cable-TV bills to outstanding parking tickets could adversely affect your rating. Johansson says missing just one payment can lower your credit score by as much as 100 points.&lt;/p&gt;

&lt;p&gt;Similarly, if you ever have a late bill go into collections, it doesn't matter how big it was or how quickly you paid the collection agency. &lt;p&gt;&amp;nbsp;To beat the system, we suggest you pay off your credit card bills and then wait a full billing cycle before charging any more purchases on the card. That means your credit card company will report your debts to the credit agencies when you have a low balance. Then, right before you visit the loan office, put a small charge on the card--around 5% of your limit. &lt;p&gt;As we mentioned before, the reason codes are listed in order of importance, so the second reason code has a pretty big impact on the score. The reason &quot;Proportion of balance to credit limit is too high&quot; means that there are too many revolving accounts that have balances close to their credit limits.&lt;/p&gt;
&lt;p&gt;Go through the report, and find all the revolving accounts that have been used more than 45% of the credit limit. For example, let's say your credit report includes the following accounts:&lt;/p&gt;
&lt;p&gt;
&lt;p&gt;Creditor Open date Credit Limit Balance %&lt;/p&gt;
&lt;p&gt;UsedCapital one 2009/01 $5,000 $4,500 90%&lt;/p&gt;

Now, we would suggest putting the accounts in order&lt;span style=&quot;text-decoration: underline;&quot;&gt; &lt;/span&gt;of &quot;% used&quot;, because pay off's should give priority to the highest percentage used accounts.&lt;/p&gt;

&lt;p&gt;Percentage used is calculated by simply dividing the Balance by the Credit Limit. Now, you can clearly determine which accounts are negatively impacting the score by focusing on the highest percentage used account.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Here are some rules to keep in mind when you need to pay off accounts....&lt;/strong&gt;&lt;/p&gt;

&lt;li&gt;Focus on the card with the highest percentage used&lt;/li&gt;
&lt;li&gt;If there are multiple accounts with a high percentage used, bring down all of the balances at least below 50% of the credit limit&lt;/li&gt;
&lt;li&gt;If money is available, bring the balances on each account below 20%, or possibly a $0 balance.Never&lt;/li&gt;
&lt;li&gt;Zero ALL the revolving accounts. Always leave one revolving account with a balance of 10% or 20% proportion to the credit limit. &lt;/li&gt;

&lt;p&gt;So, what can you do since you can't get rid of these new opened accounts, right?&lt;/p&gt;
&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Ask a family member or friend if they would be willing to add you on their credit card accounts as an authorized user. When you are added as an authorized user to someone's credit card, that person's credit history of that particular account shows up on your credit report after approximately 30 days, which helps increase your score. Adding you on their credit will not impact their score in anyway.&lt;/p&gt;
