Specially Adapted Housing Grants - Top 10 Questions

How to Get Started in the Raleigh Area - Assistance for Veterans

Veterans and servicemembers who have suffered a service-connected disability have access to a government grant to help purchase, retrofit, or build a home that can accomodate their needs.

The Specially Adapted Housing Grant offers a maximum amount of $60,000, and can be used up to three separate times.

Here's some of the quick facts, and how to apply for the Specially Adapted Housing Grant in the Raleigh area.

Which veterans or servicemembers may be eligible for the grant?

The Specially Adapted Housing (SAH) Grant is available to servicemembers or veterans who have a service-connected permanent and total disability, which can include:

A. The loss, or loss of use, of both lower extremities such as to preclude locomotion without the aid of braces, crutches, canes, or a wheelchair.

B. Blindness in both eyes having only light perception, plus loss or loss of use of one lower extremity.

C. The loss, or loss of use, of one lower extremity together with

•(1) residuals of organic disease or injury, or

•(2) the loss or loss of use of one upper extremity.

Item (1) and Item (2) above must so affect the functions of balance or propulsion as to preclude locomotion without the aid of braces, crutches, canes, or a wheelchair.

D. The loss, or loss of use, of both upper extremities, so as to preclude use of the arms at or above the elbows.

How can a veteran or servicemember find out if they are eligible for the grant, and who determines basic eligibility?

The current or most recent VA Rating Decision issued by the Veterans Service Center of jurisdiction establishes the veteran's or servicemember's basic eligibility for a Specially Adapted Housing Grant. The VA Rating Decision is subject to review and revision.

What other requirements must be filled for a veteran or servicemember to be able to recieve this grant?

a. It must be medically feasible for the veteran or servicemember to reside in the house.

b. The house must be adapted to be suitable to the veteran's or servicemember's needs for living purposes.

c. It must be financially feasible for the veteran or servicemember to acquire the house, with the assistance provided by the grant.

How soon after the injury or incident must the veteran or servicemember apply for a Specially Adapted Housing Grant? Is there a deadline?

There is no time limit on the use of the grant. We have worked with servicemembers who have just been wounded in Iraq, as well as veterans who now have disabilities as a result of actions in the Korean War.

The grant is "up to" $60,000. How does that work? How much specially adapted housing assistance can a veteran or servicemember receive?

An eligible veteran or servicemember may receive a VA grant of not more than 50 percent of the cost of a specially adapted house, up to the aggregate maximum amount allowable by law. Thus an $100,000 home will only be eligible for a $50,000 grant.

How many times may a veteran or servicemember receive specially adapted housing assistance?

Public Law 109-233 authorizes up to three usages of grant benefits. If future changes to the governing law provide for an increase in the maximum grant amount, veterans or servicemembers who have not used the assistance available to them up to the allowable three times may be entitled to the increase in the maximum grant amount at that time.

Are there restrictions? How may the grant be used?

An eligible veteran or servicemember has the option to use up to the full amount of the grant under any one of the following plans:

Plan (1). The veteran or servicemember may elect to construct a home on land to be acquired for that purpose.

Plan (2). The veteran or servicemember may build a home on land already owned if it is suitable for specially adapted housing.

Plan (3). The veteran or servicemember may remodel an existing home if it can be made suitable for specially adapted housing.

Plan (4). When the veteran or servicemember has already acquired a specially adapted home (without the assistance of a VA grant), the grant may be applied against the unpaid principal mortgage balance of the home.

What adaptations are considered necessary for specially adapted housing?

There are many requirements for a home to be considered qualified for specially adapted housing. Some may be waived, others may not. Each situation is to be approved by the Specially Adapted Housing representative through the VA office.

How To Apply For Benefits

Where does a veteran or servicemember go to find out if he/she is eligible for a Specially Adapted Housing Grant?

Any VA office, but preferably the VA office where the veteran's or servicemember's claim records are located. A determination will be made as to basic eligibility and whether it is medically feasible for the veteran or servicemember to reside in a specially adapted home.

The process won't be quick, and will require good documentation. It may take 30 days or longer to have the initial application approved. Once the grant itself is approved, you and your builder or contractor will need to submit floor plans, drawings, schematics, location of the home, and other paperwork describing the home to be built or changes to be made. After these are submitted to the VA, it generally takes another 60 days for approval, before construction can begin.

Greetings From Home - Thank a Hero and Their Family Through the Red Cross!

Sending out your Christmas cards? Write one to a soldier too! The Red Cross is continuing their "Holiday Mail for Heroes" program - here's how it works:

I'm up early to being putting together my Christmas card list. This year I plan to add more than new clients and friends.

After receiving several emails from friends encouraging me to send a Christmas greeting to "A Recovering American Soldier" at the Walter Reed Medical Center, I decided that would be one small way to thank those who've sacrificed so much.

Well, after a little research I found that the post office will not accept anything addressed to "Any Service Member" or "A Recovering American Soldier". If it does make it through the USPS, it will not be accepted by Walter Reed.

But, for the third year, the American Red Cross and Pitney Bowes continue the Holiday Mail for Heroes program. Christmas cards and other holiday greetings will be accepted until December 7, 2009, so get them in the mail now.

Cards must use the following address:

Every card received will be screened for hazardous materials by Pitney Bowes and distributed to participating Red Cross Chapters nationwide.
When the Red Cross Chapters receive the cards, they're reviewed, sorted and distributed to service members, their families and veterans. There are some guidelines.

The Red Cross asks that you sign your card and direct it to a Service Member, family or veteran. You can bundle groups of cards in single large envelopes (individual cards in the envelope do not need postage), however limit the number of cards to 15 per person or 50 for a business group or school class.

You can not include a letter, your own personal information or inserts of any kind. You can write on the card your own special message. The Red Cross also asks that glitter not be used because it can aggravate the health issues of wounded recipients.

Pull out those cards, and drop a few in the mail, thank a hero and their family for their sacrifices!

If you can't get your cards out in time, contact your local Red Cross, your church (Temple, Mosque or Ashram) and see if they have a program or some members that might want to hear from you.

Tile Tub Surround Options and Ideas

Designing Your Tile Master Bath with Style

A full tile master bath is standard in nearly every home we build. There are endless ideas for tile tub surrounds. These are some of our favorite trends!

When selecting your new home, first find out exactly what your builder means by a tile surround.

A full tile surround should cover the tub base deck, extend downwards to the floor, and extend up the walls by a foot or so.

Some builders refer to a "tile surround" but only include a small tile border around the upper part of a full fiberglass tub.

This basic full tile surround is simple yet elegant, and set apart by the "bullnose" pieces, the narrow pieces with rounded edges surrounding the tub deck.

This tile tub surround is a bit more extravagent, but still not out of reach.

The 8"x12" tile is set on end, and a natural stone listello (or border accent) surrounds the base of the tub.

For any corner tub, a contrasting detail on the front of the tub deck is a great eye catcher - and with only about nine linear feet required, the accent won't be a deal breaker.

A stepped tub deck can be another great tile master bath feature.

Just let your builder know upfront what you have in mind - changes will be made at framing stage. The tub deck will be decreased in size, the step framed in, and the plumbing relocated just a bit versus a standard master bath layout.

Even a monochromatic tile can be simple and eye catching with a stepped tub deck.

Large or small medallions are great accents for both tub decks and floors in the master bath.

The most cost effective medallions are actually smaller tiles. They can be 2x2 or 3x3 squares of small mosaics.

A contrasting color works well for master bath tile medallion accents.

There are a couple of great master bath tile ideas here!

The standard 12"x12" tiles are accented by a border of 4"x4" tiles in four different tones of the same color family.

The entire tub surround is wrapped with a dark "chair rail", the raised, rounded piece that's about 1 inch high and 12 inches long.

This master bath tub deck is one of the more complex patterns we've done, with some beautiful results.

The listello border is featured on both the tub base and the upper surround.

In addition, a dark 4"x4" tile set on the diagonal wraps around the base of the tub deck.

A warm family of neutrals gives this master bath tile tub surround a truly unique look.

There's a combination of small and large tiles, two different listello details, and tiles set on both the horizontal and the diagonal.

The floor is another great feature, set in a pinwheel pattern.

A half wall can be another great accent around a master bath soaking tub with a full tile surround, particularly a corner tub.

Crown moulding and other details make all the difference.

These are just a few of the different ideas you can include in your new master bath.

We recommend working with an experienced tile designer to plan your new tile tub surround.

Bring photos of some of your favorite ideas. Your builder or tile designer will be able to let you know which patterns and pieces are most cost effective, and help you bring your ideas to life in your new master bath!

Just TRUST ME and Don't Ask Questions

There are many military buyers who feel obligated to work with a "military lender". They might want to read this first...

Unfortunately, there are many ways to fleese a trusting buyer.

Who can you trust? Probably not the sleazy guy pictured but there are others who appear trustworthy who could be picking your pockets.

Most of us, when shopping, search for someone we can trust for good advice and a fair deal. Consequently, there are those who fulfill that need with a trustworthy appearance.

Often advertisements show them holding a cute child or pet.

Some appear trustworthy by company association, like starting a credit union or even better a military credit union.

On Friday, 11/27, I noticed a military federal credit union (FCU) advertising a Zero Point loan for 4.875% with an APR of 4.963% and the FCU would even pay lender fees.

Hmmmm... on Friday, at that rate, they should be paying their borrower's fees and a signing bonus.

The Zero Point APR seemed high to me so I used my APR calculator to find the fees.

The calculation required a loan amount and there was no loan amount disclosed beside the advertised rate and APR so I scrolled down to their detailed disclosure to see what I could see.

Below, in lots of small print, the FCU disclosed a $300,000 loan with a rate of 5.000%, 1-Point and an APR of 5.089. Hmmm... In this example, the APR contained 1 Point but no lender fees or prepaid interest.

So, based on their small print disclosure I also used a $300,000 loan amount and zero allowance for prepaid interest to find the fees on their Zero point 4.875% Rate.

Wow, based on the advertised Rate and APR, lender fees are a whopping $3,000. BUT WAIT.... There's more! Leave us not forget the small matter of 1.75% undisclosed yield spread premium (YSP) that, translated to dollars, is an additional $5,250. How do I know there is 1.75 Point YSP, you ask. Since you asked, on Friday, I know of at least two wholesale lenders offering their approved brokers 1.75 YSP on a 4.875% Rate. If a small, local mortgage broker can find that much YSP then a national FCU should be able to do that or better.

Did I mention that credit unions are not required to disclose yield spread premium?

To recap, let me count the ways this Military Federal Credit Union pissed me off.

Credit Unions are supposed to be Non-Profit clubs which implies their rates and fees will at least be competitive with other lenders.

A "military" CU implies it is a private club where our military will receive better deals than elsewhere. In reality, this Federal CU is even more expensive than any of the expensive four big banks.

$8,250 is a lot of profit on a $300,000 loan; especially from a company that lulls it's customers into a false sense of security that may prevent their "club members" from aggressively shopping elsewhere.

This CS CU is targeting our young military personnel which is typically an unsophisticated market and that dear readers is a load of BS.

The APR in their small print disclosure failed to include prepaid interest. Never trust a lender that does not include at least 15 days prepaid interest in their APR when the closing date is unknown. The dollar amount for 15 days interest on a $300,000 loan at 5.000% is $625 and that is a large Whoops at closing.

This Federal CU may disclose prepaid interest in their good faith estimates but I don't know that because a GFE could not be obtained until the borrower completed a loan application... more BS.

The moral of this story? Let education, facts and figures be your guide... NEVER buy anything based solely on trust. You may choose a lender because you trust them for one reason or another but do not fail to always verify your trust.

Education is the Consumer's Only Real Protection.

Home Sales Up Nearly 8% to Last Year

Inventory is Down Throughout Wake County

Single family detached home sales were up 7.43% year over year in October 2009. Sales were also up 6% versus September 2009, and up nearly 10% versus August 2009.

How Many Homes Sold in October 2009?

Detached single family home sales do not include townhomes or condos. The number of detached homes sold in October 2009 was 853, compared to 794 homes in October of 2008.

Where are Homes Selling in Wake County?

The most popular place, by far, for home sales was the Cary/Apex/Morrisville area. And values have stayed very high in this area too - home sellers are still seeing an average appreciation rate of about 5% per year.

Which areas have the most homes for sale in Wake County?

The inventory available matches fairly closely to overall demand, EXCEPT in Cary/Apex/Morrisville, which shows considerably lower inventory than sales. North Raleigh and the Falls Lake area shows the most homes for sale. But values are also very strong in North Raleigh, with most areas seeing well over 5% per year appreciation.

The number of listings for the entire area is down 12% versus October 2008.

But new home inventory is significantly lower, with most areas showing 30% or fewer new homes for sale than this time last year.

With overall home sales on the rise, the competition for new homes is increasing.

New Home Sales Show Unexpected Increase in October 2009

New Home Inventory at Lowest Level Since 1971

The US Department of Commerce released surprising statistics today regarding new home sales across the nation.

October 2009 showed a 6.2% increase in new home sales versus September 2009.

October 2009 new home sales were also up 5.1% from October 2008.

This is the sixth time new home sales have risen over the past seven months, according to reports.

Additionally, new home inventory is now at record low levels.

There were 239,000 new homes on the market nationally at the end of October 2009.

This is a 6.7 month supply at current new home sales levels.

Available new homes are at their lowest level since 1971, according to Michelle Meyer, an economist with Barclays Capital.

Many builders are shying away from "spec homes" that may sit on the market, and instead are focusing on "building to order."

Homebuyers in the Raleigh area are sometimes surprised to find little standing inventory, and to hear that most new homes are selling at 95-100% of asking price.

Catawba Valley Pottery Holiday Kiln Sales are Coming!

Some very cool pottery events are coming up soon, all within easy driving distance of Raleigh! It's just under three hours to Catawba, and what a great pottery center it is there.

One of my first exciting discoveries after moving to Lake Norman in 2005 was the extraordinary pottery; first in Seagrove and then in Catawba Valley. Whether you are an avid collector as I am or just curious, these next four weeks are an exciting opportunity to buy from the most coveted Catawba Valley potters at their holiday kiln sales.

Besides the adherence to historical methods and traditions, Catawba Valley pottery is also unique in that in order to buy from the most popular of the potters you must attend their individual kiln sales held at their homes scattered from Vale to Lenoir. If you have never attended a kiln sale, I truly encourage you to do so this month. If you see me, be sure to say hi!

Steve Abee: Saturday, November 28th @ 10:00am:

Steve is an incredibly talented and creative potter. He honors all of the historic techniques including digging his own clay, making his own glazes and firing his pieces in his hand-made wood-burning Ground Hog Kiln. His faces are known for their wide mouths and bugged eyes. Steve also does stunning swirls pieces, miniatures and a great variety of shapes and whimsical creatures from pigs to roosters.

Joe Reinhardt: Saturday, December 5th @ 10:00am:

Joe is a direct descendant of generations of Catawba potters. He grew up watching Burlon Craig, the potter who is credited with saving the traditional Catawba Valley methods and teaching them to our current generation of potters. Joe has a wonderful sense of humor which is embodied in most of his pieces. He always writes a fun little message at the bottom of each piece. Under this birdhouse he wrote: "12:50pm 11-18-07, Bird House for Rent and you feather dusters pay in advance or sail on."

Joe has struggled with health issues for the past years so I am always grateful to see him holding his annual kiln sale and to be able to purchase one of his wonderful pieces and have him hand sign it at his sale. (Which he is always happy to do!)

Kim Ellington: Saturday, December 12th @ 10:00am:

Kim has taken Catawba Valley pottery to a new, more sophisticated level. His large vessels and beautiful glazes are featured in art museums and pottery books. However, recently he has caved in to our demands and makes a handful of his wonderful face jugs for his December kiln sales. But, he also makes a large quantity of vases, mugs, plates, planters with gorgeous glazes. This is a great place to buy holiday gifts!

Michael Ball: Saturday, December 12th @ 10:00am:

Michael is the newest of the most collectible Catawba potters. Since I first started collecting his pieces I have seen him perfect the art and definitely making it his own. He truly has such an amazingly creative approach to his art that you never know what you will find. From incredible detailed Guineas to lizards and Roosters to his facejugs I am always excited when I see his latest work! This"eye" jug is huge (3-gallons) with a spectacular glaze and myriad eyes. This has become one of his signature styles but he doesn't make many so get there early!

The biggest decision I have to make is whether to go to Kim or Michael's first!

Black Friday Shopping - It's A Sporting Event! What Are Your Plans?

Ok, I know at least a few of you will be joining me the morning after Thanksgiving!

This is a yearly tradition in my family. It's ALMOST as important as the Turkey. I shop for my children, my nieces and nephews, and my extended family. Sometimes I even manage to wrap up the entire holiday in one day!

So there I'll be, shivering in the cold at about 3:30 am. Hopefully my hands will be wrapped around a nice, hot cup of coffee, but there are no guarantees. I really think Starbucks should open at 3 am on this special day! :)

What are my Black Friday "don't miss" places to go?

Depends on the ads, but here goes:

- Kohl's, always lots of good things

- WalMart, kids clothes and videos

- ToysRUs, of course! But the longest lines are always there, beware...

- JCPenney, some special jewerly for my mother

And perhaps a few more after that.
