      <title>Arizona Fall League Begins Today</title>
      <description>&lt;p&gt;The Arizona Fall League gives baseball fans a chance to see the up and coming stars of the MLB.&amp;nbsp; The season begins on Oct. 13 and runs through Nov. 21.&lt;/p&gt;
&lt;p&gt;Mesa's home team, the Solar Sox are made up of the top minor league players from the Chicago Cubs, Boston Red Sox, Los Angeles Angels of Anaheim, Minnesota Twins and Florida Marlins.&amp;nbsp; See the Solar Sox play their first home game against the Phoenix Desert Dogs on Wed., Oct. 14 at 6:35 p.m. at Hohokam Stadium, 1235 N. Center St.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Tickets are $6 for adults, $5 for seniors and children 17 and under.&amp;nbsp; Group tickets of twenty or more people are discounted at $3 per person.       <title>Neighborhood Awareness Seminar in Mesa, Arizona</title>
      <description>&lt;p&gt;A good neighbor is one of the most effective crime prevention tools ever invented.&amp;nbsp; That is the purpose for the City of Mesa hosting a Neighborhood Awareness Seminar Saturday, Oct. 10 from 8 a.m. to 11:30 a.m. at the City of Mesa Utility Building, 640 N. Mesa Drive.&lt;/p&gt;
&lt;p&gt;The seminar will include such topics as identifying gangs and graffiti, understanding the 911 system and how to be a good neighbor and a good witness.&amp;nbsp; Mesa Police Commander Steve Stahl will update residents on crime prevention techniques and host a question and answer session.&amp;nbsp; District 2 Councilmember Alex Finter will welcome residents to the seminar.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Breakfast snacks have been donated by Fry's Food Stores.&lt;/p&gt;
&lt;p&gt;The primary focus of the seminar is on the current Building Strong Neighborhoods Initiative and surrounding neighborhoods.&amp;nbsp; The current initiative lies within the boundaries of Gilbert Road to Harris Drive, Main Street to University Drive.&amp;nbsp; However, the program is open to all Mesa residents.&lt;/p&gt;
&lt;p&gt;The Neighborhood Awareness Seminar is a partnership involving the Mesa Police Department Red Mountain Division, City Prosecutor's Office and the Neighborhood Outreach Office.&lt;/p&gt;

      <description>&lt;p&gt;With more families opting to vacation closer to home this year due to a sluggish economy, the Maricopa County Parks and Recreation Department is inviting the public to enjoy a night of free camping at a County park. Beginning Thursday, October 1, visitors who pay the camping fee for one night at a &lt;strong&gt;desert mountain&lt;/strong&gt; County park will receive the next night of equal value for free. &lt;br /&gt;Participating parks include:&lt;/p&gt;
&lt;p&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;Cave&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Creek&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Regional&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Park&lt;/strong&gt;. Located north of Phoenix, this park offers the illusion of being miles away from civilization. The campground has 38 individual developed campsites.&lt;/p&gt;
&lt;p&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;Estrella&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Mountain&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Regional&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Park&lt;/strong&gt;. Located near the meeting of the Gila and Agua Fria Rivers in the southwest Valley, the park includes a large wetland area. The park also offers seven developed campsites. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;McDowell&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Mountain&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Regional&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Park&lt;/strong&gt;&lt;strong&gt;.&lt;/strong&gt; Nestled in the lower Verde River basin, this park is a desert jewel in the northeast Valley. This park has 76 developed campsites that are perfect for RV or tent camping.&lt;/p&gt;
&lt;p&gt;4.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;Usery&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Mountain&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Regional&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Park&lt;/strong&gt;. Located on the Valley's east side, this park is located at the western end of the Goldfield Mountains, adjacent to the Tonto National Forest. The park offers 74 individual developed campsites which can accommodate either an RV or tent camping.&lt;/p&gt;
&lt;p&gt;5.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;White&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Tank&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Mountain&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Regional&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;Park&lt;/strong&gt;. At nearly 30,000 acres, this is the largest regional park in Maricopa County. Most of the park is made up of the rugged and beautiful White Tank Mountains on the Valleys west side. The park offers 40 individual semi-developed campsites.&lt;/p&gt;
&lt;p&gt;At approximately 120,000 acres, Maricopa County is home to one of the largest regional park system in the United States.&amp;nbsp; The parks are located throughout the county and are all within a 45-minute drive from downtown Phoenix.&amp;nbsp; Some restrictions do apply.&lt;/p&gt;

      <title>Phoenix-Mesa Gateway Airport Receives $8.9M to Expand Passenger Terminal</title>
      <description>&lt;p&gt;Phoenix-Mesa Gateway Airport, located in Mesa, Arizona, has been awarded $8.9 million by the Federal Aviation Administration (FAA) to expand the airport's commercial passenger terminal.&amp;nbsp; Mesa Mayor Scott Smith and Queen Creek Mayor Art Sanders, who also serves as the Phoenix-Mesa Gateway Airport Authority Board Chair, made the announcement this morning during a news conference at the airport.&lt;/p&gt;
&lt;p&gt;&quot;We were excited earlier in the year when we learned Gateway was once again accepted in the FAA program,&quot; Congressman Harry Mitchell said. &quot;Now, I am very pleased that Gateway was able to secure nearly $9 million for this critical project. Gateway continues to have a significant economic impact on our region, and this funding will allow the airport to expand its terminal to aid in those efforts.&quot;&lt;/p&gt;
&lt;p&gt;Gateway will receive funds for an additional three years to complete terminal area projects designed to meet the needs due to the rapid growth of the airport, which is the third busiest airport in Arizona, and the busiest contract tower airport in the country.&lt;/p&gt;
&lt;p&gt;&quot;Mesa once again scored with major federal funding that will allow the airport to expand its terminal to handle the ever increasing passenger loads from the incredibly successful Allegiant Air, who has made the dream of Gateway becoming a viable reliever airport a reality,&quot; Mesa Mayor Scott Smith said.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&quot;Congressman Mitchell has been a strong advocate for Gateway,&quot; Queen Creek Mayor and Board Chair Art Sanders said. &quot;He has fought to secure funding for the airport over the last few years including $1.75 million in 2008 and another $950,000 in 2009. These funds helped support runway expansion and improvement projects. It is significant that these funds are coming to us from the FAA as discretionary and not earmark funding. The importance of this airport is recognized nationally.&quot;&lt;/p&gt;
&lt;p&gt;The funds will be made available through the FAA's 2009 Military Airport Program (MAP), which uses federal funds to convert former military airports to civilian or joint-use airports.&amp;nbsp; Gateway joins 11 other airports participating in this year's program.&lt;/p&gt;
&lt;p&gt;&quot;This is fantastic news,&quot; Mesa Councilmember Scott Somers said. &quot;With Allegiant Air's expanding passenger service, we need to move quickly to expand our capacity at this airport. This expansion will also support the growing aerospace industry in the region including international businesses such as Embraer (One of the world's largest aircraft manufacturers from Brazil).&quot; The Phoenix-Mesa Gateway Airport is located in Councilmember Somers district.&lt;/p&gt;
&lt;p&gt;This morning's news conference was attended by representatives from Congressman Mitchell's office and the FAA Western Region office, numerous elected officials including Gilbert Mayor John Lewis and State Representative Lauren Hendrix, representatives from several state agencies as well as various city and airport staff members.&lt;/p&gt;

      <description>&lt;p&gt;The City of Mesa,&amp;nbsp;Arizona,&amp;nbsp;announced today that they have been notified by the United States Department of Homeland Security that the Mesa Fire Department is set to receive $4,040,000 in Fire Station Construction Grants awarded by the Federal Emergency Management Agency and authorized by the American Recovery and Reinvestment Act.&amp;nbsp; The funds are targeted for the construction of two new fire stations in east Mesa.&lt;/p&gt;
&lt;p&gt;&quot;Congratulations to the City of Mesa for its excellent work to win funding for the construction of these needed fire stations,&quot; U.S. Representative Harry Mitchell said.&amp;nbsp; &quot;Firefighters are on the frontlines protecting Arizona's families every day.&amp;nbsp; These funds will help ensure that they have the resources to keep us safe.&quot;&lt;/p&gt;
&lt;p&gt;&quot;This amount represents 100 percent of our requested funds,&quot; Mayor Scott Smith said. &quot;We have made public safety and quality of life for our residents our number one priorities in stimulus funding requests and we have been quite successful in securing numerous grants in a very competitive process.&quot;&lt;/p&gt;
&lt;p&gt;The grant will pay $2,020,000 or about half of the construction cost of each station.&amp;nbsp; This will allow the City to build an additional fire station which was not part of the 2008 public safety bond election. Voter-approved bond debt will pay for the balance of construction not covered by the grant and will also pay for equipment including emergency response vehicles.&lt;/p&gt;
&lt;p&gt;&quot;This is fantastic news,&quot; Councilmember and Public Safety Chair Dennis Kavanaugh said. &quot;These locations are critical to the Mesa Fire Department's overall strategic plan for improving service delivery in those areas.&quot;&amp;nbsp; Station 220, located at the intersection of 58th Street and Main Street in Council District 5, will cost approximately $3.8 million to build and is slated to open in late 2010.&lt;/p&gt;
&lt;p&gt;&quot;I am very pleased with this decision,&quot; Councilmember Dina Higgins said. &quot;My district has needed this fire station for several years and I have been working tirelessly to get it funded and built as soon as possible.&quot;&amp;nbsp; Station 219, a slightly larger facility with one more apparatus bay, will be built at the intersection of Signal Butte and Elliott in Council District 6, and will cost an estimated $4.75 million. This station is projected to open in early 2011.&lt;/p&gt;
&lt;p&gt;&quot;Southeast Mesa is one of the fastest growing areas of the City and had historically long response times,&quot; Councilmember Scott Somers said. &quot;These stations will improve service and save lives and property.&quot;&amp;nbsp; Both fire stations are targeted for Leadership in Energy and Environmental Design or LEED Gold certification incorporating sustainable practices in the design and build of the facilities including renewable energy for the heating, ventilation and air-conditioning power systems and other energy conservation systems.&lt;/p&gt;

      <description>&lt;p&gt;Summer is winding down, but storms are still hitting the Valley.&amp;nbsp; As the last major holiday of summer is here, Maricopa County residents must not let their guard down from the potential risk of West Nile virus (WNV).&lt;/p&gt;
&lt;p&gt;Mosquito breeding season is still in its peak.&amp;nbsp; The heat and recent monsoon rains provide ideal breeding grounds for mosquitoes. It is essential to follow necessary recommendations to eliminate mosquito breeding sites and reduce the possibility of being bitten.&amp;nbsp; Maricopa County departments of Public Health and Environmental Services remind County residents of the potential threat of WNV and the need to take proper precautions to prevent contracting the disease.&lt;/p&gt;
&lt;p&gt;This Labor Day weekend whatever your plans may entail, it is important to be alert while spending time outdoors, whether entertaining, camping, in the yard, or enjoying other various activities.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;There are several things that the public can do to protect themselves against West Nile virus, including:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;When outdoors wear a mosquito repellant (follow label instructions, especially for use on children) &lt;/li&gt;
&lt;li&gt;Eliminate mosquito-breeding sites around your property by removing standing water in potted plants, tires, buckets, and other containers &lt;/li&gt;
&lt;li&gt;Keep fountains and swimming pools properly operating and free from debris &lt;/li&gt;
&lt;li&gt;Report stagnant water such as green pools to Maricopa County &lt;/li&gt;
&lt;li&gt;Repair damaged window and door screens &lt;/li&gt;
&lt;li&gt;Contact Maricopa County for possible WNV infected dead birds drop-off locations &lt;/li&gt;
&lt;li&gt;When outdoors wear long sleeves and long pants to prevent mosquito bites &lt;/li&gt;
&lt;li&gt;Avoid outdoor activity before dawn and after dusk when mosquitoes are most active &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Thus far this year, Maricopa County Public Health and Environmental Services departments have received laboratory confirmation of 13&lt;strong&gt; &lt;/strong&gt;human cases of WNV, and 41 WNV positive mosquito samples, and 1 infected bird.&lt;em&gt; &lt;/em&gt;&lt;/p&gt;

      <description>&lt;p&gt;(Mesa, Arizona) - Over the past year, the green movement has gained momentum and local companies are making great strides to ensure that their organizations are moving in this direction. Maricopa County is no different. The county recognizes that it can and should be a regional leader in maintaining a healthy and sustainable community.&amp;nbsp; For this reason, the county implemented the &lt;em&gt;Green Government Program&lt;/em&gt;. This program directs county departments to &quot;lead by example&quot; by implementing actions, services and programs that will address regional environmental issues.&lt;/p&gt;
&lt;p&gt;The Maricopa County Arizona Parks and Recreation Department has done a commendable job applying this philosophy over the past couple of years by implementing green-friendly facilities and projects such as the solar system at the Desert Outdoor Center at Lake Pleasant, El Rio Project at Estrella Mountain Regional Park and General Joe Foss Shooting Complex at Buckeye Hills Regional Park.&lt;/p&gt;
&lt;p&gt;This year, the Parks Department committed to unveiling three environmentally-friendly 4,000 sq. ft. nature centers around the Valley. The first Silver LEED Certified nature center, constructed at Estrella Mountain Regional Park, opened in January 2009 and served as the prototype for additional centers. In March, Cave Creek Regional Park invited the public to tour their new nature center and kicked off the event with a rehabilitated bird release. On &lt;strong&gt;Saturday, September 26 at &lt;/strong&gt;&lt;strong&gt;7 p.m&lt;/strong&gt;., the Parks Department will host a &quot;&lt;em&gt;celebrating &lt;strong&gt;open spaces with green places&lt;/strong&gt;&lt;/em&gt;&quot; gala at &lt;strong&gt;Usery Mountain Regional Park&lt;/strong&gt; to unveil the third nature center.&lt;/p&gt;
&lt;p&gt;&quot;The staff and volunteers at the park are&amp;nbsp;excited and proud to unveil the new green-friendly nature center to the community,&quot; stated Jennifer Johnston, Usery Mountain Regional Park Supervisor. &quot;September 26&lt;sup&gt; &lt;/sup&gt;is also National Public Lands Day and on this date many local and state lands participate in events to educate the community about critical environmental and natural resource issues. We couldn't have asked for a more perfect date to host our celebration,&quot; added Johnston.&lt;/p&gt;
&lt;p&gt;When visitors arrive at the nature centers, they are greeted by an entry pathway that welcomes them into the park and encourages them to venture into the natural surroundings. Natural and cultural resource signage has been placed along the pathways to educate visitors on the importance of Sonoran Desert stewardship and preservation.&lt;/p&gt;
&lt;p&gt;Once inside, guests will find an array of green-friendly features such as front and back-glazed entries, a central skylight, exposed concrete slab flooring and 20&quot; thick masonry walls. The building's windows are operable with dual-glazed low-e glass and can be opened for natural ventilation when the weather permits. Exterior materials such as corrugated metal shade panels and unpainted steel siding were chosen for their durability and low maintenance. The restrooms were designed with low-flow toilets and waterless urinals for water conservation.&lt;/p&gt;
&lt;p&gt;&quot;The building's main roof surface has an extensive roof garden system. This adds significant insulative value against heat gain in the summer and heat loss in the winter,&quot; Johnston said. The garden roof also reduces storm water runoff on the site and the flat roof above the staff offices has a 2.1 KW photovoltaic panel assembly.&lt;/p&gt;
&lt;p&gt;Both Usery Mountain and Cave Creek Regional Park's nature centers are paired with outdoor amphitheaters that are connected to the center by scenic desert walkways. Each of the nature centers includes a retail center, critter exhibit areas and meeting rooms which are available for rent.&lt;/p&gt;
&lt;p&gt;&quot;Not only are our nature centers excellent educational resources for classes and programs, they also make the perfect setting for corporate meetings and weddings. The new nature centers have so much to offer the public.       <description>&lt;p&gt;August 17, 2009&amp;nbsp; The Maricopa County Board of Supervisors today trimmed the county's primary property tax rate, reducing the overall county-controlled combined property tax rate to its lowest point in 29 years. Maricopa County property tax rates are also among the lowest in Arizona.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The supervisors cut the county's primary property tax rate by 4.18 cents per $100 of assessed valuation (from $1.0327&amp;nbsp; to $0.9909 per $100) while holding county-controlled secondary tax rates for special purpose districts at last year's levels. This year's combined property tax rate means a reduction of about $6.21 on a median-priced home valued for tax purposes at $148,800, if the value remains the same as last year.&amp;nbsp; Homeowners whose property values have declined will see a bigger reduction. Maricopa County Supervisors' Chairman Max W. Wilson, District 4 said, &quot;I have never lost sight that this is taxpayer money. Our actions today will help in some way to reduce the burden upon the households of Maricopa County.&amp;nbsp; In June, the supervisors adopted a $2.1 billion general fund budget for the fiscal year which began July 1.&lt;/p&gt;
&lt;p&gt;The lean budget, some $122 million lower than 2008-09 spending levels, allowed the supervisors to reduce the primary property tax to less than $1.00 per $100 of assessed valuation. The county-controlled combined tax rate, which is the portion of taxes overseen by the County Board of Supervisors, typically makes up only 12 percent of an individual's tax bill. The lowered primary tax rate will help offset increased valuations, which lag behind changes in the market.&amp;nbsp; The county's primary property assessed valuation is expected to decline starting next year.&amp;nbsp; By law, the primary property tax levy can increase only 2 percent each year on existing properties.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Maricopa County Supervisor Andrew Kunasek, District 3, said: &quot;We acted early and consistently to control our spending once the economy started to tank. I think lowering our rate again proves that governments can act responsibly even in tough times.&quot; Maricopa County Supervisor Fulton Brock, District 1, said: &quot;Maricopa County has a long history of developing a very conservative annual budget.&amp;nbsp; This tax rate reflects our continued efforts to keep the cost of government in check.&quot;The supervisors also control the secondary property taxes of the Flood Control and Library districts.&amp;nbsp; The board chose to hold both districts' rates flat, even though this might mean a reduction in the districts' revenues.&amp;nbsp; Maricopa County Supervisor Don Stapley, District 2, said: &quot;This again demonstrates that in the face of difficult economic times, the board can act to keep taxes low while maintaining good public services.&quot; &amp;nbsp;&lt;/p&gt;

&lt;p&gt;State Equalization Tax. The Board also adopted the recently unsuspended state equalization property tax, which is a state-wide property tax for education.       <description>&lt;p&gt;The City of Mesa kicked off construction on replacement Fire Station 215 in southeast Mesa with a ground-breaking ceremony today at the Phoenix-Mesa Gateway Airport. The facility is expected to be completed in August 2010 and will provide critical emergency services to hundreds of homes and thousands of residents, along with the Phoenix-Mesa Gateway Airport and educational institutions such as Arizona State University's Polytechnic campus and Chandler-Gilbert Community College.&lt;/p&gt;
&lt;p&gt;&quot;The Mesa Gateway area is a jewel of Mesa that is just beginning to see its potential in business, travel and entertainment,&quot; Mesa Mayor Scott Smith said. &quot;This new fire station will ensure that this development is also protected by sufficient public safety resources.&quot;&lt;/p&gt;
&lt;p&gt;The new station is part of a 2008 voter-approved public safety bond which aims to enhance emergency response times and meet the demands of increased emergency call volume by making necessary improvements to current facilities, updating communication systems, and building new facilities.&lt;/p&gt;

At the same time, some materials costs are beginning to turn up again, and labor costs have started to accelerate.&amp;quot;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;The cumulative increase in the producer price index (PPI) for construction inputs since December 2003 (28 percent through August 2007) remains more than double the 13 percent increase in the most common measure of overall inflation, the consumer price index (CPI) for all urban consumers. Labor costs, in contrast, have risen at similar rates for construction and for the private sector as a whole.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;The cumulative difference matters because the estimates for many projects now being bid, especially public facilities, were prepared in 2003-2005 under the assumption that construction costs would escalate at the same rate as the CPI. That divergence explains why some projects are being canceled, delayed or redesigned.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;&amp;quot;The housing meltdown and the more recent credit market turmoil do have some spillover effects on nonresidential construction,&amp;quot; noted Simonson. &amp;quot;Retail, suburban office and local government construction are especially affected by the drop in homebuilding, home sales, and property values, respectively. Tighter lending standards and financial-firm layoffs will trim construction of offices and other income-producing properties, such as hotels and warehouses.&amp;quot;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Meanwhile, the nonresidential industry has benefited from greater availability of specialty trade workers who have lately shifted from residential work. Simonson added, &amp;quot;But wages have begun rising more steeply for specialty trade contractors, suggesting that the number of workers suitable to switch is close to exhaustion.       <title>My Economic Forecast - INFLATION</title>
      <description>&lt;p&gt;The first real estate broker I worked for had a lot of common sense sayings to his credit - original or not - but one of those that kinda stuck with me is, &amp;quot;People do things like sheep.&amp;quot;&amp;nbsp; &lt;/p&gt;&lt;p&gt;Well, this grazing of American real estate buyers has got to be the largest flock you&amp;#39;ll ever count in your sleep, or their sleep.&amp;nbsp; This backlash from the unprecedented climb of values in the 2004-05, rush-to-the-shearer has most of these sheep grazing in a pasture SOMEWHERE, wool or no wool, like they&amp;#39;re afraid to start down through the gulley for fear that it might be deeper than they can see.&amp;nbsp; But in the meantime, a lot of those in the midst of the flock are grazing on bare ground, standing in stagnant water, eating a lot of dirt and mud,&amp;nbsp;and spitting some of it on their fine-fleeced neighbors.&amp;nbsp; So who&amp;#39;s going to lead this wooly bunch out away from here, and where are the greener pastures?&lt;/p&gt;&lt;p&gt;I never lived on a farm, but I remember seeing some of the animals arriving at the 4-H exhibits at the county fair.&amp;nbsp; Whenever those sheep were faced with some unfamiliar place, there was always a farm kid pushing them from behind.&amp;nbsp; So what&amp;#39;s going to push these consumers back out into the market?&lt;/p&gt;&lt;p&gt;In the world of economics there is basically only one&amp;nbsp;influence that will&amp;nbsp;give&amp;nbsp;a market impetus when ordinary supply and demand&amp;nbsp;don&amp;#39;t - inflation.&amp;nbsp; (The reason it&amp;#39;s called inflation is because it&amp;#39;s a four letter word with more than four letters.)&amp;nbsp; Inflation will cause homebuyers, investors, builders, and&amp;nbsp;all&amp;nbsp;others who gathered around waiting, to finally make their move.&amp;nbsp; Unfortunately, the main&amp;nbsp;motivations are&amp;nbsp;going to be higher prices and higher interest rates.&lt;/p&gt;&lt;p&gt;Sheep of the world, unite.&amp;nbsp; Do it now, before you have to do it in panic.&amp;nbsp; &lt;/p&gt;&lt;p&gt;The federal reserve board has lowered interest rates right now to stimulate the economy - to push&amp;nbsp;you&amp;nbsp;out of the stagnant pasture. But beware, if you don&amp;#39;t get moving, you&amp;#39;re going to be run over by all the other sheep who are&amp;nbsp;rushing to get there.&amp;nbsp; Rushing to get there&amp;nbsp;before the interest rates climb into double digits; before the builders are forced to&amp;nbsp;add on the increase in fuel costs of&amp;nbsp;2006-07, more costly&amp;nbsp;lumber (mostly green)&amp;nbsp;and the higher cost of labor created by immigration reform.&amp;nbsp;&amp;nbsp;&lt;/p&gt;&lt;p&gt;But buyers will also have fatter pocket books from higher wages created by immigration reform, labor shortage.&lt;/p&gt;&lt;p&gt;My forecast is that when this market does turn as a result of near term, historically low interest rates - for only a brief period, the boom volume of 2004-05 will return.&amp;nbsp; The&amp;nbsp;volume will continue, but only&amp;nbsp;because buyers are trying to beat unprecedented inflation in new home prices.&amp;nbsp; Once the volume eats away at the unsold inventory of new homes and cleans up the supply of resale homes, inflation will then be a rampant combination of cost-push and demand-pull inflation.&amp;nbsp;&lt;/p&gt;&lt;p&gt;People do things like sheep. And new pastures always seem greener for a while.&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>
