Bidwell Park was established July 20, 1905 through the donation by Annie Bidwell of approximately 2,500 acres of land to the City of Chico. Hiking in Bidwell Park is a perfect way to spend a day and to get exercise. All trails in Bidwell Park are open to pedestrians. The pedestrian-only Yahi Trail in Upper Park is recommended. Yahi Trail offers miles of scenic views along Big Chico Creek. Be sure to wear comfortable shoes and to bring plenty of drinking water.

Horseback riding is another fun and common thing to do in the Park. Most of the Park trails are multi-use and there are a lot of riding opportunities for equestrians.

Make money in 2010: Your home

Prices should stabilize at last, but rebuilding your equity will take time.

(Money Magazine) -- After three years of slumping house prices, the end of the real estate bust may finally be in sight. Home sales are rising, inventories are shrinking, and most economists believe values nationwide will hit bottom in the second half of the year -- but not before falling another 5% to 10% first.

Prices after that should stay mostly flat until 2012. "Next year will clearly be better than this year," says Mike Larson, a real estate analyst at Weiss Research. "Prices may drop a little more, but the lion's share of the damage is behind us."

One positive byproduct of the 30% plunge in prices since the 2006 peak: Houses are now more affordable than at any time in the past two decades, according to the National Association of Home Builders -- good news for anyone looking to buy.

Then too, mortgage rates, now at 5.15%, should stay low for the first few months, thanks in part to the Federal Reserve's ongoing purchase of mortgage-backed securities. But if the economy really picks up steam and inflation fears resurface in the second half of the year, rates could rise as high as 5.25% to 6.5%.

If you hope to sell your home or rebuild lost equity, there's new hope. One plus is that Congress has recently extended the first-time homebuyer credit, and even expanded it to include those with higher incomes and current homeowners.

But with layoffs high, defaults should remain problematic, hitting wealthy areas even harder next year, says Joshua Shapiro, chief U.S. economist at MFR, a consulting firm. In fact, 30% of recent foreclosures were on higher-priced homes -- nearly double the 2006 rate.

Wild card: If the Fed stops buying mortgage securities in March as planned and private investors don't step up, rates could spike to 6% or higher sooner and faster than expected, slowing demand and pushing prices down.

Signs to watch: Steady growth in single-family housing permits (track it at census.gov) indicates that builders believe buyers are returning to the market.

The action plan

Buyers: Make your move now. Have you been on the sidelines waiting for prices to go lower before house shopping and bidding in earnest? Don't hold off much longer.

"The market will remain tilted in favor of the buyer over the next year, but that power will gradually be reduced as conditions in the housing market improve," says Larson at Weiss Research. You'll have plenty of homes to choose from as foreclosures continue to pile up and more homeowners list their houses in an improving market. Be sure to keep a close eye on mortgage rates. If they rise sharply as the Fed's mortgage buyback program draws to a close, act quickly to lock in a low fixed rate.

Anyone looking to buy or invest in a lower-priced, entry-level home should expect competition. Put down as much cash as possible (many investors are offering to make all-cash deals); come in below the listing price and there's a good chance you'll lose to another bidder.

But demand is much softer for middle- to top-tier homes, particularly those priced above $500,000. The supply is greater too, so you'll be in a stronger bargaining position. Offer at least 10% below what comparable homes have sold for lately (your realtor can supply this info). That way you won't take a hit if prices of higher-end homes fall another 10% or more, which is very likely, Shapiro says.

Sellers: Postpone listing your home, if possible. Sellers next year will be unloading property at what's likely to be the very bottom. Ouch. Hold out for a few more years, so you'll compete against fewer foreclosures, increasing the chances your home will fetch a higher price.

Delaying your sale isn't an option? Act fast before prices drop further. To expedite a sale, don't try to compete on price with foreclosures and short sales (when the bank allows owners to sell for less than they owe on their mortgage); most of the time, you can't win. Instead play up your home's strengths. Foreclosures typically need a lot of work, and short sales can take months. So make necessary repairs, throw in a paint job and new carpeting since buyers may be short on cash after the down payment, and offer a fast and flexible closing date. That will attract people willing to pay more for a home that's in move-in condition and a deal they can close quickly.

Owners: Look into refinancing, and rein in spending on home improvements. You're a prime candidate for refinancing if you have an adjustable-rate mortgage and will be in your home for at least five years. There's no reason to wait; you won't get a better deal than you will now.

As for fixing up the place, now's not the time to spend serious money; since prices aren't likely to snap back soon, you won't see much of a return on your investment. Focus on lower-cost cosmetic fixes, like painting and landscaping, and basic projects that improve functionality and design, such as adding molding or doing a basic bathroom remodel.

House of Sports ticket sales spike as draw nears

Ticket sales for the Paradise High School House of Sports fundraising raffle have risen to an all-time high in the past week with the announcement of planned open house tours starting Thanksgiving Weekend.

According to Project Coordinator Jack Danielson, 150 tickets were sold in the past week, which is more than any previous week throughout the process. It brought the total sales to approximately 850 tickets, which sold for $100 each. That means the project has raised $85,000 of the targeted goal - $500,000 with the intent of keeping high school sports programs intact. Now 4,150 tickets remain.

And the three-bedroom house, located at 1856 Conifer Drive, is nearly completed due to the site management of Trilogy Construction, donations from local businesses and numerous volunteers. Once the open house tours begin Nov. 28 and 29, project coordinators hope to see sales soar. The open house events will also feature raffle drawings for $2.50 tickets. Visitors can win many prizes contributed by local businesses, and the grand prize is a raffle ticket for the house drawing.

"We are going to hold the event of the year hoping the ticket sales will skyrocket once the house is seen by the public," said Joan Swingle, House of Sports Designer and Decorator. Even as the project is coming to completion, the house is still drawing donations. Swingle said it seems "Christmas is coming early to Paradise" and to the high school sports program, with donations from companies and individuals.

She said an exciting thing happened just the other day when Lincoln Hardware, a company located in North Carolina, offered to donate the custom cabinet hardware free of charge. The company had initially offered a discount for the House of Sports, but the west coast sales manager called earlier this week to relay the news that Lincoln decided to donate the hardware. Swingle said it appears Paradise and this project, in particular, is being "touched by the nation," with generosity of spirit and heart coming from outside the community.

In addition, local business owners Mike and Robin Bitker -Booster Vice President and Secretary, have stepped up to support the program by donating $500 towards the raffle prizes.

"They have set the bar high in graciousness and responding to the needs of the young men and women knowing all too well the criticality of the success of the House Of Sports Fundraiser," Swingle said. "There will not be any school budgeted sports programs next year if this fundraiser is not a success."

On October 31 of every year, children around the nation enjoy carving jack-o-lanterns, dressing up in their favorite costumes and going out trick-or-treating for candy and treats. Although the traditions of Halloween have been longstanding, it is important that both parents and children approach the occasion with a combination of diligence, forethought and safety in mind.

Costume Selection

When children choose a Halloween costume, they think more about the style and character than the actual safety aspect. It's important that any mask be designed in such a way that does not obstruct the child's view while being worn. In addition, a costume should be comfortable and not restrict movement or increase the risk of the child stumbling or falling. Therefore, the costume's length must also be considered. Bright colors also are recommended so they can be easily seen.

Chaperone Requirements

In a perfect world, it would be safe for children to go out and enjoy Halloween by trick-or-treating in the nearby area or neighborhood. However, this is not a perfect world and it's important that an adult accompany children who are outdoors and/or trick-or-treating. Ideally, there should be one adult for every 2-3 children. This is especially important in large groups, where it may take more than one adult to supervise multiple children at once.

Must-Have Accessories

Because trick-or-treating typically occurs in the evening hours, it's important to have a working flashlight on hand. Add fresh batteries to ensure it will last through the night. Adults should carry their cell phone in case of car trouble or to reach emergency contacts, if needed.

Rules Of The Road

When trick-or-treating, always remain in well-lit areas. This includes areas with working street lights and homes that have a porch light turned on, which is a sign that the homeowner(s) welcomes trick-or-treaters. If the house is dark and/or the porch light is off, avoid the home and continue on to the next one.

One of the greatest attractions of Halloween to a child is that of trick-or-treating and the prospect of receiving candy and other treats. It's important that both parents and children know which types of candy are safe and which are not. Candy that is unwrapped or is not factory sealed should not be eaten. Instead, it should be thrown away. In addition, candy with expiration dates that have passed or anything that's homemade should be discarded. With this in mind, it is recommended that nothing is eaten until parents and children examine all of the “loot” once everyone gets home.

Observing Local Curfews

Trick-or-treating is typically designated at a certain time for every area. This means that some towns may allow trick-or-treating on the night before or the night of Halloween. Additionally, there are specific hours and age limits that must be observed by all who choose to trick-or-treat. It's important that both children and adults understand the local rules and adhere to them strictly. If you are concerned about missing the curfew, wear a watch that lights up with the touch of a button. This will allow you to easily see your watch face in the dark and will ensure that everyone gets home on time.

Now that you've decided to purchase a new home, it's important to know what to expect throughout the loan process. With the right knowledge, the road to home ownership is just ahead.

Check Your Credit

Before you even think about applying for a mortgage, it's important to know where you stand from the lender's point of view. Checking your credit report is a good idea for many reasons, but it's an essential step in your journey toward buying a home.

Every 12 months, you can request a free copy of your credit file from each of the three major credit reporting agencies - Equifax, TransUnion and Experian. Look for inaccuracies, outdated information or anything that requires your attention. If you spot anything, file a dispute right away to get the information corrected. A free credit report does not include your FICO score, which is available from the credit bureaus for a small fee. Most lenders use this number in determining your interest rates and creditworthiness, so it may be a good idea to check it out for yourself first.

Gather Your Documentation

When you apply for a loan, you will be asked to provide certain documentation and/or information relating to your current financial status, employment, assets (including both real and personal property) and liabilities. Before meeting with your lender, make sure to have your current paystubs, bank statements, tax returns for the two years preceding your application and information relating to any debts that you currently owe. If you are self-employed, you will also be asked to provide a year-to-date profit/loss statement, which is also known as an income statement.

Choose A Lender

Most sellers will want to know that you are preapproved with a lender before entertaining your offer. Having a preapproval letter from your lender will make your offer stronger than a buyer who does not have preapproval. Therefore, the next step to obtaining a home is to select a lender. Most sellers will require you to provide an earnest money deposit with your offer and have the necessary inspections completed in order to finalize the purchase.

Meet With Your Lender

Now that you have your documentation together, it's time to meet with your lender. At this point, you will complete a mortgage application and submit it for approval. Depending on the lender, it may take anywhere from several hours to several days before learning whether or not you are approved. In most cases, however, a lender can provide you with an answer within 24 hours.

Last Minute Details

If your loan is approved, it's time to move forward to the next step in the mortgage process. Your lender will order an appraisal and inspection to be completed on the property you choose. This is just as much for your own protection as it is for the lender because it may reveal hidden problems within the home. The inspection and appraisal can take up to 30 days, at which point the results will be forwarded to the lender. If all goes well, you will close on the loan and get ready to move into your new home.
