Bennett, <br />obviously a cop with a sense of humor replied:</p> <p>"First of all, let me tell you this...it's not easy. In Chula Vista, <br />we average one cop for every 600 people. Only about 60% of those cops <br />are on general duty (or what you might refer to as "patrol") where we <br />do most of our harassing.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>The rest are in non-harassing departments that do not allow them <br />contact with the day to day innocents. And at any given moment, only <br />one-fifth of the 60% patrollers are on duty and available for <br />harassing people while the rest are off duty. So roughly, one cop is <br />responsible for harassing about 5,000 residents.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>When you toss in the commercial business, and tourist locations that <br />attract people from other areas, sometimes you have a situation where <br />a single cop is responsible for harassing 10,000 or more people a day.</p> <p>Now, your average ten-hour shift runs 36,000 seconds long. This gives <br />a cop one second to harass a person, and then only three-fourths of a <br />second to eat a donut AND then find a new person to harass. This is <br />not an easy task. To be honest, most cops are not up to this <br />challenge day in and day out. It is just too tiring. What we do is <br />utilize some tools to help us narrow down those people which we can <br />realistically harass.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>The tools available to us are as follows:</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>PHONE: People will call us up and point out things that cause us to <br />focus on a person for special harassment. "My neighbor is beating his <br />wife" is a code phrase used often. This means we'll come out and give <br />somebody some special harassment.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>Another popular one is, "There's a guy breaking into a house." The <br />harassment team is then put into action.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>CARS: We have special cops assigned to harass people who drive. They <br />like to harass the drivers of fast cars, cars with no insurance or no <br />driver's licenses and the like. It's lots of fun when you pick them <br />out of traffic for nothing more obvious than running a red light. <br />Sometimes you get to really heap the harassment on when you find they <br />have drugs in the car, they are drunk, or have an outstanding warrant <br />on file.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>RUNNERS: Some people take off running just at the sight of a police <br />officer. Nothing is quite as satisfying as running after them like a <br />beagle on the scent of a bunny. When you catch them you can harass <br />them for hours.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>STATUTES: When we don't have PHONES or CARS and have nothing better to <br />do, there are actually books that give us ideas for reasons to harass <br />folks. They are called "Statutes"; Criminal Codes, Motor Vehicle <br />Codes, etc... They all spell out all sorts of things for which you <br />can really mess with people.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>After you read the statute, you can just drive around for awhile until <br />you find someone violating one of these listed offenses and harass <br />them. Just last week I saw a guy trying to steal a car. Well, <br />there's this book we have that says that's not allowed. That meant I <br />got permission to harass this guy. It is a really cool system that we <br />have set up, and it works pretty well.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>We seem to have a never-ending supply of folks to harass. And we get <br />away with it. Why? Because for the good citizens who pay the tab, we <br />try to keep the streets safe for them, and they pay us to "harass" <br />some people.</p> <p>&nbsp;</p> <p>&nbsp;</p> <p>Next time you are in my town, give me the old "single finger wave." <br />That's another one of those codes. I needed more so I started auctioning on ebay,I love auctions anyway, man the price to list and sell just kept going up and up. Then so many changes I was getting so annoyed us older guys like to keep things easy and cost effective. I looked for a better place to sell my products. I could not find anything that would work. I am a older guy who had limited computer skills, but I have had some great ideas and have used them over the years. So I started putting things on paper, kinda of a diddle pad. I spent weeks, months searching for what I needed to make my idea work this turned into years. I ran into problem after problem. The things I wanted to do could not be done the technology was not here yet. I would not take no for an answer I pushed and pushed for the IT people who could build my diddle pad idea into a working web site. First I had a young friend of my kids start the build, I purchased books, computers for him, he did well till we got deeper into the ways I needed things to work. He was in high school at the start then moved on to college and got scared of the auction and trade part of iwannatrade. I found some who said they could get started but they ran into problems nobody could do the timing, and combind all three sections together classifieds, trades and auctions all on one site. This part the first 1 to 4 years cost me tons of money, some to not so honest business people. I just kept searching for the correct people to complete my ideas.<br /><br />I had a little set back at one point I had a heart attack this runs in my family so after by pass surgery I was back at getting this done so I could bring it to the puplic. I went through 6 or 7 web builders who of course said they could do the job (ha ha) I at one point had the site up and runnng but had a lot of errors, when they fixed one error it caused another group of errors, they never fixed the problem they started hidding and ran off without completing iwannatrade.com and over 20k. Then I found Toby ITS Solutions they built a complete new data base, I set up my own server and we were off but not without problems. We have worked out most everything but have had major set backs. Somethings out of our control a internet wide problem destroyed my site and I lost all my customer base. The good thing was my secure part of the site worked well we were able to protect all information so good I could not get the emails to let people know I needed them to rejoin. It pays to have a great secure site. I learned that somethings are out of our control.<br /><br />I now need more buyers and sellers. With ebay and craiglist fighting in court I feel it is my time. I have been offering my site- A One Of A Kind- to all the industry and a select few have jumped on the ban wagon. I want to see places from the teachers&nbsp;to walmart to taco bell and all the rest get together and work on a plan within each business to keep as many people working by a cut back across the board. </strong></p> <p><strong>An example:&nbsp;Teachers don't&nbsp;need crowded classrooms, more kids in every class do to layoffs they need to&nbsp;make the necessary cut in everyones pay including all employees. Do a percentage cut across the board so it is fair. </strong></p> <p><strong>Which is better? All&nbsp;the&nbsp;teachers working&nbsp;for less? or A select few working with crowded classrooms&nbsp; while other make nothing at all?</strong></p> <p><strong>Another example: Lenders should allow the renters who pay rent&nbsp;to stay in the repo's/bankowned properties this would keep the cash flow and create jobs for the real estate industry, agent could be paid a small fee for collecting rent and manage properties.</strong></p> <p><strong>I support the idea of all of us working on the idea of helping keep as many jobs as possible and it will take everybody to make this work. If&nbsp;the actors/hollywood&nbsp;&nbsp;make some cuts then the tickets to go to the movies should drop and people can afford them. That brings us back to the question:</strong></p> <p><strong>Which is better?&nbsp; Everybody going to the movies for less? She had never seen a serviceman in a military coffin <br />before. One by one those who loved him took a <br />last walk by the coffin. The teacher was the last one to bless the coffin.</span></em></strong><span style="text-decoration: underline;"> </span></p> <p style="text-align: left;"><strong><em><span style="text-decoration: underline;">As she stood there, one of the soldiers who acted as pallbearer came up to her. <br />"Were you Mark's math teacher?" he asked. She nodded: "yes." Then he said: <br />"Mark talked about you a lot."</span></em></strong></p> <p style="text-align: left;"><strong><em><span style="text-decoration: underline;">After the funeral, most of Mark's former classmates went together to a luncheon. <br />Mark's mother and father were there, obviously waiting to speak with his teacher. </span></em></strong></p> <p style="text-align: left;"><strong><em><span style="text-decoration: underline;">"We want to show you something," his father said, taking a wallet out of his <br />pocket "They found this on Mark when he was killed. We thought you might <br />recognize it."</span></em></strong><span style="text-decoration: underline;"> </span></p> <p style="text-align: left;"><strong><em><span style="text-decoration: underline;">Opening the billfold, he carefully removed two worn pieces of notebook paper that <br />had obviously been taped, folded and refolded many times. As the weather is getting much warmer and the days longer, I am getting more motivated to get more done around the house and yard.&nbsp;<br />&nbsp;<br />Inside so much seems to have accumulated over the winter.&nbsp; It's time to sort, trade, giveaway, or sell all the "treasures" that are sitting in the garage, stacked in a corner, cluttering the closets, or collecting dust in the attic and basement.&nbsp;<br />&nbsp;<br />Take it "One Room at a Time" - no sense in getting overwhelmed by the yearly chore ahead of you.&nbsp; Start by sorting through the drawers and closets.&nbsp; If it's not been used or worn in over a year and is not of extreme sentimental value to you, it really needs to go.&nbsp; As someone who likes auctions and yard sales, I look at it like this.&nbsp; If I get rid of what I don't need and use I can make room for all the new treasures I am going to find this summer - such a happy thought.<br />&nbsp;<br />What can you do with all these items that you have sorted through and just can't throw them away because they are still useable?&nbsp; I carried this tradition on with my family.&nbsp; I taught my daughter to crochet and my niece is now interested also.&nbsp;&nbsp;Craft supplies were always available at our house and creativity was encouraged.&nbsp; <br />&nbsp;<br />Encourage your children by keeping crayons, paints, drawing paper, and other craft supplies available and accessible.&nbsp; My favorite activity when my children were younger was to line my kitchen wall with newspaper rolls that were available from my mom's work.&nbsp; My children and their friends would spend a lot of time drawing on those papers.&nbsp; They couldn't seem to come into the kitchen without picking up a crayon and drawing.&nbsp; When the paper was full, we would just replace it with new sheets.&nbsp;I think the greatest&nbsp;thing&nbsp;now is the chalkboard paint.&nbsp; Purchase the craft kits for children such as woodworking, candle making, jewelry/beading, etc.&nbsp; These encourage them to&nbsp;explore all the different crafts to find&nbsp;what they enjoy.&nbsp; <br />&nbsp;<br />Not only is crafting a way of relaxing, but also it can be a source of extra income.&nbsp;
