      <description>&lt;p&gt;Hi Everyone,&lt;br /&gt;&lt;br /&gt;The Committee organizing the Heritage Farm Fest asked me to send out the notice pasted below. We also received some questions regarding the sponsorship of this Festival at Village Hall this week and I just wanted to clarify that the Village has received approximately $3,450 in donations, not including items for the raffle, for this event. &lt;br /&gt;&lt;br /&gt;If your home received storm damage please send an email to president@villageofcamptonhills.org to report you name, address, phone number, type of damage, cost of repair and the name of your insurance company. We have been in contact with the County and will be submitting a list of names and addresses that received damage. If the US government declares this area a disaster, there may be some grant money or low interest loans available for repairs. &lt;br /&gt;&lt;br /&gt;Chief Anderson and I met with Sheriff Perez and his staff this week to discuss the transition of policing from the County to the Village. Chief Anderson will be sworn in on September 15th and will spend 6 weeks hiring officers and building up the department with the goal of taking over on November 1st.       <description>&lt;p&gt;Hi Everyone,&lt;br /&gt;&lt;br /&gt;In my last message I forgot to request those of you who had storm damage due to the storm last month to contact the Village. As you can see from the article below, FEMA will be in the area today to evaluate damage from the storm and has requested homeowners with damage contact the Village Officials and report damage. &lt;br /&gt;&lt;br /&gt;If you have email and would like to report your damage, please send an email to president@villageofcamptonhills.org and provide your name, address, phone number and type of damage and estimated cost of repair, along with the name of the company that carries your homeowners insurance. &lt;br /&gt;&lt;br /&gt;If you know people who do not have email, but suffered storm damage, please help us get the word out and tell them to call Campton Hills Village Hall, 630-584-5700.&lt;br /&gt;&lt;br /&gt;The Village will do what they can to help our residents take advantage of any grants and/or low-interest loans that may become available.&lt;br /&gt;&lt;br /&gt;I received a comment from a reader last week clarifying that if you are using a dehumidifier you do not want the windows open because it pulls more moisture in the house.&amp;nbsp;One insurance adjusted told another resident that once they got the dehumidifier(s) going along with fans, to keep the basement windows and the door to the upstairs closed. The rest of the house could be open as long as the door to the basement is shut.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;Have a good day.&lt;br /&gt;&lt;br /&gt;Patsy Smith&lt;br /&gt;------------------------------------------------&lt;br /&gt;&lt;strong&gt;FEMA to view damage from storms&lt;/strong&gt;&lt;br /&gt;By Rob Olmstead | Daily Herald Staff&lt;br /&gt;&lt;br /&gt;Six teams of federal and state officials will fan out across storm-ravaged areas in Illinois Tuesday to begin the process of possibly having some counties declared federal disaster areas.&lt;br /&gt;&lt;br /&gt;Illinois already has declared the six counties around Chicago state disaster areas, which makes available state trucks and inmate work crews for cleanup should counties request them, said Patti Thompson, spokeswoman for the Illinois Emergency Management Agency. Some municipalities may be eligible for funding as well.&lt;br /&gt;&lt;br /&gt;The next steps include the assessment by IEMA and the Federal Emergency Management Agency on just how much damage there is. That begins Tuesday with the six teams, said Jean Baker, FEMA spokeswoman.&lt;br /&gt;Although the two agencies will be going out Tuesday, homeowners with damage should still make sure to report damage they have. In the suburbs, that usually means calling village officials and notifying them of the damage. The towns, in turn, report that to the county disaster agency, which reports it to the state, said Ibis Antongiorgi, spokeswoman for Cook County.&lt;br /&gt;&lt;br /&gt;Home and business owners &amp;quot;should make sure that they get on that list, so they do get assessed,&amp;quot; said Thompson.&lt;br /&gt;&lt;br /&gt;Thursday night, Winnebago and Stephenson counties were declared a federal disaster area for an unrelated, Aug. 7 flash flood those two counties suffered.       <description>&lt;p&gt;Hi Everyone,&lt;br /&gt;&lt;br /&gt;I hope you have all dried out from last week&amp;#39;s storm. For those of you who had water in your basements, here are some pointers we received at Village Hall this week:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Remove any water from floors so they won&amp;#39;t warp. &lt;br /&gt;Wash walls and floors with a disinfectant to prevent mold and mildew.&lt;br /&gt;Remove wet&amp;nbsp; drywall; up to at least two feet above the high water mark. &lt;br /&gt;Leave your doors, windows and cupboards open. &lt;br /&gt;To avoid dry rot, allow at least six months to pass before relaying floor coverings. &lt;br /&gt;Use a dehumidifier wherever carpets or furnishings have absorbed water. &lt;br /&gt;Consider throwing out wet carpeting to avoid mold problems.&lt;br /&gt;Drying can take months, so don&amp;#39;t redecorate immediately.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;If you are new to the area, you might want to purchase a battery back for your sump pump (i.e. Ace-In-The-Hole, Watch Dog) and consider purchasing a small generator just in case the electricity is off for an extended period of time. I also want to mention that Waso Lawn and Power off Old LaFox Road, just north of the bike path, is a good source for generators if you ever need one in an emergency.&lt;br /&gt;&lt;br /&gt;The Village will be exploring the feasibility of an emergency warning system. For those of you in Campton Township that have downed trees or branches from the storm, contact the Campton Township Highway Department to arrange pick up (630-365-9300). &lt;br /&gt;&lt;br /&gt;Tomorrow is Saturday and that means it is time for another Farmers Market in the Campton Square Shopping Center from 8A.M. to 1P.M. If you haven&amp;#39;t had a chance to taste the fresh sweet corn, you don&amp;#39;t know what you are missing. Below please see the Regular Meeting Schedule for the Village Board and the Plan Commission/Zoning Commission. Tonight the Plan Commission will begin at 7:00pm at the Campton Township Community Center, Old LaFox Road.       <title>CAMPTON HILLS UPDATE BY PATSY SMITH 8-19-2007</title>
      <description>&lt;p&gt;Hi Everyone,&lt;br /&gt;&lt;br /&gt;I just wanted to let you know that we received the Certified Census numbers Friday based upon the 2000 Census for the Village of Campton Hills. The Official Census numbers show that we have a population of 10,504 residing in 3,225 households. Our records last winter showed that 818 building permits had been issued since 2000 and with the average household consisting of 3.26 people, that puts our true population closer to 13,171.&amp;nbsp;The state will use the 10,504 number to base our shared revenue payments on and the Village is scheduled to start receiving payments next month. We are still waiting for the quote from the Census Bureau for the cost of a Special Census to count those who moved into the area since 2000. I would like to publicly thank Trustee Cappell for his help in filing the paperwork and for preparing the reports necessary to have our population certified.&lt;br /&gt;&lt;br /&gt;One of the more interesting rumors I heard this week was that someone who was attempting to persuade people to sign a disconnection petition said that no developers were involved in the effort to oppose the incorporation; that the incorporators were misleading the public by trying to connect developers to the opposition effort. &lt;br /&gt;&lt;br /&gt;For those of you who like to see proof for yourself, please log onto the links below so you can see that the campaign disclosure statements speak for themselves. You can determine from looking at both links that B&amp;amp;B Enterprises donated $31,096.55 to oppose the Campton Hills incorporation. $1,270 was donated directly to the Concerned Citizens Against Incorporation Political Action Committee and $30,000 was donated to Citizens for Lower Taxes. ($173.45 of the $30,000 contribution remains with the Citizens for Lower Taxes). There was not a D-1 Statement of Organization filed indicating Citizens for Lower Taxes was a Political Action Committee or who their leadership was. Note that Citizens for Lower Taxes has the same address listed as B&amp;amp;B Enterprises. Also, look to the left of Citizens for Lower Taxes and you will see that under the xxxx-out area you can read Oppose Campton Incorporation. That Political Action Committee was the one B&amp;amp;B Enterprises formed on 3-28-07. By pulling up the D-1 Statement of Organization Form, Document number &amp;quot;OC1040407.pdf,&amp;quot; from the Kane County Election Website, you&amp;#39;ll see that Pat Griffin is listed as Chairman and Charlie Blood is listed as Treasurer. Or if you would rather, please call, 630-584-5700. Many of the rumors we have heard are flat out untrue and we would like the opportunity to discuss your fears and concerns before you spend thousands of dollars to hire an attorney to Opt-Out because you think there will be a municipal tax now that we are incorporated.&lt;br /&gt;&lt;br /&gt;I&amp;#39;ll say this one more time... &lt;strong&gt;THERE WILL NOT BE AN INCREASE TO YOUR TAXES BECAUSE OF THE VILLAGE OF CAMPTON HILLS!&lt;/strong&gt; The Village does not have the right of taxation. All new Villages &lt;strong&gt;must go to referendum&lt;/strong&gt; before there would be a municipal tax.       <title>St. Charles - Where did the name come from?</title>
      <description>&lt;p&gt;Today at church, St. Pat&amp;#39;s, I was reading the bulletin prior to mass and the name St. Pat &amp;amp; St. Charles crossed my vision path at the same time.&amp;nbsp; It made we wonder - I know very little about what the city I live in was named after.&amp;nbsp; I assumed it must be St. Charles which I knew nothing about.&lt;/p&gt;&lt;p&gt;&amp;nbsp;I&amp;#39;m at home now and started doing some research.&amp;nbsp; To my surprise it doesn&amp;#39;t seem like the name has anything to do with a Saint Charles.&lt;br /&gt;&lt;br /&gt;From the St. Charles Heritage Center Website ( &lt;a href=&quot;http://www.stcmuseum.org/historic7.html&quot;&gt;http://www.stcmuseum.org/historic7.html&lt;/a&gt; )&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; During&amp;nbsp;late 1830s, it was discovered that there was another Charleston in downstate Illinois. Anderson has been named Chief of Police for the Village of Campton Hills.&amp;nbsp; He was selected after an executive search was conducted and a review process was completed including interviews with an oral review board and then the Village Board and President.&lt;br /&gt;&lt;br /&gt;Gregory J. According to the Twin Garden Farm&amp;#39;s website, Mirai&amp;reg; is so tender that it requires hand picking. Commercial sweet corn growers in the US harvest with machines making Mirai&amp;reg; seed hard to market in the US. The seed was introduced to Japan because they have small farms where much of the work is still done by hand. The Japanese named it Mirai&amp;reg; meaning the &amp;quot;future is coming&amp;quot; and &amp;quot;taste&amp;quot;. Today, Mirai&amp;reg; accounts for about 30% of the Japanese sweet corn market.This corn will last 7 - 10 days in the refrigerator with the husks left on. Below are some tips on how to prepare Mirai&amp;reg; corn:&lt;br /&gt;&lt;br /&gt;BOILING&lt;br /&gt;Remove husk and silk: place in boiling water to cover amount of corn; boil 2-1/2 - 3 minutes only.&lt;br /&gt;&lt;br /&gt;MICROWAVING&lt;br /&gt;Remove husk and silk and rinse with water; lightly wrap or cover ear(s) with paper towel or napkin; cook at full power for 2 minutes per ear. It is advised that you turn the corn over once - half way through the cook time for uniform cooking.&lt;br /&gt;&lt;br /&gt;GRILLING&lt;br /&gt;Soak ears in cold water for one hour; tear of any long flag leaves and remove tip silk that is exposed beyond the husk; place ears single high on hot grill; rotate ears 1/4 turn often until husk is blackened and kernels are darker yellow; presoaking the corn will help steam the corn for excellent flavor.&lt;br /&gt;&lt;br /&gt;FREEZING&lt;br /&gt;Remove husk and silk; blanch corn by placing corn in boiling water for 2 minutes; remove from pot; cut kernels from cob; cool quickly; package in freezer bags in desired amounts; place in freezer.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;WHERE CAN YOU BUY MIRAI&amp;reg; CORN?&lt;/strong&gt;&amp;nbsp; &lt;strong&gt;The Campton HIlls&amp;#39; Farmers&amp;#39; Market every Saturday, Campton Square Shopping Center, 8:00 A.M. - 1:00 P.M.&amp;nbsp;&amp;nbsp; &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Hope to see you next Saturday.       <title>Campton Hills Update by Patsy Smith  7-25-2007</title>
      <description>&lt;p&gt;&amp;nbsp;Hi Everyone,&lt;br /&gt;&lt;br /&gt;We have had several comments and questions at Village Hall this summer regarding roads repairs. I contacted Campton Township Highway Commissioner, Sam Gallucci, and requested him to explain the purpose of the sealant he uses and why roads are left with gravel exposed for several weeks before asphalt is applied. His comments are pasted below.&lt;br /&gt;&lt;br /&gt;Patsy Smith&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The Campton Township Highway District uses a proven product called GSB-88 that seals the roadway and fills the cracks that exist on the road.&lt;br /&gt;&lt;br /&gt;GSB-88, or asphalt slurry is an emulsified rejuvenator seal coat that is specifically formulated for country roads, which is used to seal the existing surface of township and county roads.&lt;br /&gt;&lt;br /&gt;GSB-88 was first used by the Colorado State Department of Transportation several years ago, and has been working its way eastward to Illinois and states east of us.&lt;br /&gt;&lt;br /&gt;State highway departments, township highway districts, city and village street departments, and county highway departments not only in Illinois, but also in 42 other states now extensively use GSB-88 as well.&lt;br /&gt;&lt;br /&gt;After the slurry is applied, the Highway District will return and fill in the larger cracks with a liquefied asphalt sealant.&amp;nbsp; Highway crewman will fill cracks that are larger than 1/4 inch.&lt;br /&gt;&lt;br /&gt;The liquefied sealant adheres to the GSB-88 that is already present in the cracks, and forms a watertight seal that prevents water, snow and salt from entering the cracks.&lt;br /&gt;&lt;br /&gt;As vehicles continue to use the roadways that were slurred, the very top layer of GSB-88 will wear away, but the cracks below the surface will continue to be filled and sealed, which is the purpose of this product.&lt;br /&gt;&lt;br /&gt;The wear on the surface does not affect the filled in cracks below the surface.&lt;br /&gt;&lt;br /&gt;Using GSB-88 will extend the life of roadways 2 to 4 years and is only 1/10 the cost of overlaying a road with 2&amp;quot; of asphalt.&lt;br /&gt;--------------------------------------------------------------&lt;br /&gt;&lt;br /&gt;When the Campton Township Highway District repairs a roadway by removing the surface layer, digging down to the base and rebuilding the base and sub-surface, the remaining area is covered with 1&amp;quot; rock and gravel.&lt;br /&gt;&lt;br /&gt;That surface rock must be allowed to settle downward for a period of 3-5 weeks.&amp;nbsp; During that time, there is no asphalt applied and only rock and gravel at the repair site.&lt;br /&gt;&lt;br /&gt;As rain hits repaired areas, the rock and gravel will settle downward anywhere from 2&amp;quot; to 12&amp;quot;.&amp;nbsp; The Highway District will return during those 3-5 weeks and refill the area with additional rock and gravel bringing it back to it&amp;#39;s correct height.&lt;br /&gt;&lt;br /&gt;If the repaired area is not allowed to settle, and asphalt is immediately laid over the unsettled rock and gravel, within 2 to 3 months, the area will &amp;#39;sag&amp;#39; downward and the street will have a low spot that drops several inches below the rest of the road.&lt;br /&gt;&lt;br /&gt;The same process is applied to driveways where the Highway District has replaced a culvert.&amp;nbsp; The area over the culvert in a driveway must be allowed to settle before a final layer of asphalt is applied otherwise that area will settle downward several inches and the driveway will have a &amp;#39;dip&amp;#39; in it over the culvert.&lt;br /&gt;&lt;br /&gt;If any motorist drives over a &amp;#39;low&amp;#39; spot on any roadway they are traveling, that &amp;#39;low&amp;#39; spot is the result of not allowing the repairs to settle properly and asphalt being laid too quickly over a newly repaired area.&lt;em&gt;&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;The preceeding information is a regular update from Patsy Smith, the Village of Campton Hills President.&amp;nbsp; I will continue to posts these regular updates as long as I feel its helpful to local residents.&lt;/p&gt;&lt;p&gt;&lt;br /&gt;Tom Rasmussen, Broker&lt;br /&gt;The Rasmussen Team - RE/MAX Great American North&lt;br /&gt;630-430-4271&lt;br /&gt;&lt;a href=&quot;http://www.therasmussenteam.com/&quot;&gt;http://www.therasmussenteam.com/&lt;/a&gt;&lt;br /&gt;&lt;a href=&quot;mailto:tom@TheRasmussenTeam.com&quot;&gt;tom@TheRasmussenTeam.com&lt;/a&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;</description>

      <description>&lt;p&gt;Hi Everyone,&lt;br /&gt;&lt;br /&gt;It was another busy week at Village Hall.&amp;nbsp; Before I get into this week&amp;#39;s news, I just wanted to remind everyone that if you no longer desire to get these Update messages, all you have to do is email me and request your name be deleted from the list. &lt;br /&gt;&lt;br /&gt;On Tuesday the Village trustees approved the Appropriation Budget, approved the report to submit to the Illinois Department of Transportation to start the collection of Motor Fuel Tax money, approved an Intergovernmental Agreement with the IL State Police to perform background checks on behalf of the Village, adopted an ordinance establishing standards for the construction of utility facilities on the public rights-of-way&amp;nbsp; (e.g., AT&amp;amp;T, Comcast). The appropriation budget is required by law to be completed by the end of July for expenditures the Village expects to make in the future. We estimated these expenses and then added a 20% contingency just to be safe. Friday we started the process of moving offices. The phone lines and DSL service were transferred to our new office, 40W115 Campton Crossing Dr., Unit B and the phone number will stay the same (630-584-5700).&amp;nbsp; If you aren&amp;#39;t doing anything Saturday after 1:00pm and would like to help us move desks and file cabinets, drop by.&amp;nbsp; The new Village Hall is just across the parking lot from our temporary Village Hall and right behind the location of the Farmers&amp;#39; Market area.&lt;br /&gt;&lt;br /&gt;Speaking of the Farmers&amp;#39; Market, Farmer Ted told me today he would have sweet corn, tomatoes, peaches and blueberries tomorrow. The Saturday market will run between &lt;strong&gt;8:00am and 1:00pm.&lt;/strong&gt; I heard last week the farmers&amp;#39; produce was gone by 11:00am. I&amp;#39;m sure the vendors will be better prepared this week, so please stop by and support our local farmers.&lt;br /&gt;&lt;br /&gt;One resident this week who called Village Hall was upset that he couldn&amp;#39;t chose his own garbage disposal provider. The Village has nothing to do with waste disposal. The Campton Township Solid Waste and Disposal District is a separate taxing district and started because there were so many different providers covering Campton Township. With so many different companies providing service, there were too many different garbage trucks on our local roads and those heavy garbage trucks caused deterioration of the roads sooner than expected. By forming the solid waste district, the residents were able to get discounted service because routes were coordinated for efficiency and our roads last longer to boot. If you&amp;#39;d like to learn more about the district&amp;#39;s contract with Waste Management or recycling, attend one of their monthly meetings on the 4th Monday of each month at the Campton Township Community Center - 7:30pm, &lt;u&gt;www.ctswd.com&lt;/u&gt;, or attend the National Night Out under the water tower in Wasco on Tuesday, August 7, 2007 where they will have a booth. Walter, Elburn Herald&lt;br /&gt;&lt;br /&gt;Newly seated Sugar Grove village trustee Melisa Taylor is learning her way around the inner workings of municipal government, with help from fellow trustees and village staff.&lt;br /&gt;&lt;br /&gt;&amp;quot;I&amp;#39;m learning a lot,&amp;quot; she said, of her experience since being elected to her first term in April. &amp;quot;The other trustees have been there and the village administration has been great.&amp;quot;&lt;br /&gt;&lt;br /&gt;While Taylor said she has not received any formal training on being a local governmental official, she meets on a weekly basis with Sugar Grove Village Administrator Brent Eichelberger to prepare for Village Board meetings and discuss issues that are coming up. She planned on attending an Illinois Municipal League training seminar for public officials in June.&lt;br /&gt;&lt;br /&gt;Taylor is not alone in learning the ropes of local government, as a number of new public officials have taken seats on municipal boards in recent months. Members of the Kaneville and Campton Hills village boards have begun learning how villages operate since their municipalities&amp;#39; incorporations in December 2006 and in May, respectively.&lt;br /&gt;&lt;br /&gt;Village officials have a variety of laws and procedures to keep in mind while conducting public business. Campton Hills village attorney William Braithwaite, of Hoffman Estates-based Arnstein &amp;amp; Lehr LLP, presented many of the issues facing public officials during a May 17 training session for the members appointed to the Campton Hills Village Board. Other local officials discussed points of conducting public business.&lt;br /&gt;&lt;br /&gt;&amp;quot;Almost every village official has been a new trustee or president at one point or another,&amp;quot; Braithwaite said of the reason for the training.&lt;br /&gt;&lt;br /&gt;Although Campton Hills and Kaneville village officials were trained by their village attorneys, Elburn village attorney Bob Britz said officials in established municipalities usually receive their training from the administrator or manager.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Public officials and their duties&lt;br /&gt;&lt;/strong&gt;Every municipal board-from a township board to a village board to a city council-has four positions that make the decisions that operate the municipality. Those positions are president or mayor, clerk, treasurer and trustee or alderman. Braithwaite explained the duties and obligations of each position.&lt;br /&gt;&lt;br /&gt;A township board president, village president or city&amp;#39;s mayor is the municipality&amp;#39;s chief executive officer and liquor-control commissioner, Braithwaite said. The executive officer is ultimately responsible for all appointed officials, whether it be police chief, administrator/manager, clerk or any other position.&lt;br /&gt;An executive officer generally serves as chairman during board meetings and usually does not vote, Braithwaite said. The only exceptions to the voting rule are if a tie-breaking vote is needed or if the board is considering an annexation and requires a two-thirds vote, he said.&lt;br /&gt;&lt;br /&gt;The president or mayor has the authority to veto resolutions and ordinances passed by the municipal board, Braithwaite said. Village trustees have the power to override a veto by a supermajority vote, he said.&lt;br /&gt;&lt;br /&gt;The position of clerk is responsible for taking minutes of all public meetings, both open and closed sessions. The clerk also is the keeper of the corporate seal and certifies ordinances and resolutions approved by municipal officials. He or she also must prepare documentation for municipal elections.&lt;br /&gt;&lt;br /&gt;Every municipality is required to appoint a treasurer, who is responsible for the entity&amp;#39;s money, Braithwaite said. A treasurer must be bonded, in accordance with state law. Generally, the treasurer is one of two people who must sign checks issued by the village.&lt;br /&gt;&lt;br /&gt;Trustees and aldermen serve as the municipal legislative body, Braithwaite said.&lt;br /&gt;&amp;quot;You are the legislative, policy-making body of the village,&amp;quot; he told the appointed members of the Campton Hills Village Board.&lt;br /&gt;&lt;br /&gt;The board or council is responsible for passing ordinances and resolutions, including a budget-or appropriations ordinance-and tax levies.&lt;br /&gt;&lt;br /&gt;Trustees and aldermen are required to give advice and consent on any appointments proposed by the president or mayor, Braithwaite said.&lt;br /&gt;The local legislators have the ability to propose amendments to resolutions, ordinances and municipal code.&lt;br /&gt;&lt;br /&gt;Part of the legislative process allows trustees or aldermen to ask for an item on a given agenda to be reconsidered at that meeting or the following meeting. &lt;br /&gt;&lt;br /&gt;Braithwaite said such a move is designed to allow boards to vote again on that item, even if it is to confirm an earlier decision.&lt;br /&gt;&lt;br /&gt;The legislative body has the ability to approve a number of items on which they agree to pass as part of an omnibus vote or consent agenda, Braithwaite said. If all members of the board do not agree to pass an omnibus agenda, each item must be taken individually.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Public meetings vs. open meetings&lt;br /&gt;&lt;/strong&gt;Private citizens sometimes do not know the difference between public meetings, public hearings and open meetings, Elburn Village President Jim Willey said.&lt;br /&gt;&amp;quot;Sometimes it&amp;#39;s misunderstood,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;In essence, every meeting conducted by a public body is a public meeting, Britz said. But, not every public meeting is open to the public, both Willey and Britz said.&lt;br /&gt;&lt;br /&gt;In order for a meeting to qualify as a public meeting, a majority of a quorum must be present Braithwaite said. A majority is 50 percent of the public board and a quorum is the equivalent of 50 percent plus one, he said. That means that for a municipal board consisting of seven members, a majority of a quorum is three officials.&lt;br /&gt;&lt;br /&gt;Because of that, Braithwaite said village officials need to be careful about gathering together with too many fellow board members and avoiding discussion of public business if more than two members gather in the same place at the same time. If more than two meet and public business is discussed without notifying the press, it constitutes a violation of the Illinois Open Meetings Act.&lt;br /&gt;Those limitations also apply to e-mails, faxes and phone conversations, Braithwaite said. If a trustee or alderman were to forward an e-mail to more than one fellow board member, it would be considered a public meeting.&lt;br /&gt;When it comes to public meetings, Illinois state statutes say that a municipal board is not required to allow residents to speak at public meetings, but residents must get their say at public hearings, Britz said.&lt;br /&gt;&lt;br /&gt;&amp;quot;The only time they (municipal officials) have to allow the public to participate is a public hearing,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;Public hearings are held for issues such as zoning and truth in taxation, Britz said.&lt;br /&gt;&lt;br /&gt;Municipal officials must be careful about how they conduct public hearings, said Elburn village trustee Bill Grabarek, an attorney by trade.&lt;br /&gt;&amp;quot;Under case law, there&amp;#39;s an issue with cutting people off. You can&amp;#39;t cut people off during a public hearing,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;That rule stems from a court ruling in a lawsuit filed by Klaeren Inc. against the village of Lisle, Ill., after the village&amp;#39;s Plan Commission gave a petitioner a lot of leeway in presenting his case for rezoning, then placed strict limitations on public comment and rejecting the petition, Braithwaite said.&lt;br /&gt;&lt;br /&gt;Most municipal boards do allow residents the opportunity to air concerns during public meetings, Willey said.&lt;br /&gt;&lt;br /&gt;&amp;quot;It&amp;#39;s up to the board whether to apply that,&amp;quot; he said. &amp;quot;We try to be flexible and accommodating.&amp;quot;&lt;br /&gt;&lt;br /&gt;Municipal boards have the ability to close meetings for a list of specific reasons, Braithwaite said. Under state statutes, a board may close a meeting to discuss the sale, lease or purchase of real estate, pending litigation, personnel issues and approval of closed-session minutes.&lt;br /&gt;&lt;br /&gt;Braithwaite said a public body cannot simply call a closed meeting.&lt;br /&gt;&amp;quot;To have a closed meeting, you must call an open meeting first,&amp;quot; he said.&lt;br /&gt;Special meetings can be called with notice being posted a minimum of 48 hours in advance of the meeting, Braithwaite said. The meeting must be posted at the place of meeting or via a website and be sent to the press. The posting also must include an agenda.&lt;br /&gt;&lt;br /&gt;All meetings, both open and closed, must be recorded either on audio tape or videotape, Braithwaite said.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Ordinances, resolutions, etc.&lt;br /&gt;&lt;/strong&gt;Official documents passed by a municipal board or council that formalize policy are either ordinances or resolutions. Britz said the main difference between the two is that an ordinance generally covers long-lasting policies, whereas a public body may pass a resolution to make a one-time purchase.&lt;br /&gt;&lt;br /&gt;&amp;quot;Ordinances are the local equivalent of (state) statutes,&amp;quot; he said.&lt;br /&gt;&lt;br /&gt;Most ordinances can be passed with a simple majority of votes, where as ordinances dealing with annexation, for example, require a supermajority, Britz said.&lt;br /&gt;&lt;br /&gt;All ordinances and resolutions, once they are adopted, become part of the municipal code 10 days after official publication, Braithwaite said. There is an exemption for emergency action, under which the panel could enact an ordinance or resolution immediately, he said.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Freedom of Information Act&lt;br /&gt;&lt;/strong&gt;Most documentation generated by a public entity becomes a public document and therefore subject to the Illinois Freedom of Information Act (FOIA).&lt;br /&gt;&lt;br /&gt;Public documents include correspondence between public officials, final reports and minutes that the municipal board has approved. Documents that are exempt from FOIA include records that related to personnel private, police enforcement and legal proceedings, according to Braithwaite. Preliminary drafts of any document are not public documents, unless referred to by a public official during a public meeting, he said.&lt;br /&gt;&lt;br /&gt;Under FIOA, a public body must make public documents available upon request within seven business days, unless it can prove that providing that document is a hardship because the records are difficult to locate, are stored offsite, require an extensive search or require consultation with another public body, Braithwaite said.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Legal issues&lt;br /&gt;&lt;/strong&gt;Public officials sometimes may find themselves in difficult positions, whether it be through the legislative process or because of business dealings.&lt;br /&gt;&lt;br /&gt;Braithwaite said members of a municipal board must avoid anything in which they may be called to vote upon, if they have any interest. One example is where a village considered purchasing a product from a business owned by one of the board&amp;#39;s trustees. In that case, the trustee had a conflict of interest, Braithwaite said.&lt;br /&gt;&lt;br /&gt;For the most part, village officials are exempt from libel and slander, Braithwaite said. Libel is where a person writes a false accusation against a specific person; slander is when that accusation is spoken. There have been cases where even statements from an audience member have been protected against slander, Braithwaite said, but added that may not hold up in every case.&lt;br /&gt;&lt;br /&gt;When it comes to confidentiality, public officials have to be very cautious. They can communicate with the municipal attorney, but cannot discuss the issues with any private citizen, not even their families.&lt;br /&gt;&lt;br /&gt;&amp;quot;Privilege is lost if confidential information is revealed to a third party,&amp;quot; Braithwaite said.&lt;br /&gt;&lt;br /&gt;But, any discussion among board members is not confidential, he said.&lt;br /&gt;Municipalities also may be protected from lawsuits under most conditions. Braithwaite said the main reason a municipality may not be protected is if anyone elected, appointed or hired by the board knows of a potentially dangerous situation and does nothing to correct it.&lt;br /&gt;&lt;br /&gt;&amp;quot;Tort immunity ... protects governments from lawsuits, except when its actions are willful and wanton.       <description>&lt;p&gt;Hi Everyone,&lt;/p&gt;&lt;p&gt;This week at Village Hall, we have been busy working on various Intergovernmental Agreements with the County and Campton Township Highway Commissioner. The finance committee met last night and will be presenting their appropriation budget to the Board at the next Board meeting Tuesday night, 7:30P.M., Campton Township Community Center, Old LaFox Road. We have also been busy working out the details of an employment offer for the Police Chief candidate.&lt;/p&gt;&lt;p&gt;Our second Farmers&amp;#39; Market will be held tomorrow (Saturday) from 8:00A.M. - 1:00P.M. in the Campton Square parking lot. Campton Square is located on the Southeast corner of LaFox/Burlington Roads and Route 64. I know my family enjoyed the meat, vegetables, fruit and flowers I bought last week. There is nothing better than farm fresh food!&lt;/p&gt;&lt;p&gt;The rumors about the Village continue and seem to snowball in some neighborhoods. Please help us to clarify a few things when you hear a rumor:&lt;/p&gt;&lt;p&gt;o Your Fire Protection District stays the same and the Village does not pay for this service. The fire districts are separate taxing bodies and the village has no involvement in their management.&lt;/p&gt;&lt;p&gt;o We are working out the details of a contract for maintenance of Village roads with the Campton Township Highway District. The Village will not be purchasing equipment or building a $5 million (or one of any value) garage!&lt;/p&gt;&lt;p&gt;o The Village DOES NOT have the right to levy a tax! Because of the Tax Cap laws, a referendum would have to be passed by the voters before there would ever be a municipal tax.&lt;/p&gt;&lt;p&gt;o And.... I haven&amp;#39;t resigned as Village President. &lt;/p&gt;&lt;p&gt;Please contact the Village at 630-584-5700 for more information about the above rumors and help us set the record straight. Refreshments will be served.&lt;/p&gt;&lt;p&gt;Illinois Photo Radar Starts in July!!&lt;/p&gt;&lt;p&gt;Illinois will begin using photo radar in freeway work zones in July. Beginning in July the State of Illinois will use speed cameras in areas designated as &amp;quot;Work Zones&amp;quot; on major freeways. Anyone caught by these devices will be mailed a $375 ticket for the FIRST offense, but he SECOND offense will cost $1000.00 and comes with a 90-Day suspension. Drivers will also receive demerit points against their license, which allows insurance companies to raise their rates. This represents the harshest penalty structure yet for a city or state using PHOTO enforcements. The State will begin with TWO camera vans issuing tickets in work zones with speed limits lowered to 45 MPH.       <description>&lt;p&gt;The following is the current stats for the Fox Mill Subdivision in St. Charles, IL.&amp;nbsp; Upon reviewing the data in this graph I noticed the really long market time for the homes over $900,000.&amp;nbsp; I presumed this was caused by new construction homes which are in that price range.&amp;nbsp; My assumption was right.&amp;nbsp; Below I plotted the same data without the new construction homes.&amp;nbsp;
