The Guns vs Hoses is a fundraiser for the Oxnard and Port Hueneme Boys and Girls Clubs. Guns vs Hoses is a boxing match between the Ventura County Deputy Sheriff's Association ("Guns") and Ventura County Professional Firefighters Association ("Hoses") in an effort to raise money to benefit the Boys and Girls Clubs of Oxnard and Port Hueneme. Doors at the Oceanside Pavilion (575 E Surfside Dr, Port Hueneme) will open this Saturday, December 5, 2009, at 5pm, with the first round beginning at 6pm. There will be a total of 10 matches that consist of three one-minute rounds each between a "Gun" and a "Hose".

Tickets are $20 for general admission, $50 for reserved seating and $100 for VIP. The 42nd Annual Great Auction fundraiser for the Boys and Girls Club of Ventura will be held at the Marriott Ventura Beach on Saturday, November 21, 2009 at 4:30pm. The theme of this year's fundraiser is "Step Up for Kids - Our Stars of Tomorrow". Attendees will be able to participate in live and silent auctions of great items that have been graciously donated by some great companies. All proceeds from the fundraiser will benefit the five Boys and Girls Clubs in Ventura, Saticoy and Oak View. You can reserve an individual seat for $150 each or get a whole table for $125 per seat. California's Buyer's Choice Act

California's Buyer's Choice Act (Assembly Bill 957) was signed into law by Governor Arnold Schwarzenegger on October 12, 2009. The Buyer's Choice Act prohibits the seller of a property acquired through foreclosure to require a buyer to purchase title and escrow services from a company of the seller's choice as a condition to receive offers or sell the property. That doesn't mean that the buyer can't accept the seller's recommendations for a company for their title and escrow. The seller just can't make it a required for the sale. This new law only applies to residential properties that are improved by four or less units.

Penalties for violating California's Buyer's Choice Act are that the seller is liable to the buyer for three times the amount of all charges made for the title insurance and/or escrow services. In addition, the seller will be considered to have violated their licensing law. However, a sale cannot be set aside solely because this law has been violated. California's Buyer's Choice Act will remain in effect until January 1, 2015, unless it is extended by the Legislature.

Why was California's Buyer's Choice Act put into place? The government felt that the troubled real estate market created a situation where the majority of homes available for resale were in the hands of the foreclosing lenders, which created a high potential for unfairness and abuse by sellers on foreclosed homes.

Loan Modification Gets a Modification in California

Loan modification gets a modification in California. Governor Arnold Schwarzenegger signed Senate Bill 94 on October 11, 2009 that prohibits anyone from charging an advance fee for any loan modification or loan forebearance services in California. This includes licensed real estate agents and lawyers. What does this mean for the consumer? If anyone, and that means ANYONE, is trying to get money up front from you when you try to modify your loan, they are doing so illegally. If you entered into an agreement with a California-based loan modification company who demanded an advanced fee before October 11, 2009, this law does not apply to you. However, if you entered into an agreement with a loan modification company in California after October 11, 2009 and had to pay an advance fee, the company is required by law to fully refund the fee.

Ventura County Embraces Green Collar Jobs

You've heard of blue-collar and white-collar jobs. Well, Ventura County is embracing green-collar jobs. With the Governor's Global Climate Summit concluding today in Los Angeles, talk of how to help the economy and the planet at the same time is on everyone's lips. Ventura County is trying to work with neighboring Santa Barbara and San Luis Obispo Counties to create a Green Coast Innovation Zone in an effort to both expand and create "green" jobs. This is a big undertaking, but one well worth the efforts. It depends on the cooperation of businesses, government agencies, schools, military and even non-profit organizations to join forces in fostering a green economy and environment. Thanks in large part to the many universities, military establishments and large agricultural industry, the Ventura County community and the surrounding areas are in a fantastic position to make this a reality.

Creating a sustainable Ventura County is the goal of Compact. Compact is made up of various Ventura County governments and 10 cities, all of which have voluntarily agreed to work towards keeping Ventura County a great place to live.

Ventura County has worked hard in the past to keep a balance between growth and protecting its open spaces and agricultural community. Compact believes the best way to balance the economy, the environment and growth is to find solutions through grassroots efforts. Compact will be hosting meetings throughout the county to ask what issues are important to the people of Ventura County and what solutions they think will work. Some of the questions which will be addressed are present and future economy issues, housing costs, growth issues such as transportation and traffic congestion and environmental issues.

Ventura Real Estate Market Update

It is time for an update on the real estate market in Ventura. I am happy to report that the Ventura real estate market is improving. But before I give you that information, let me tell you what is happening on a national and statewide level.

Nationally, homes sale prices are up by 2 1/2%.

Standard and Poors reports that 14 of the 20 major market areas have seen sale prices increased.
Case-Shiller reports price increases for the first time in three years.
Case-Shiller also reported that, nationally, prices are reversing from the downward trend and that the real estate market has fully turned the corner.
The NATIONAL ASSOCIATION OF REALTORS® (NAR) reports that resale home sales have risen for the past four consecutive months.
The U.S. Department of Commerce reported that new home sales were also up, increasing by the largest percentage in eight years.

Statewide, the California Association of Realtors® reports that the California real estate market has not seen this much activity since December 2000.

Home sales have been on a steady increase since late 2008.
June sales were up by 20.1% over the same period last year.
New home sales were up by 11%.

Ventura County sales and median sales prices are also on an upswing.

The California Association of Realtors® (CAR) report shows the number of resale homes sold in Ventura County is up by 14.8% from a year ago.
CAR also reported that the median sales price increased by 6.8%.

A good indicator of the strength of the real estate market is the average number of days a home is on the market before it sells. Homes in Ventura County with prices under $600,000 are selling on an average in less than 90 days! Homes in the $700,000 - $800,000 range are taking slightly longer. Homes over $800,000 and up to $3,000,000 range are averaging 6 months to over 13 months to sell.

Normally, 90 days on the market would indicate that the Ventura real estate market has moved into to a sellers market. The truth is we are not quite there yet. Foreclosures are still affecting the market. But, sellers are in a much more favorable position than they were just a few months ago. One final caveat regarding days on market. The average days a home is on the market is strongly influenced by location, condition and pricing.

Buyers, time is running out! You need to take advantage of the current market conditions because they will not be there for long.

If you have been waiting for the bottom of the market, it has come and gone; today's affordable pricing is already changing.
The historic low interest rate of 4.75% is gone as well. However, interest rates are still low (5.2%), but for how long is anyone's guess.
The California Home Buyers Tax Credit has already used all of its allocated funds and is no longer available.
The Federal First-Time Home Buyers Tax Credit program will be ending soon (escrow must be closed by November 30, 2009).
The inventory of homes is shrinking. So, the choices you had a few months ago have also passed you by.

Ventura County Public Fireworks Shows

Fireworks are illegal in most areas of Ventura County. However, several cities in Ventura County will be hosting public firework displays for this year's 4th of July celebrations.

Public Fireworks Shows:

* Camarillo -July 4th Fireworks Spectacular and Fun Day

Camarillo High School's football stadium (4660 Mission Oaks Blvd). Gates open at 4 p.m.
Fireworks show begins at 9:00 pm. Admission: $2 per person, children 5 and under are FREE. Pre-sale tickets may be purchased at City Hall, Pleasant Valley Receation and Park District Office and will be sold at the High School on Saturday. Free Parking: Camarillo High School, the Metrolink Station (Ventura Blvd & Lewis Rd) and Semtech (200 Flynn Rd). Shuttle service is available at the Metrolink and Semtech sites beginning at 4 p.m. until appproximately one hour after the show. Admission includes: live entertainment. * Oxnard - Fireworks By The Sea

Channel Islands Harbor. Hours: 8:00 am - 10:00 pm. Parade: 11:00 am. Parade route begins at the Harbor Landing Center and ends just past the Whale's Tail Restaurant. Fireworks show begins at 9:00 pm. Festivities include: parade, live entertainment, exhibits, children's activities, arts, crafts and food booths.

* City of Ventura - Ventura Independence Day Celebration

Ventura College Athletic Field (4667 Telegraph Road). Gates open at 5:00 pm. Fireworks show begins at 9:00 pm. Admission: $8 for adults, $6 for children, children under 3 are FREE. Family Package is $35. Tickets will be sold at the gates. Pre-sale tickets are also available and are sold at a $2 discount. The Family Package will be discounted $10. Admission includes, games, music, and food booths.

7 Things to Know Before Signing a Loan Modification

Distressed homeowners in the Ventura County area should definitely contact their lender or a HUD-approved counselor regarding a loan modification. A loan modification can be just the help a homeowner needs to avoid foreclosure. However, there are some things you should know before you accept the a loan modification agreement.

1. Can you afford a loan modification?

    * Unfortunately, 55% - 60% of homeowners find themselves re-defaulting within the first year.
    * You must be very candid with yourself about your financial future and your ability to pay the new loan terms.
    * Do not let desperation cloud your judgment and you will be financially better off later down the road.

2. A loan balance reduction unlikely.

* Currently, loans which are modified very rarely receive a reduction to the balance owned on the loan.

3. Loan balance is likely to be higher than before the loan modification.

* Unpaid interest, legal fees and related foreclosure costs (for the work already done) can be and are usually added to the principal balance of the loan.

4. Your monthly mortgage payment may be higher than before the loan modification.

    * The monthly payment may be increased rather than decreased due to the unpaid interest, legal fees and foreclosure costs of fees added to the loan balance.
    * The monthly payment may be increased when the lender negotiates terms which allow you to "catch up" on back payments. The back payments are added to the loan balance with the new payment based on the increased loan balance.
    * ACORN reports in one study that approximately 45% of loan modifications result in the homeowner paying a higher mortgage payment.

5. Most mortgage payment reductions are temporary.

* Most loan modifications allow for a gradual increase in the monthly payment back to the original monthly mortgage payment.
* Most loan modifications allow the interest rate to reset within 5 years to whatever the going interest rate is at that time.

6. Most loan modifications will not be lowered to a 2% interest rate.

    * The interest rate on most loan modifications are not negotiated below 4.75%.
    * A reduction in interest rate is based on your ability to pay, your long term financial outlook, as well as your credit score.
    * A credit score of 740 or higher is needed to receive a substantial interest rate reduction.

7. Loan modifications can affect your financial future.

    * The life of the loan could be extended up to 40 years, costing you tens of thousands of dollars in interest.
    * Your credit report may be affected if the lender chooses to report your mortgage payments as late until all back payments are paid up.
    * The homeowner may be requested to sign a bankruptcy protection wavier.
    * The homeowner may be denied a loan modification in the future should another financial crisis emerge.

Please let me state again: if you find yourself in financial difficulties, a loan modification just may be the perfect answer for you. However, before you sign the newly negotiated terms:

    * Read them carefully
    * Consider all your options
    * Consider your financial future

Oxnard Residents May be Required to Carry Flood Insurance

The City of Oxnard updated its 100-year Flood Maps in March. Here is what you need to know:

    *      The new flood maps impact 1,761 homes.
    *      All FHA financed homes must carry flood insurance in addition to homeowner insurance.
    *      Homeowners insurance does not protect you in case of a flood.

Portions of the following areas are affected:

    *      Sierra Linda
    *      South Bank
    *      River Ridge
    *      Windsor North
    *      Most of the homes affected lie in the South Bank and River Ridge neighborhoods

Save money and purchase your flood insurance now:

* Flood insurance costs about $1,700 annually.
* Purchasing flood insurance early can save you thousands of dollars.

Homeowners who purchase flood insurance within six months of the final map approval date will only pay about $300 for the first year and about $880 each year thereafter.

The California Association of Realtors® has just announced a FREE Mortgage Protection Program for first-time home buyers. If you have been sitting on the fence wanting to buy a home but are worried about what the future holds, here is some good news for you. First-time home buyers that are buying a home in California may be eligible for mortgage protection against job loss, disability or accidental death. The CARHAF Mortgage Protection Program is being offered by the California Association of Realtors® to first-time home buyers.

CARHAF Mortgage Protection:

    *      Covers first-time home buyer's mortgage payment during their first year of ownership.
    *      Covers first-time home buyers in case of loss of employment
    *      Covers first-time home buyers in case of disability
    *      Covers first-time home buyers in case of accidental death
    *      Will pay up to six months of the first-time buyer's mortgage payment

CARHAF Morgage Protection Qualifications:

    *      Must be a first-time buyer (buyer who has not owned a home for three years or more)
    *      Must purchase a home in California
    *      Must use a California Realtor® to represent them in the purchase of the home
    *      Must open escrow after April 2, 2009
    *      Must close escrow no later than December 31,2009
    *      Must be a W-2 employee (self-employed buyers do not qualify)

Don't sit on the fence if you want to take advantage of the Mortgage Protection Program. It is a limited-time offer! The program will end on December 31, 2009. Loan processing time has increased due to loan scrutiny of underwriters. Further documentation may be required throughout the process all the way up to funding of the loan. This can cause a delay in your escrow closing. Remember, escrow must close on or before December 31, 2009; the reason for a delay in closing will not matter.

Ventura County Schools Honored

Ten of Ventura County's middle and high schools have been honored with the California Distinguished School Award. The California Distinguished School Award is the highest honor a public school can be granted by the California Board of Education. The Distinguished School Award is bestowed by the California State Board of Education to the schools which best represent exemplary, well-rounded educational programs. Schools must meet a strict criteria based on California's Adequate Yearly Progress standards and Academic Performance Index, as well as federal educational standards under the No Child Left Behind Act. The Adequate Yearly progress is the system used by the California Board of Education to ensure schools comply with the No Child Left Behind Act. The Academic Performance Index is the system used to ascertain a school's performance and growth in academics.

Will HASP Help Ventura County?

Only time will tell us whether the new Homeowner Affordability and Stability Plan (HASP) will help the housing market in Ventura County. It is well known that the housing market in most areas of California has been hard hit by the high number of foreclosed homes, which has impacted home values. The Homeowner Affordability and Stability Plan offers both refinancing and loan modification options for homeowners. However, the plan may not be helpful to Ventura County home owners who owe more than their house is worth in today's market.

Homeowners do not need to be delinquent on their home payments to take advantage of the plan's refinance option. However, the homeowner cannot owe more than 105% of the home's value. If you have both a first and second mortgage, the 105% cap applies to the first mortgage only. So, even though there is a second mortgage, you can still qualify. Here is an example of what the 105% cap looks like in numbers: a home that is valued at $300,000 and has a loan balance in excess of $315,000 will not qualify.

If you can meet the 105% cap restriction, the refinance program may be a great option for you. Loans are being offered with interest rates as low as 2% for five years. At the end of the five year term, the loan will adjust to a fixed interest rate of 5%.

Homeowners current on their mortgage or behind in payments may apply for a refinance loan. To qualify, the property must be the homeowner's principal residence. You must show proof that you will be able to afford the new payments. Your home must have been purchased before January 1, 2009. In addition, your loan must be owned by Fannie Mae or Freddie Mac. To determine whether you are able to take advantage of the refinance program, contact your lender. The refinance program expires June 2010.

Do You Have Questions Regarding the First-Time Buyers Tax Credit?

We are still being asked about the new tax credit made available in the American Recovery and Reinvestment Act 2009. So, today, I am going to post some helpful information regarding the tax credit. The tax credit of 2009 differs from the tax credit of 2008 in three major ways. First, it is for a larger amount: $8,000 versus the previous credit of $7,500. Second, the tax credit is refundable. Third, a repayment of the tax credit is not required (restrictions apply).

Tax Credit:

    *      The tax credit is based on the sale price of the home purchased. Therefore, the maximum tax credit is $8,000. The median sales price for Ventura County was reported as $382,590 (January 2009). The tax credit for a home based on this price would be an approximate $3,820.
    *     The tax credit does not have to be repaid.
    *      The tax credit is refundable. If the amount you owe at tax time is less than the tax credit, the difference will be refunded to you.
    *      The tax credit is interest free.
    *      The tax credit is not a tax deduction. It is a dollar-for-dollar reduction in taxes.
    *      The tax credit only applies to homes which are the owner's principal residence.
    *      The tax credit is applied to any home purchased, new or resale, including foreclosed properties.
    *      The tax credit does not restrict the home purchase to single-family homes. Condos, townhouses, manufactured homes and houseboats also qualify.
    *      The tax credit applies to homes which you built in 2009 on land you already own or purchase for construction.
    *      The tax credit is available to first-time home-buyers who purchase a home in 2009. The home must close escrow no later than November 30,2009.
    *      The tax credit may be applied to your 2008 taxes. Please consult with your tax advisor.
    *      The tax credit must be paid back if the home is sold within the first three years of the date purchased.
    *      The tax credit must be paid back if the home is no longer your principal residence within the first three years.

Who qualifies:

    *      The home buyer must be a first-time buyer. A first-time home buyer is defined as anyone who has not owned a home in the last three years.
    *      Your income must be $150,000 or less if you are married or $75,000 or less if you are single.
    *      First-time home buyers whose income exceeds the $150,000/$75,000 income level may also qualify for a lesser tax credit. A couple making $160,000 would still qualify for a $4,000 tax credit. Please check with a qualified tax advisor if your income level exceeds $150,000/$75,000.
    *      First-time home buyers who are nonresident aliens (as defined by the IRS) are also eligible for the tax credit.

Note: If you are claiming the tax credit passed in 2008, the original terms still apply and the tax credit must be repaid. The $7,500 tax credit applies to homes purchased between April 1 and December 31,2008.

Ventura Hero Awarded Legion of Honor Medal

Ventura World War II hero Darrel Larsen was awarded the Legion of Honor Medal in a ceremony held in Montecito yesterday. The medal was presented by the French Consul General, David Martinon. The National Order of the Legion of Honor medal is the highest honor the country of France can bestow on a non-French citizen. Darrel Larsen is also the recipient of two Purple Hearts, five Air Medals and two Distinguished Flying Crosses.

Darrel Larsen was a technical sergeant in the U.S. Air Force during World War II. Larsen was shot down over Normandy's Falaise Gap in August of 1944. He was captured and imprisoned as a prisoner of war by the Germans. While being moved from a German prison camp in March 1945, Darrel Larsen escaped. Mr. Larsen walked for more than 70 days to freedom. He would sleep wherever he could during daylight hours and travel at night. During his flight, he was helped by German resistance fighters.

Darrel Larsen attended Ventura High School before joining the United States Army Air Corps. After the war, Mr. Larsen returned home to Ventura. He married Geraldine Orrell and had two daughters. He also attended Ventura College. In 1951, he graduated from California Polytechnic State University.

Mr. Larsen has owned several businesses in Ventura County, two of which you may be familiar with: the Wagon Wheel Restaurant (Oxnard) and Murphy's Tavern (Ventura). Mr. Larsen also served the Musician's Association of Ventura County Local 581 as president. Darrel Larsen is now 86 years old and is still a Ventura resident.

We thank Mr. Larsen for his contribution and bravery during the dark days of World War II and honor him as a national hero.

Santa Paula and Fillmore Honor Local Military

The City of Santa Paula and Fillmore have established a banner program to honor local residents currently serving and protecting our country in the Armed Forces. The banners have been created to show the appreciation and support for the members of their communities who are sacrificing so much to keep Americans safe and free. The banners are emblazoned with the name of the active duty armed forces member and their branch of service. The banners are displayed on the light poles along 10th Street in Santa Paula and on Central Avenue in Fillmore.

The program was initially begun in the City of Walnut in Northern California. Mayor Bob Gonzales of Santa Paula proposed the program to the City Council after visiting Walnut and seeing similar banners displayed. The City of Fillmore was so impressed by the idea of the banner program proposed by Mayor Gonzales that they initiated one of their own.

Applications must be completed by family members (or friends) who would like to have a banner created to honor their loved one. Santa Paula is offering the banners free of charge through the donations received from other community members. Fillmore is offering the banners for a fee of $90: the total cost of creating a banner is $180 and the remaining $90 is paid for by donations received.

'Tis the Season for Whale Watching in Ventura County

The offical season for whale watching begins December 26th and ends April 25th. Pacific Gray Whales were spotted just off the Ventura County coastline yesterday, so I thought I would share with you a little about whale watching in our area. Ventura County has two harbors which offer whale watching excursions. The Ventura Harbor is located in the city of Ventura and the Channel Islands Harbor is located in Oxnard.

Each year, over 20,000 Pacific Gray Whales are estimated to migrate to the warm waters of Baja California. The migration is led by pregnant females (early January), with the the non-pregnant females and mature males following. Juvenile whales are the last in the migration. Juvenile whales begin their migration south through the Santa Barbara Channel in February. Mature Pacific Gray Whales range in length from 36-50 feet and are one of the few whales that do not have a dorsal fin. The gray whale is a dark charcoal color at birth, which changes over time to a mottled gray.

Channel Islands Harbor will be hosting the 13th annual Celebration of the Whales Festival on Sunday, March 15th. Be sure to mark you calendar for this event. There will be special marine education exhibits, arts and crafts, games and activities, live entertainment and great food. The festival offers something for the entire family to enjoy.

By the way, last week, I told you that tall ships were visiting the Channel Islands Harbor. I just wanted to let you know that the tall ship Lynx is currently docked at the Ventura Harbor and will be there until March 1st. On March 2nd, the Lynx will be docking at the Channel Islands Harbor until March 18th. Dockside tours are being offered at both harbors.

Tall Ships Visit Oxnard - Tours End This Weekend

The tall ships, Lady Washington and Hawaiian Chieftain, sailed into the Channel Islands Harbor Marina this week. The Hawaiian Chieftain and the Lady Washington visit the Channel Islands Harbor Marina located in the City of Oxnard each year for one week.  Have ever wanted to stroll the decks of a tall ship, look at the ocean from the highest yardarm or sail the waters in full sail? If the answer to any of these is yes, then be sure to come to Channel Islands Harbor Marina. Tall ship dockside tours are available through Saturday. Sailing tours are available on Saturday afternoon and Sunday only.

The tall ship dockside tours are available today and tomorrow between the hours of 4 p.m. and 5 p.m. Saturday tour hours are 10 a.m. to 1 p.m. (suggested donation: $3.00). A new feature has been added to the tour this year; Tours Aloft. Tours Aloft offers visitors the opportunity to climb to the highest yardarm on the main mast via a harness (donation: $20).  Lady Washington and Hawaiian Chieftain will also engage in Battle Sails on Saturday and Sunday at 2 p.m. Those who purchased tickets for the Battle Sail will experience a battle at sea with cannon fire and close-quarters maneuvers.

There will be no tours available on Sunday, but you can take part in the Adventure Sail starting at 10 a.m. The tour is family-oriented and features demonstrations of how the tall ships were sailed. There will be maritime stories and sea shanty songs for all to enjoy as well as other maritime traditions.  Reservations for the Battle Sail and the Adventure Sail are recommended. You can purchase tickets online or by phone at 800-200-5239. Both adventures are a three-hour sailing experience.  The home port of these tall ships is Grays Harbor Historical Seaport in Aberdeen, Washington.

Oxnard Approves New Home Developments

The City of Oxnard has approved the last of three new developments to begin construction within the next five years.

The three developments will bring almost 2,000 homes to the city. The largest of the developments will be the Wagon Wheel Redevelopment area, which covers 65 acres between Oxnard Boulevard and Ventura Road. The Vineyard-Ventura Homes and Ventura Townhomes project, as well as the Courtyard at Mandalay, were approved earlier in the month.

The Courtyard at Mandalay is a 116 condo development on eight acres. The project will replace the shopping center located at Hemlock Street and South Victoria Avenue. Construction is to begin within the next five years due to the tightened credit market. The project is being developed by William Tucker.

The Vineyard is made up of two projects. Vineyard-Ventura Homes is a single-family home development with a projected 201 homes on 25 acres. The Vineyard-Ventura Townhomes development will be built on 9.6 acres, consisting of 143 two and three-story townhomes. The Vineyard is being developed by the Casden Properties.

The Wagon Wheel area on Oxnard Boulevard will be getting a total makeover. The old Wagon Wheel Restaurant, Motel and the Mobile Home Park as well as an old ice rink and other buildings will be razed to make way for the approved plan to build 1,500 dwellings. The structures will be a mix of row houses and condos. The makeover will include 50,000 square feet of mixed-use commercial buildings as well. Also being considered is the construction of two high-rise apartment buildings, but that will be decided at a later date.

Of the 1,500 dwellings to be built, about 225 of these will be built as affordable housing, with an approximate 118 of these for very low-income families. The current residents in the Wagon Wheel Mobil Park will be given priority for the affordable housing.

Oxnard Village Investment LLC will be building the project and hopes to begin demolition within the next three to six months. The first homes to be built will be rental housing. Rental housing in the area is strong and vacancies are low. It is hoped that because the rental market is strong, rents are increasing and that the low vacancy factor will attract investors to the project.

Fillmore's New Skateboard Park Is Open

The new skateboard park in Fillmore is open and has been been receiving raving reviews from the skateboard crowd. Beginner or expert, they all agree that the skate park is outstanding in every way.

It has taken eight years from idea to reality with a cost of $1.2 million and everyone feels that the wait and the price tag were worth it. The skate park has already gained the attention of skateboarders outside of the Fillmore community and is drawing crowds to the little town with the big park. This has been a boon to local business.

Jeff Tatum, a skateboarding legend is credited with the conceptual design of the Fillmore Skate Park . The skate park, located at the corner of C and River Streets, is open daily from 8 a.m. until sunset.

The Skateboard Park is part of the new 22-acre Fillmore park which is still under construction and not expected to be completed until August. When the park is completed, it will feature basketball and tennis courts, football and baseball field, and bike paths in addition to the skateboarding facility. The grand opening of the park has been tentatively scheduled for late March. Skateboard legends, Tony Alva, Mike Early and Jeff Tatum are expected to attend the grand opening celebrations.

Ventura College Promise Program Is Recognized

The Ventura College Promise program was recently recognized by the Campaign for College Opportunity for its innovation in encouraging high school graduates to attend college.

The VC Promise program does not have economic limits nor does it require academic achievements in order for students to participate. The Ventura College Promise program is open to any student who has recently graduated, completed high school course work (even if they were unable to pass the high school exit exam) and students who have completed their GED courses.

The Ventura College Promise program will pay class fees as well as enrollment fees for a students' first year while attending Ventura College . Students who apply must be residents of Ventura County . They must attend Ventura College within one year of high school course work or GED course work completion.

Ventura College Promise program is sponsored by the Ventura College Foundation and was founded in 2006. In its first year, the program enabled 100 students to attend Ventura College . At that time, the program was limited to lower-income families. In 2007, the program was expanded to accept students regardless of family income level. Since its' inception, VC Promise has assisted 2,000 Ventura College students.

Money Matters In Ventura County

Money always matters no matter the economic circumstances. However, in our present economic downturn everyone one is listening. Today I will highlight the latest economic reports from some of our Ventura County areas.

Ventura: The City of Ventura 's chief financial officer, Jay Panzica will be discussing the city's budget tonight at a public meeting. Mr. Panzica will be speaking regarding the city's current finances, budget plans and cuts as well as the plans for the next fiscal year. The meeting will be held at the Cooper Hall, 65 MacMillan Avenue , next to Grace Church at 7 p.m.. There will also be an open format for questions from those in attendance. Ventura is facing a shortfall of $4 million due to decreased home values and low auto sales. According to city officials the City of Ventura will be required to cut costs and/or add new revenues. City Manger Rick Cole stated that a redesign of the City staff and services will be implemented in the next few months.

Camarillo: There is much happier news for the residents of Camarillo . Camarillo city officials have announced that Camarillo is fiscally sound. Camarillo has a conservative spending budget which has put the city good stead. City Manager Jerry Bankston has reported that Camarillo businesses have remained strong and growing in the area, albeit there has been some business closings and loss of revenues due to the decline in auto sales and home prices.

The city will also be receiving $2 million in fees from the the construction of 350 military housing units which should be completed in the next year. On the down side it is anticipated that about $290,000 in revenues will be lost due to the decline in auto sales. To balance the loss Camarillo will not be filling three vacant city positions which will save about $300,000.

Fillmore: Fillmore City officials has even happier news to report to their citizens. Mayor Patti Walker has reported that Fillmore's conservative budgeting has resulted in a $1.8 million dollars in reserves and the City's economic health is just fine. Fillmore is not expecting to make any budge cuts or layoffs at the present time.

Finance Director Barbara Smith also reported that the foreclosures in Fillmore have begun to decline.

The budget is balanced and there is money in the bank. $1.8 million in reserves - Good job Fillmore!

Ojai: Ojai also reports that at this time their budget is balanced and it appears the city will weather the economic storm. Property values in Ojai have remained steady and the foreclosure rate is very low.

Business has remained strong and sales taxes are showing that some gains have been seen. Part of the reason for the stability of business in the area is that Ojai does not depend on auto sales or large retail shops for revenue. Most businesses in Ojai are a distinctive collection of "mom-n-pop" type stores.

30% of the Ojai's budget comes from hotel bed taxes and with the upcoming opening of the first-class Ojai Valley Inn and Spa, that revenue is expected to stay strong.

City Manger Jere Kersnar reports that no lay-offs are being considered for city staff, the budget is balanced and reserves are expected to reach $3.7 million by July.

Oxnard: The City of Oxnard recently approved two developments, a 116-unit condominium project and a shopping center which should help generate jobs and add funds to the city coffers.

Mayor Tom Holden has stated that Oxnard is in better economic shape than any other city in Ventura County . The City of Oxnard went through some very hard times in the early 1990's and learned the lessons of that downturn well. A philosophy of providing the best for less has given the city a balanced budget and a reported a surplus of $15 million!

The Mayor stated that while other cities will be cutting back services and/or jobs the City of Oxnard will be enhancing their services, including parks and police. In addition Oxnard will be improving youth, at-risk youth and senior programs.

The City of Oxnard has been hard hit by the current recession losing retail sales and auto sale revenues. Oxnard has also been severely hit by the number of foreclosures and home values. Even though, the City of Oxnard is facing challenges and will need to make wise financial decisions the city is economically strong and in the long run will be fine.

Port Hueneme: Port Hueneme residents approved a half-cent sales tax in November (2007). The increase will generate an approximate $250,000 additional funds for the city. Also an approximate $15,500 in funds will be added to the budget from increased city fees.

The new tax base and fees are expected to give Port Hueneme a balanced budget for the first time in several years. City Manager Dave Norman stated that in addition to the tax and fee increases the City Council implemented safeguards in budget and reserve policies. A midyear budget review in February will give the City Council a better view of the city's economic strength and will let them know if the city is on track with its budget.

A unique challenge for the City of Port Hueneme is that the city is built-out, this gives little opportunity for further economic development.

Santa Paula: Santa Paula is reporting that they also expect 2009 to be a fiscally sound year for the city. The agricultural economy continues to remain steady, the tax base is good and government spending is down.

The continued strength of the agricultural industry should keep job losses to a minimum according to Chamber of Commerce President John Blanchard.

City manager Wally Bobkiewicz says that he has been cutting back on city spending for several months. He will recommend further reductions to the City Council later this month. However, the cuts should not be disruptive or severe for city residents.

Recommended cuts are not expected to impact public safety, such as reductions in fire or police protection. A hiring slowdown has already been implemented and the City may need to lay-off some workers in a worst-case scenario. Any required budget cuts will be done in phases

Mr. Bokiewicz said that the 2009 fiscal year is mirroing the years of 2003 and 2004 when the area's economy was flat and revenues from the state were down.

Mr. Bokiewicz does expect that revenues from sales taxes will remain constant, as Santa Paula does not have a lot of high-end retail stores. Most of the stores in Santa Paula are busy because they are low-end stores.

If you are a Ventura resident be sure to attend tonight's "town hall" styled meeting. Make your voice heard as some policies for the next fiscal year, which begins in July, may be influenced by your opinion and concerns.

Ventura County Real Estate Recap For 2008

We thought we would give you an update on the real estate market in Ventura County.

Most people know that the median market price for homes declined steadily through out the year of 2008. However, not as many are aware of the fact that the number of sales increased in 2008 versus 2007. In November of this year, sales increased by 111% compared to the sales for the same period in 2007. Statewide November sales were up 83.2% from the November sales of 2007.

The good news is that the sooner the market corrects itself in regards to pricing, the sooner the housing market in Ventura County and the nation will stabilize. When prices reach a level that the market will bear, the inventory will deplete and home price stabilization will begin.

Sales are expected to soften due to the stock market declines, drooping job market and the weakened economy. Although sales are expected to remain higher than the 2007 levels due to the recent fall in interest rates and increased affordability. Highs and lows in sales are a natural occurrence in a slow and recovering real estate market.

Currently, there are approximately 1,979 residential properties for sale in Ventura County . The median sales price is reported as $382,590. As in any market, homes that are in move-in condition are selling faster.

Qualified home buyers are taking advantage of the wide selection of homes, reduced home prices and historic low interest rates, giving them the best home purchasing opportunities in years. Ventura County continues to be a highly desirous place to purchase a home because of it's high quality lifestyle, excellent schools and recreational opportunities.

Foreclosed homes and distressed home sales are still driving the market. Until the supply of homes is diminished, it is predicted that home prices will continue to decline but at a less accelerated rate. The weak economy and sagging job market will also affect the demand for housing in Ventura County and the nation.

November saw an increase in the foreclosure rate for the County of Ventura by 19%. This includes notices, filings and actual foreclosures by the banks. However, the number of homes foreclosed on did decline. In an effort by lenders to help stabilize the housing market, more lenders are stalling foreclosure proceedings while considering work-out plans with distressed homeowners,. Foreclosures are expected to peak (nationally) in mid-2009.

Interest rates are currently being offered at rates not seen since the 1940's and 50's. Today's rate is quoted as 5.19% according to Realty Times. Loan points are being offered at less than 1%.

A turn-around in the national housing market is expected by mid-2009. Much will depend on consumer confidence which has increased markedly since the election. The actions of Congress and the Obama administration will determine the rest. It is hoped that Congress will help stem the tide of foreclosures by requiring lenders to be more cooperative in loan work-out plans with distressed homeowners.

The Federal Reserve has shown its commitment to resolving the tightened credit market and housing crisis by it's recent action of lowering it's key interest rate to 0 - .25%. This was an historic move on the part of the Federal Reserve.

It is anticipated that the lowest interest rates in 37 years and housing affordability (2002 prices) will continue the trend of increasing sales in 2009. More buyers are adopting a "buy now" attitude rather than a "wait-and-see" one. Savvy buyers are aware of the advantages of buying in today's market.

Its A Green Green Christmas in Camarillo

Actually, it was a green, green Christmas Parade. The 47th Camarillo Christmas Parade was decidedly green this year. The theme of the parade was "A Green Christmas". Not green as in Christmas tree green, but green as is environmentally conscious green.

Marching bands and floats were decorated with plastic bottles and recycled items. The environmental theme provided a fun twist to the annual parade, delighting everyone with the creative thinking of the parade participants.

The San Gabriel High School marching band showed their creativity by attaching cans and bottles to their tubas and drums. Scripps Ranch High School wore mismatched old band uniforms from years past. Valencia High School showed their practical environmental mindedness by wheeling bins along the parade route so that parade spectators could dispose of their bottles and cans.

The float designers were as creative as the marching bands. The winner of the Sweepstakes Float Award was a pushcart with a rotating tree made of 1,000 plastic bottles. All components of the float were recycled parts. The push cart was powered by congregational members of the Peace Lutheran Church of Camarillo. The float was titled "Heavenly Peace".

Another creative float, "Leave No Trace" was entered by the Cub Scout Pack 3858. The float featured a soda can Christmas tree. The decorations for the float were made from magazines, plastic bottles and aluminum cans. The Cub Scouts took the green theme a step further and for two months before the parade collected recyclable items. When the parade ended the scouts crushed all the cans they had collected and boxed them up. The boxes of cans will be taken to a recycling center. The funds earned will then be given to a charity.

The 47th annual Camarillo Christmas Parade also featured a Marching Band competition and carnival. The marching band competition was held before the parade began. The carnival was held after the parade at the Camarillo Community Center Park. The carnival featured games, live music, vendor booths and a large variety of great foods.

If you are wishing you could have seen this holiday environmental themed parade, wish no longer! The parade will be televised this Saturday (December 20) at 7p.m. on the Time Warner Cable Channel 25.
