How's the Market Doing?

That is probably the number 1 question I get asked. I wanted to provide some information to let people know what is really going on in the market. The first thing to understand is there are three different markets.

Understanding three views of the current market allows Buyers to maximize their ability to evaluate properties, receiving the highest value in their home search and Sellers to position their property to maximize money in their pocket while minimizing time on market:

Macro View: National Market
National Media Coverage

Metro View: Atlanta Market
Quarterly FMLS Market Report

Micro View: Your Community
Comparative Market Analysis

The Macro Market is what the media covers and is all the doom and gloom. Just because certain areas in the West or Northeast United States are not doing well, does not mean the market is down everywhere.

The Micro Market pertains to a certain neighborhood, community, or complex. You would need to consult a real estate professional to learn exactly how the particular market is doing by having them run a Comparitive Market Analysis. Once again, just because one neighborhood is not doing well, does not mean another neighborhood down the street is not also.

What I want to focus on here is the Metro Market. Basically Atlanta and the surrounding Metro Area. Here is a summary of the Atlanta metro market after the second quarter of 2008.

Sales: -28.1% from Year To Date June, 2007
Downward percentage trend has lessened
Foreclosures = 20.7% of sales
May be some improvement in sales in the less than $200K price range

Sales Prices: Median -7.6% from Year To Date June, 2007
1Q 08 down -8%, 2Q 08 down -3.9%

Percent Sold/List price: Median 93.2%, -3.2 percentage points from YTD June 2007
Historically low ratio
less than $200K price range impacted by foreclosures
Some signs of improvement since January, 2008

Days on Market: 32% higher YTD June, 2008, 27% higher in 1Q 2008, 39% higher in 2Q 2008
The Median DOM was lower in 2Q 2008 than in 1Q 2008 – likely due to spring market effect

Seller-Paid Closing Costs: Stable at 76% of transactions

Price Reductions: Historically high – YTD June at 49%, 1Q - 16 percentage points higher than last year, 2Q - 14 points higher,
Larger than usual drop in % S/L ratio when price reduction is taken (-9.2 percentage points in 1Q, 8.3 points in 2Q)
Less than $200K price range impact of price reduction greater (-12.7 percentage points) than for other price ranges
DOM effect – 2.3 times longer in 1Q, 3 times longer in 2Q, 2.7 times longer YTD

Failed Listings: 63.8% of listings in 2Q 2008

Overpriced Listings: 81% of listings in 2Q 2008

Supply: Still increasing, at 13.0 months supply
88% higher than in January, 2007

Boost Your Credit Score

Knowing what goes into your credit score can help you manage your debts well. Here's how to make the best impression on your credit history:

Pay on time. 35% of your score depends on your payment history.

Don't max out your cards. 30% of your score is based on how much you owe. You want to keep your "credit utilization" ratio -- the percentage of your credit limit that you've actually used -- no higher than 30% of your available credit limit.

Start while you're young. 15% depends on the average age of your accounts.

Avoid opening several accounts at once. Not only will this lower the average age of your accounts, but lenders will worry that you might go on a borrowing binge. 10% of your score depends on new credit.

Get the right kind of credit. This accounts for the final 10% of your score. Your experience with revolving credit, such as credit cards, on which you control how much you charge and pay off each month, carries more weight than installment debt, such as car loans and mortgages, with fixed payments. But don't simply stock up on a pocketful of Visas -- lenders like to see that your money skills are well rounded.

5 People Who Check Your Credit

How much do you know about your credit score? That three-digit number is tied inseparably to our financial lives, yet many young adults haven't given it the attention it deserves. Your score can play a role in your ability to rent an apartment, qualify for a loan or even get a job. It can also affect how much you'll pay on interest charges, insurance and even cell phone contracts. Make building a stellar score a priority while you're young and you could actually save hundreds or thousands of dollars over your lifetime. However, if you don't take your credit seriously, a bad score -- or even a nonexistent score -- will cost you.

Who's keeping score?

Your credit score is basically used to predict the possibility that you won't pay your bills. Scores are compiled by Fair Isaac Corp. (FICO). The top possible number is 850. A median score usually falls in the 720-to-725 range, meaning half of consumers fall above that point, half below. Even if you haven't given your FICO score much thought, there are plenty of others who have or will, so you'll want to aim for the mid-700s to make the best impression on:

1. Lenders - most associated with credit scores. Having a good rating can help you qualify for the best rates on a mortgage, car loan, credit card and even a small business loan if you've got that entrepreneurial spirit. A nonexistent score can make it impossible for you to qualify for a loan or credit card at all.

2. Insurers. The majority of auto insurance companies use your credit score when determining your rates, and the practice is also common among home insurers. A recent survey found that drivers with top scores could pay up to 31% less on their insurance premiums than if credit scoring wasn't factored in, while those with bad scores pay as much as 143% more.

3. Landlords. Landlords view your credit rating as a measure of your responsibility to pay bills on time. If your rating is below par or you don't have a credit score yet, you may have to find a friend or relative to co-sign your lease, or you could be required to pay a higher rent or security deposit.

4. Employers. When you're applying for a job, potential employers can pull your credit report as long as they notify you first. And, in fact, about 35% of them do, according to the Society for Human Resource Management. Why? Bad credit can be a signal of irresponsibility, or employers might be worried you'll spend more time fretting about your financial woes than concentrating on the job.

5. Cell phone carriers. Cell phone service providers want to make sure you're responsible and will pay your bill each month. Some utility providers may pull your report as well. If you have credit issues, you may not qualify for the best plan rates, you could be required to pay a deposit, or you could get turned down.

MedFICO

Another thing to be aware of is a new project called MedFICO. Fair Issac Corp., developer of the FICO credit score, is one of several investors in Healthcare Analytics, the Massachusetts start-up that is developing the hospital risk tool. Several published reports have described the Healthcare Analytics product as a MedFICO score, computed in a way that would be familiar to those who've used credit scores. The firm is gathering payment history information from large hospitals around the country aimed at “accounts receivable management” professionals. It will then analyze that data to predict how likely patients will be to pay future medical bills. As with credit reports and scores, patients who've failed to pay past bills will be deemed less likely to pay future bills. The Healthcare Analytics tool will be used after patients receive care and after a bill is generated to help hospitals make better financial planning decisions, Tim Hurley, a spokesman for Healthcare Analytics said. It will also help health care providers sort through patient records and potentially make it easier to write off some unpaid bills as charity cases, rather than delinquent accounts, which would offer the hospital some accounting benefits, he said. While published reports said the new patient scoring system could be in place by this spring or summer, Hurley denied that, saying the firm didn't even have plans to test the system for another six months and it wouldn’t be sold commercially until the end of the year.

Dekalb County Retrofit Ordinance Approved

Effective June 1, 2008 any Dekalb County home built before 1993 must have low flow toilet and plumbing fixtures installed before a new homeowner can obtain water from the county. Sellers will be required to disclose the Dekalb County ordinance when selling their homes. Listing Agents in Dekalb County will need to add a notice of this Ordinance to the Seller's Disclosure and the Sales Contract. Before the new homeowner can obtain water service, they must provide written proof from a home inspector, licensed plumber, or a Department of Watershed Inspector. This certificate will be required with their application for water service.

Effective January 1, 2009 the same ordinance will apply to all commercial properties and apartments.

Single Family Homes and Condos will need to have the following:

Toilets can have a max of 1.6 gallons per flush
Shower heads can put out a max of 2.5 gallons per minute
Lavatory Faucets can put out a max of 2 gallons per minute
Kitchen Faucets can put out a max of 2.2 gallons per minute

There are four exemptions to the new law:

Homes sold via foreclosure
Homes sold to Family Members, specifically spouse-to-spouse and parents-to-children
Homes that will be demolished after sale
Circumstances where the cost of the toilet will be over $1000 per toilet change out

Penalties for violating these laws include :

First violation will be a warning
Second violation (within 12 months of first violation) will be $250
Third violation (within 12 months of first violation) will be $500

The good news is that there is a rebate program for compliance. Specifics on how to become eligible for this program can be found at the Dekalb Watershed website.

Peachtree Hills Place Named Finalist for NAHB’s Best of 50+ Housing Awards

ATLANTA – The National Association of Home Builders (NAHB) recently named the clubhouse at Peachtree Hills Place as a finalist in the 2008 Best of 50+ Housing Awards competition. Peachtree Hills Place, a luxurious residential community for adults 55 and older, is one of three finalists in the ‘Active Adult Housing: Clubhouse Interior Design “On the Boards” Large’ category. The Best of 50+ Housing Awards recognizes excellence in design and marketing in the 50+ housing market. Finalists were chosen by a jury of 12 industry experts who spent two days evaluating close to 300 entries. Winners will be announced during NAHB's Boomers and Beyond Conference next month in New Orleans.

“It is quite an honor to be recognized for our work by experts in this industry from across the nation ,” said Bill Foley of Foley Design, clubhouse designer. “The finalists represent a group of the best in 50+ housing throughout the United States, and we are very proud to be a part of that group.”

The clubhouse at Peachtree Hills Place is designed in the English Arts and Crafts style to create a sense of permanence, familiarity and security and although new, the atmosphere is one of history and tradition. The clubhouse is comprised of two levels of community activities, services, and support functions, and three levels of residential apartments. Proposed Art for Peachtree Hills Park

A Mosaic Sculpture Proposed for Peachtree Hills Park

SCULPTURAL FORM

As a Neighborhood Gateway finalist, I am submitting a proposal for a mosaic sculpture to be displayed in Peachtree Hills Park in the grassy area in front of the gymnasium (toward the right side of the building). The piece would consist of two cantilevered philanges (sorry, I couldn’t figure out what else to call them), to be covered in total with mosaic images. (See Visual I).

The artwork would stand approximately nine feet high, and would be approximately five feet in diameter, with a cement base extending another eight inches. The substrate for the actual mosaic would consist of “cast in place concrete” to be fabricated by Timothy Minick of O.L.S.I. who has done work in this capacity before.

MOSAIC
Although the shape of the substrate is important and aesthetically pleasing, it is the mosaic which will ultimately define the work. After many meetings and conversations with members of the Peachtree Hills community, in addition to research of my own, I have sought to do two things with the design of my mosaic:

1) To chronicle the "history” of the Peachtree Hills area as it has changed over time from farmland to a “country
retreat for Atlantans”, to streetcar community, to Atlanta bedroom community. Although there certainly have been continuing changes in the area that is now serviced by the Lindbergh MARTA Station and flanked by significant new
development, the neighborhood is still defined by its Craftsman style bungalows, and a wonderful Mockette of three dimensional mosaic Mosaic “blow-up” of a segment of the actual proposed drawing sense of community and pride. In the proposed mosaic, Peachtree Hills’ history-- from its early days to the present-- is threaded through a concurrent theme of the changing of the seasons. (See Visuals below).

The second goal I am trying to achieve
with my design is to “keep it whimsical
and fun”. People I spoke with in the
community stressed that they don’t want
“corporate art”, but rather something in a
lighter vein. This I have tried to do, both
with color and composition, as well as
proposed materials. Materials will include
such varied tesserae as porcelain tiles,
stained glass, broken dishes, mirror, and
rocks. I have found that use of a wide
range of materials adds to the interest of
the mosaic, both in the making and the
viewing.

PROCESS
It is anticipated that the making of the
mosaic will be a collaborative project,
involving many members of the Peachtree
Hills community. The Covenant
Presbyterian Church has graciously
agreed to let us set up a work space in the
Church, which will make the project
accessible to all. I am willing to schedule
weekend and/or evening sessions (in
addition to weekdays) to accommodate
those who wish to work on the mosaic
who cannot make the daytime sessions. In
my experience, this kind of community
involvement significantly enhances the
“value” of the finished project. All those
involved take ownership and pride in the
work, and love to share the fruits of their
labor.

PEACHTREE HILLS INVOLVEMENT TO THIS POINT

I would like to mention that the community of Peachtree Hills has been very involved,
supportive and excited about this project. I have met with the president of the
neighborhood association, active members of the neighborhood involved with many
aspects of beautification of the park, people who have come (on a rainy, cold Sunday
afternoon) specifically to talk about this project, and people who have invited me into
their homes to share my thoughts and to get theirs. I have spoken by phone with
residents of the neighborhood who have spent their entire lives in Peachtree Hills. In
addition, I have “roamed the neighborhood” and its surrounds at length, to get a feel and
understanding of what is there. I would be delighted at the prospect of working with
members of this community to produce a lasting mosaic for their park.

Developed beginning in the 1920s, the Ridgedale Park neighborhood is on the east side of Peachtree Road just north of Lenox Square/Phipps Plaza. Neighborhood signs mark the entries.
Its 110 homes are a charming blend of early 20th century vernacular architecture in a mature urban forest. Tudor revival, Georgian and English and French cottage styles mix comfortably. Although not on as grand a scale as neighboring Brookhaven, Ridgedale Park enjoys the same gracious layout. Homes are built on the area's original rolling topography, often with deeply set-back front yards.
Many homes have undergone or are undergoing renovation, underlining the neighborhood's stability. Walkers and joggers enjoy the gently curving streets. Although Ridgedale Park is within easy walking distance of Atlanta's two top shopping areas, Lenox Square and Phipps Plaza, it has the atmosphere of a quiet, established enclave.
Ridgedale Park has easy access via Peachtree to both Midtown and Buckhead. It is conveniently close to shopping and restaurants along Peachtree Road, medical facilities around Piedmont Hospital and AMTRAK rail service at Brookwood Station.
Entertainment, from multiscreen movie complexes at Phipps Plaza, Tower Place and Lenox Square to the Atlanta History Center on West Paces Ferry Road, is easily accessible. By MARTA rail or by car, it's easy to reach Symphony Hall, the High Museum of Art, the Atlanta Ballet, the Fox Theatre and sports events of every description.
Buckhead parks are equally accessible: Garden Hills, just down Piedmont Road; Frankie Allen on Pharr Road; Peachtree Hills behind the Lindbergh MARTA station; and Chastain Park on Powers Ferry Road. Piedmont Park, a longtime Atlanta favorite, is 10 minutes away by car or 20 minutes by train/bus.
Public schools (see Buckhead Education.) include Sarah Smith Elementary, Sutton Middle School and North Atlanta High.
