Sacramento is the last major West Coast city to make high-rise living a part of the plan. Years of taking seemingly limitless farmland for granted has left the city a sprawling traffic-jam. The first major high-rise project to take shape in this new era of urban living is John Saca's project, the Towers on Capitol Mall.
Two 53-story residential towers--including an InterContinental hotel--have been in the works at the gateway to Sacramento from the west on the Tower Bridge as it opens up to Capitol Mall.
