Why I love Westerly, Rhode Island

Westerly is a quaint town nearly surrounded by water and filled with exclusive neighborhoods that bring Norman Rockwell paintings to mind. The Pawcatuck River, great for kayaking and salt water fly fishing, winds its way around the north and west of town, emptying into the Atlantic Ocean. The southern border of town is the Atlantic Ocean, which fills two sheltering bodies of water - Winnapaug Pond and Quonochontaug Pond. They both afford great protected mooring spots while still allowing ocean access. It's no surprise Westerly is home to more than 10 marinas, including the Westerly Yacht Club and Marina.

The train station is no more than 4 miles from any point in town, offering easy access from New York and Providence for year-round commuters or summer vacationers. In fact, Westerly been a favorite seaside vacation spot for more than 100 years. Groucho Marx, Isadora Duncan, David Niven, Clark Gable and Douglas Fairbanks were all drawn to the beauty and privacy of the Village of Watch Hill.

This seaside retreat is the most exclusive neighborhood, an old community of historic gabled Victorians and oceanfront beach homes with vast lawns rolling down to the water. Watch Hill has a private beach association and is home to the Misquamicut Club, a private golf course, and the Watch Hill Yacht Club, established in 1913. In the summer residents enjoy windswept Watch Hill Beach, Napatree Point and the historic Flying Horse Carousel.

Next door is the fabled Misquamicut beach community with seven miles of unspoiled sandy beaches plus family fun and excitement. That includes amusement parks with a carousel, mini-golf, go-carts, batting cages, kiddy rides, Water Slides, movies on the beach and Jet Skis for rent. Misquamacut is a great jumping off point for deep sea fishing charters or a 12 mile jaunt to Block Island. For grownups, there's the Winnapaug Country Club and Pond View Country Club. Diverse dining and nightlife opportunities flourish, from clam shacks to luxurious gourmet with a seaside view.

A little further east on Route 1A is the neighborhood of Weekapaug, a private community of lovely beach estates. Uniquely located at the end of Winnapaug Pond, a saltwater tidal pond, the view from here encompasses the pond, the barrier beach, and the Atlantic Ocean with Block Island in the distance. The private beach is protected from any development and is home to the Weekapaug Yacht Club.

The neighboring pond is Quonochontaug Pond (affectionately called Quonnie) and home to Shelter Harbor, a peaceful community nestled in another protected cove. A mix of architecture dots the landscape while residents enjoy the private Shelter Harbor Beach Association. Just north is the village of Haversham with small estates and a beach association on Quonnie Pond.

The exclusive Shelter Harbor Golf Club lies in both Westerly and Charlestown, offering challenging golf amid 400 acres of open space with a permanent prohibition on development. It's the first new private course built in Washington County in over 100 years.

Quonochontaug Pond also extends east into the quiet town of Charlestown, split in two by Route 1 and offering protected pond-front real estate. South of Route 1 are the beautiful private sandy oceanfront beaches of East Beach and Central Beach with associations and tennis courts. Shady Harbor is a popular Charlestown neighborhood offering waterfront property and a private beach association on the pond.

Right next to Quonnie is Ninigret Pond, renowned as one of New England's best wind surfing areas. There is also a town beach here, called Charlestown Beach. Foster Cove, a favorite neighborhood on Ninigret, offers a mix of cottagy beachfront properties. All of Ninigret Pond is protected from the ocean by the beach breakwater that allows ocean access through the Charlestown Breachway. This remote, unspoiled barrier beach has sugar-white sand, gentle surf and clear, turquoise waters.

The town-owned Ninigret Park has a pretty family beach at the spring-fed pond, a playground, tennis courts, a nature center, an astronomical observatory, a health/exercise track and a criterium bicycle racing course. In the summer, Charlestown hosts the famous Seafood Festival, one the top ten on the East Coast, as well as the Big Apple Circus.

What the Housing and Economic Recovery Act of 2008 Means for You

Good news has made its way into the real estate arena this summer -- in the form of the Housing and Economic Recovery Act of 2008. What does this Act mean for you?

It means a lot if you are in the market to be a first time homebuyer -- up to a $7,500 tax credit if you purchase before July 1, 2009. And there's more good news. First time homebuyers is defined as, "a buyer who has not owned a principal residence during the three-year period prior to the purchase."

This means for all those markets that have started to stabilize, now could be a great time to buy. Let's take a closer look at just what this new incentive entails.

In order to receive the tax credit you must have purchased your home -- single-family detached, townhouses and condominiums, manufactured homes, and houseboats -- between April 9, 2008 and July 1, 2009. Purchase being the closing date.

You must also meet income requirements. But even if you are over the modified adjusted gross income level of $95,000 (single) or $170,000 (married), you may be able to receive partial tax credits.

And getting started with the tax credit program is simple. You claim the tax credit on your federal income tax return. That's it. It doesn't require any other confusing, fancy paperwork.

You can even access the funds quick -- instead of waiting to file your return. The NAHB reports, "Buyers who believe they qualify for the tax credit are permitted to reduce their income tax withholding. Reducing tax withholding (up to the amount of the credit) will enable the future home buyer to accumulate cash by raising his/her take home pay. This money can then be applied to the downpayment. Buyers should adjust their withholding amount on their W-4 via their employer or through their quarterly estimated tax payment. IRS Publication 919 contains rules and guidelines for income tax withholding."

What's tricky about this Act -- its a tax credit, meaning that you must repay the government either over the next 15 years (no interest charged), or when you sell the home, if there were sufficient capital gains from the sale.

The NAHB gives this example, "A home buyer claiming a $7,500 credit would repay the credit at $500 per year. The home owner does not have to begin making repayments on the credit until two years after the credit is claimed. So if the tax credit is claimed on the 2008 tax return, a $500 payment is not due until the 2010 tax return is filed. If the home owner sold the home, then the remaining credit amount would be due from the profit on the home sale. If there was insufficient profit, then the remaining credit payback would be forgiven."

So why do you have to repay this credit? Because this is just that -- a credit, not a deduction. The government's hope is that this credit will stimulate the housing market ... and in turn the economy. By providing first-time home buyers with a little financial boost -- remember it's interest free -- it could do just that.

Developer Chuck Royce, of the Ocean House in Watch Hill, says that Westerly's, Elm Street and Main Street will soon be "The Gateway to Westerly."

• Greenwich, CT developer Charles Royce, who is involved in the Ocean House Project, has acquired a large number of contiguous buildings along the Westerly's Main Street, with the plan to create a walk able area, with ground floor retail spaces and residential units on the upper floors. Harvey Perry, president of the Westerly Land Trust has been working with Royce.

• Elm Street has river views from second floor, Pawcatuck River, Marina, Restaurants, boat launch and 7 minutes to Westerly's Beaches.

• Elm Street is a short walk to Downtown Westerly, The Colonial Theatre, fine dining restaurants, the historical Wilcox Park designed by Frederick Olmstead in 1898, (The Victorian-era Park) the Pawcatuck River and soon to be river walk and historical Westerly Library with a beautiful art gallery.

• Every summer, the park hosts an arts festival and Shakespeare in the Park Productions, The Boston Pops performs, in the summer also attracting 20,000 visitors.

• Plans are under way to develop and renovate the old United Theater on Canal Street, a vaudeville-era movie house and condominiums are planned, another hidden treasure.

• Westerly has seven fire districts serving an even greater number of neighborhoods, including Avondale, Bradford, Dunn's Corners, Misquamicut, the North End, Potter Hill, Shelter Harbor, Watch Hill, White Rock, Winnapaug and Weekapaug.

• Outsiders are probably most familiar with the town's beach communities, including posh Watch Hill, which commands some of the highest real estate prices in the state. But the downtown area is where much of the business of everyday life takes place in Westerly. It has the Town Hall, public library and YMCA. Nancy Creaturo owns the building that houses the "Perks and Quirks" coffee/martini bar in downtown Westerly, on High Street. She said the in-town neighborhood is "an ideal place" for young families and older people who don't want to be isolated in 55-plus communities, because "you can walk everywhere." Nancy is one of many involved in the revitalization of Westerly's, Elm Street and downtown High Street buildings.

• "South of Route 1, houses tend to be more expensive, most of the people who grew up in town don't tend to buy near the beach. Westerly has more than "great restaurants" and "beaches that are incredible, the town has all the charms of small-town coastal life, but it's close to Providence, New London, Mystic and Stonington, and, a little farther away, Boston and New York. The Westerly airport is 7 minutes away, grab a flight to Block Island, or the ferry out of Pt Judith.

• Long ago, Westerly wasn't unusual. Today it is exceptional. Most people enter Westerly along Route 3, which becomes High Street pass it passes through Stillmanville, just before it gets to Westerly Village, or downtown Westerly. Veer right onto Railroad Avenue to see the Westerly Armory (1902) and the Westerly Depot (1912), both meticulously restored. The Westerly Train, leaves the station for Boston and New York every hour.

• No, Westerly is not a museum or a theme park. Rather, it recognizes that its beauty relies not just on saving old buildings but on learning from why we believe them worthy of preservation - and employing that knowledge to grace the continuation of history. A beautiful place grows in ways that continue the natural evolution of the built environment that was interrupted for half a century by modern architecture and planning - a brief span of history that most places seem to feel bound to respect.
