Many people view a rental agreement as simply a tool to contractually obligate a tenant to pay rent and adhere to the the owners stipulations.  But what about the owners obligations in accordance with the rental/lease agreement?
In these times, at least in California, a lease agreement constitutes many things including many legal obligations the owner has when the agreement is executed.
