Cape Coral Plan to Waste Federal Foreclosure Money

A recent news article regarding the Cape Coral Foreclosure crisis had city officials stating they were contemplating using the $7,000,000 to purchase and rehab up to 80 homes in the City of Cape Coral and re-sell them to home buyers.

The City of Cape Coral could find much better things to do with the $7,000,000 that just buying and selling 80 homes. Banks are having a difficult enough time trying to move properties they presently own. Keep in mind that the bank owned homes will sell... they always have sold... and they always will. Banks will liquidate these homes if necessary, but the home exteriors need some sprucing up to speed the process along. As part of the agreement to recieve the money the City of Cape Coral does have to buy a certain number of homes to rehab and turn them around to new buyers. But does it make sense to spend all $7,000,000 on turning around 80 homes... or could the money be spread around more?

The Cape Coral Real Estate Market has been very active this year. We have seen a large influx of buyers from all around the United States, Canada, and Europe coming to Cape Coral Florida to purchase Homes, Condominiums, and Vacant Land.

Cape Coral residential sales for third quarter of 2008 have increased 150% from the same time period in 2007. In the last three months 1358 residential improved properties have sold in the City of Cape Coral compared with 541 residential improved properties last year.

Cape Coral Vacant land sales for the third quarter of 2008 have also seen a 130% increased from the same time period in 2007. In the last three months 334 vacant properties have sold in the City of Cape Coral compared with 146 vacant land sales for the third quarter of 2007.

As of today October 20th, 2008, here are statistics on what is presently available for sale in the City of Cape Coral:

4304 Single Family Homes
696 Condominiums
238 Residential Income (Duplex, Triplex, Fourplex)
3488 Lots / Vacant Land (Already city maintained through lot mowing assessments)

With a look at the numbers above and the City of Cape Coral's plan to buy 80 homes with $7,000,000 is ridiculous. 80 homes only represent 1.8% of homes presently listed for sale. This doesn't even take into account other potential abandoned properties throughout Cape Coral. Does it make the best sense for the City of Cape Coral to invest $7,000,000 to only benefit 1.8% of properties available?

Realistically it's going to take atleast three to five years for our market situation to get back to some state of normalcy. As a real estate professional selling homes in this market the first deal killer on many of these foreclosed and abandoned properties is the exterior appearence aka "The Curb Appeal Test." $7,000,000 could go a lot farther maintaining property exteriors which would in turn allow many homes to sell faster.

As an example lets say the city of Cape Coral was going to maintain 4500 property exteriors on a biweekly basis between now and the time they sell... because homes are selling. Now not every home for sale in the City of Cape Coral is an REO or abandoned property. I arrived at this figure based on an estimate of homes for sale and the number of foreclosure filings occuring. Weekly lawn care in Cape Coral on an average costs $80 a month. So $40 to maintain the properties biweekly would cost $180,000 a month. Obviously it is going to take more money initially to get the properties looking good... but once they are mowed down the money can still go a long way.

If a home looks good on the exterior you will get the buyers inside the homes and they will fix the interiors. Pretty much any home out there these days is going to need interior work anyways, buyers know this already plan to make improvements. If the home looks bad outside the buyers will most likely never go inside and by chance the interior may be beautiful and not need any work.

The City of Cape Coral needs to bring up the curb appeal of homes citywide and we'll speed up the real estate market recovery process at a much more alarming rate.

Cape Coral Foreclosure Assistance Package

Lee County Property Tax 2008 TRIM Notice

The Lee County Property Appraiser has released Notice of Proposed Property Taxes also known as the "TRIM" Notice on Friday August 22^nd, 2008.

TRIM is an acronym that stands for "Truth In Millage." The TRIM notice contains specific information designed to inform you of your property tax obligations as required by the Truth In Millage Law that was established in the 1980's by the Florida Legislature.

With the decrease in values and the increased Homestead Exemption I have seen my own property taxes decrease 29%. I also researched some of the properties that I sold to customers this past year. One of my customers from British Columbia Canada is seeing a 37% decrease in their property taxes on a Gulf Access Residence they purchased this year. Calculate the percentage change in your property taxes.

The TRIM notice provides the property owner with the following value information:

Market Value
Assessed Value
Exemptions in Value
School Taxable Value
Taxable Value

The TRIM notice also provides the property owner with the Name, Address, Telephone Number, and Public Hearing dates for the various Taxing Authorities if you wish to attend and voice your opinion on the proposed tax.

The TRIM notice also displays your previous year values for you to compare increases or decreases in value and how it relates to your property taxes.

Follow this link to the Lee County Property Appraisers Office to View your TRIM Notice Online. Simply fill in your name or your property address, click on your specific property and then scroll to the bottom of the page to view your 2008 TRIM Notice.

Most Lee County Taxing authorities are either holding or decreasing their millage rates and passing on the savings to the public.

Cape Coral Bank Owned REO Foreclosure Property Proper Selling Techniques

The Cape Coral and Fort Myers area real estate market has had a large influx of Bank Owned, REO, Foreclosure properties available For Sale. The banks that own these properties are pricing them competitively to sell within 30 to 90 days. With this pricing many of these properties are selling quite quickly with multiple offers on the table for the REO Managers to review.

However many other Cape Coral and Fort Myers Bank Owned REO Foreclosure properties are sitting stagnant month after month racking up the days on market!

These properties could be liquidated and taken off of the books of the banks if they were listed with the same professionalism that a listing agent would offer their traditional seller.

REO Managers take a look at how your listings are being displayed on the web and in the MLS. This may answer the question... why is your property still sitting stagnant on the market and not selling?

Cape Coral Florida and other cities in our regions have become a prime opportunity for those looking to purchase Bank Owned REO Foreclosure properties at very reasonable prices.

The prices obviously increase from that price range. This is something to keep in mind when bidding on these properties. We have noticed that some of the asset managers have had the REALTOR® set the listing prices low to draw an increased interest in the property. Now we have seen just the opposite too. These are properties with listing prices slightly higher than the rest of the properties on the market. Many of these properties will encounter higher days on market time. I started suggesting to recent customers to bid on these properties rather than the lower of the low priced ones that will draw 10 offers overnight at times. The results have been impressive on the higher priced high days on market properties.

Trust the judgment of your REALTOR® when placing an offer on these properties. Have them pull comps to see if the price is a dream or reality. You may be in a position where you will want to bid over or under the listing price depending on the comps, the days on market, and activity on the individual property.

Cape Coral FL Taxable Property Value Decreases

Cape Coral Florida taxable property value decreased close to 26% according to the Lee County Property Appraisers Office. This estimated taxable value information was released yesterday by Property Appraiser Ken Wilkinson. He stated this was one of the toughest annual valuations periods he has gone through in years.

So what does this mean to you as the real estate consumer? This means that most likely the Fall 2008 Trim Notices and Tax Bills should be providing some savings. This should allow many buyers to increase their buying power by having the potential for lower property taxes by shifting around their qualifying ratios their total mortgage payment (PITI) July 1st 2008 the property appraiser will release the certified taxable values and then in late August the property appraiser will send out the TRIM (Truth In Millage) Notices to all Lee County Property Owners.

June 1^st, 2008 is the official start of the 2008 Hurricane Season for cities throughout the U.S. including Cape Coral FL. The question you need to start asking yourself is "Are you prepared?"

In Cape Coral this preparation should start with registering for the City of Cape Coral's CODE RED notification program. The reverse 911 system will notify you via phone (any number you choose) in case of any type of emergency or public service notification such as a boil water notice, etc...
Register for CODE RED notification from the City of Cape Coral.

Your next step is to stop by your local Publix and purchase a NOAA 7 Channel Weather Radio. The one that I own is the WR-100 made by Midland Radio. When severe weather conditions such as thunderstorms, tornados, hurricanes, wildfires, floods, etc... the National Weather Service issues warnings that can come across your TV, Radio, and immediately via your NOAA Weather Radio. Consider it like a smoke detector for bad weather. You can also purchase weather radio this online at Radio Shack. The price varies from approximately $29.99 at Publix to $49.95 from Midland. Make sure you are prepared and GET A PLAN !!! - Head to FloridaDisaster.org this site operated by the Florida Division of Emergency Management will help you create your own personalized Family Disaster Plan. This only takes approximately 10-15 minutes to complete. Once you complete this you can visit these next pages to further prepare. Publix has an Emergency Supplies Checklist and Non-Perishable Food Checklist to survive for two weeks after a storm.

Your final step is to complete an inventory of the items in your home. State Farm Insurance provides a Home Inventory Checklist for you to fill out that will itemize all of your possessions. Also don't forget to take a few moments in addition to the checklist and do a walk through video of your home for your records and the insurance company should there ever be any questions.

Fort Myers Real Estate - Why Buy Now?

Fort Myers Real Estate Prices have gone through some downward changes over the past twelve months. Coupled with this pricing change in homes, condos, and land has been a decrease in consumer mortgage rates. Mortgage rates are almost back to late 2005 levels.

Bankrate.com advertises rates as low as 5.75 % on a 30 year fixed rate mortgage. A recent customer of mine who closed on his new home last week was able to purchase a home with less than $2000.00 out of pocket. I know you're thinking this just cannot be real?

Well it is real. The seller of the property contributed 3% of the purchase price towards his closing costs, in addition to a 3% contribution to a non-profit down payment assistance program that contributed this money to my buyer at closing. This was done in conjunction with a FHA mortgage product and all was defined on the real estate purchase contract and the HUD-1 Settlement Statement at closing.

With lower mortgage rates, special monetary assistance programs, and some sellers willing to make monetary contributions to assist you in purchasing a home... Buying a home is possible with less money than you may imagine.

Cape Coral Property Taxes Decrease

Cape Coral Real Estate Property Tax Rates have decreased steadily over the past ten years.

Presently the City of Cape Coral has a total real estate property tax, which includes county, school, and other miscellaneous taxes, that as of today March 24, 2008 average 17.34 per $1,000 of assessed value according to information availabe from the Lee County Property Appraiser.

The specific City of Cape Coral portion for the 2007 tax year was 4.9236 per $1,000 of assessed value. This includes general revenue, debt service, and solid waste taxes.

Property tax rates have decreased a total of 48% from 7.3129 in 1998 to 4.9326 per $1,000 of assessed value in 2007. This is partly to do with the increase in property values over the last ten years also. Annually local governments calculate what is know as the property tax roll back rate. A roll back rate is the millage tax rate a governing body needs to generate the same amount of revenue they did in the previous fiscal year.

The general revenue or general fund portion of the real estate property taxes in the City of Cape Coral for Tax Year 2007 was 4.7698 per $1,000 of assessed value showing a 25% decrease over the past 10 years from 5.9873 in 1998. As values increased the City of Cape Coral did decrease property tax rates.

In 2007 the City of Cape Coral decreased the millage rate 2.28%
In 2006 the City of Cape Coral decreased the millage rate 8.20%
In 2005 the City of Cape Coral decreased the millage rate 4.74%
In 2004 the City of Cape Coral decreased the millage rate 2.79%
In 2003 the City of Cape Coral decreased the millage rate 2.12%
In 2002 the City of Cape Coral decreased the millage rate 0.00%
In 2001 the City of Cape Coral decreased the millage rate 3.17%

Florida Real Estate Property Tax Exemptions Most Favorable in Comparison

Florida Real Estate Property Tax Exemptions can be considered the most favorable and arguably better when compared against other states. The State of Florida nears the median for real property taxes in the United States of America. While many critics have said that property taxes in the state of Florida are ridiculously high the numbers show that we rank 22, almost the middle of the road for real property taxes nationwide.

This blog compares real estate property tax exemptions available to property owners in states with some of the highest real estate taxes in the nation including:

Florida Real Estate Property Tax Exemptions

Florida residents are able to apply for the Homestead Exemption that provides a $50,000 reduction on the taxable value to the applicant's primary residence
If the homesteaded primary residence has an assessed value of $200,000 and qualifies for the exemption the property taxes would be based on a $150,000 taxable value.
Florida residents are eligible to receive Save Our Homes on Homesteaded property. This law places a limitation of 3% on annual real estate property tax assessment increases.
In 2009 non-homesteaded property owners including homes, condominiums, and vacant land and other forms of real property are eligible to apply for a limitation of 10% on annual assessment increases.

New Jersey Real Estate Property Tax Exemptions

Homestead Credit Program imposes a 4% property tax levy cap on school districts and county and local governments, subject to limited exceptions and adjustments.
Qualified residents may deduct 100% of their property taxes due and paid or $10,000, whichever is less for either a deduction or a refundable credit on their New Jersey resident income tax return.
Tenants may deduct 18% of rent paid during the year is considered property taxes paid for either a deduction or a refundable credit on their New Jersey resident income tax return.

Connecticut Real Estate Property Tax Exemptions

Assessments are made at 70% of fair market value.
Annual property tax credit or rent rebate is available to residents age 65 or older.

New York Real Estate Property Tax Exemptions

Owner-occupied primary residences exempt the first $30,000 of the full value of a home from school taxes.
Owner-occupied primary residences of senior citizens (age 65 and older) with yearly household incomes not exceeding the statewide standard exempt the first $56,800 of the full value of their home from school property taxes.
A homestead tax option is available to governing and taxing authorities to establish two separate property tax rates.
- Lower tax rate for residential property owners (homestead tax)
- Higher rate for all other property owners (non-homestead tax).

Rhode Island Real Estate Property Tax Exemptions

Residents age 65 and older who earn $30,000 or less receive a tax credit of up to $250.

Massachusetts Real Estate Property Tax Exemptions

A homeowner may shield up to $500,000 in equity in their primary homestead property from creditors.
Residents age 65 and older can claim a credit on state income taxes for the real estate taxes paid during the tax year on the residential property they own or rent up to $900.

Pennsylvania Real Estate Property Tax Exemptions

Residents age 65 years or older can receive a rebate of paid property tax or rent paid up to $650 per year. Those eligible must also have income not exceeding $35,000.

Ohio Real Estate Property Tax Exemptions

A new (2007) homestead exemption offers eligible homeowners, regardless of income, the opportunity to shield up to $25,000 of the market value of their homestead (a dwelling and up to one acre of land) from property taxation.

Canadian Florida Property Owners Tax Information

Residents of Canada who purchase Homes, Condominiums, Vacant Land, or other real property in the State of Florida are not penalized nor do they receive higher property tax rates for being Canadian nationals.

United States residents and Canadian residents who own property in the State of Florida including those who are primary residents are taxed with the same millage (tax) rates that are set by local governments and other taxing authorities.

Canadians who sell real property anywhere in the United States of America are affected by a Federal Law known as the Foreign Investment in Real Property Tax Act of 1980. This law requires that the sellers pay a 10% tax on the gains from the sale of the property. There are some exemptions that can be researched on the United States Department of the Treasury website.

The confusion with real property taxation in the State of Florida comes from what is known as the Homestead Exemption and what is known as Save Our Homes that only apply to a Florida residents home that is their primary residence.

Florida property owners who are residents of the State of Florida are able to apply for what is known as the Homestead Exemption that as of January 2008 provides a $50,000 reduction on the taxable value. This exemption only applies to the applicant's primary residence. For example if the county determines your primary residence has an assessed value of $200,000 and you qualify for the exemption you would pay property taxes based on a $150,000 taxable value.

Florida residents are eligible and receive the Homestead Exemption on their primary residence also receive what is known as Save Our Homes. Save Our Homes places a limitation of 3% on annual assessment increases on homestead exempt property. The taxable assessed value of the property can then not increase more than 3% or the percentage change in the Consumer Price Index.

Starting in 2009 those who own non-homesteaded property including homes, condominiums, and vacant land and other forms of real property which includes residents of the State of Florida are eligible to apply for a limitation of 10% on annual assessment increases.

Property tax rates in the State of Florida are based on the value of the property and the millage tax rates levied by the local governing and taxing authorities no matter where you live in the world. But if you are a Florida resident you are extended certain property tax exemptions, however these benefits are only available to the primary residence.

Lee County Property Taxes

Lee County Florida Property Taxes can be confusing at best with all of the recent changes both legislatively and through voter amendment to the state constitution over the past twelve months here in the State of Florida.

The first change to property taxes in the State of Florida this year was instituted by the Florida legislature. During the June 2007 session state legislators froze the current millage tax rates as the new millage tax rate cap. In addition they required an additional percentage reduction below the roll back rate. Local governments had to cut additional property tax revenues 3, 5, 7 or 9 percent based on how much their taxes had increased between years 2001 and 2006. They also placed limits on future tax increases. A roll back rate is the millage tax rate a governing body needs to generate the same amount of revenue they did in the previous fiscal year.

The second major change to Florida Property taxes was the adoption of Amendment 1 the new Homestead Exemption. This made several changes. It raised the $25,000 exemption to $50,000 on homes with assessed values greater than $75,000. As an example if the county had your home assessed at $200,000 you would pay property taxes based on a $150,000 taxable value if you used the property as your primary residence aka homestead. Next it allowed for Florida Homesteaded property owners to transfer or port their Save-Our-Homes benefits to a new property. The total amount of exemption couldn't exceed $500,000 and if a resident purchased a property with less value than their current property the Save Our Homes exemption amount would be applied proportionally to the new property. This amendment also exempted business owners from paying the intangible taxes on the first $25,000 of assessed value on tangible personal property. Lastly it placed limits on assessment increases of non-homestead properties (Vacant, Commercial, etc...) to ten percent each year.

The Lee County Property Appraiser has a tool for perspective home buyers to use to estimate taxes on a home they intend to purchase. You simply fill in the property address, click on the strap number, and the click the link that says tax estimator. The link also provides a disclaimer on the use of the tool and also offers some insight into just "How do they calculate my property taxes?"

Cape Coral Homes Sell

That's right readers you read my blog title correctly... Cape Coral homes are selling. As opposed to what the national and local media outlets want you to read to sell news. Homes, condominiums, vacant land and other real property is selling in Cape Coral and surrounding areas throughout Southwest Florida.

Yesterday while I was out showing five properties to my buyers we had two occurrences when we had other agents and customers arrive at the same property. At the one property one other agent showed up and at a second property we had three other agents show up with their customers.

While making my showing appointments the day before one of the listing agents had advised me that she had 18 agents call that day to show the property and to be courteous to any other agents and customers we would possibly encounter.

Properties priced properly are selling and selling quickly. People know pricing is presenting people new opportunties to buy their first home, second or vacation home, and real estate investments. I attempted to make showing appointments on several other properties but they had already gone pending within a 24 hour period of time with imited days on market... less than 30.

The good news is that my buyer wrote up an offer on the property they liked. It was a beautiful 3 Bedroom 2 Bath 2 Car Garage 1583 sq/ft under air. The home featured 18 inch tile throughout the great room, kitchen, breakfast nook, and bathrooms. This home built in 2003 was offered at $110,000. The home only needed new kitchen appliances, a washer and dryer to make the move in complete.

Cape Coral Foreclosure Help

Today March 4, 2008 the Chairman of the Federal Reserve Bank Ben Bernanke met with a group of bankers in Florida today to discuss the foreclosure and pre-foreclosure situations affecting the State of Florida and our country as a whole.

Mr. Bernanke suggested reducing principal balances on home loans for mortgage holders who are no longer able to make or stay current with their payments because their homes are no longer worth what they were when they purchased. Mr. Bernanke said many homeowners owe more than the present market value of their home and some see no incentive to keep paying.

The Federal Reserve Chairman stated that a significant number of recent homebuyers have started to walk away from their homes since they are no longer worth what they once were. He stated that a reduction in principal may encourage some people to stay in their homes and thus reduce the chance that they will fall into default and/or foreclosure.

Successful Cape Coral Short Sale Negotiation
