There is proof yet again that now is the time to buy a home in the Greater Baton Rouge area. "Housing Predictor" released their yearly ranking of the top 10 hottest real estate markets for buyers and Baton Rouge was #9.

The ranking represents areas of the country where the housing market is expected to appreciate (bucking the national trend) based on factors such as; stronger employment,prospects of growth and promises of prosperity. You may see the list in its entirety here.

Refinance VS Buying...Which is best for you?

Lately my phone has been ringing off the hook with some of my past clients wanting my expert opinion on whether or not they should refinance their homes. While I am happy to speak with my clients and help them flesh out a plan that works best for them, it made me start thinking...should they be considering selling and moving up instead of refinancing? The answer in quite a few instances was a resounding YES.

While each individual's circumstances are unique the factors that should be considered when making the refi vs. buy decision on the same:

1. How much equity do you need to have in your current home to refinance?

The rule (though not an exact number) is you need to have at least 15% equity in your home to do a rate and term refinance. A rate and term refinance is applicable if you just want to change the terms on your existing balance - switch from an adjustable-rate mortgage to a fixed-rate, for instance, or go from a 30-year term to a 40-year.

1a. How much equity do you need to have in your current home to buy? T

That answer will depend a good bit on what price range you would be moving into. If your new home would fall under the FHA limits than your down payment will 3.5% of sales price. You must also take into consideration the cost associated with selling your current home, assuming that you are using the services of a REALTOR to market your current home you must factor in the commission and other seller fees. All commissions are negotiable so it is not possible to give an exact figure here however, the seller's cost typically run between 6%-7% after all fees are added. I am not factoring in the closing cost affiliated with buying the new home because given the current market conditions I have had much success with negotiating the seller paying the buyer's closing costs.

RECAP: How much equity do you need in your currnet home to refinance? At least 15%

How much equity do you need in your current home to buy? At least 9.5%

2. What is the cost affiliated with refinancing your home and how long will it take to recoup those cost?

Refinance loans have many of the same closing costs as your original home loan. The only break most borrowers may be eligible for is a reduction in the attorney's fee if you close your refinance with the same firm that closed your original loan. While closing cost will vary from lender to lender the average closing costs/prepaids for a $200,000 loan without PMI is approximately $8,000.

If there is enough equity in your home above and beyond the 15%-20% that you must have to refinance you may be eligible to "roll" your closing cost back into your loan so you will not have to write a check at the closing. BEWARE.. if you do this you need to figure out how long it will take you to recoup these cost. The average time to recoup the $8,000 closing cost with a new rate of 5% is 52 months. You need to look at you and your family's long term plan if you are not planning on staying in the home the amount of time necessary to recoup the cost, then the rate saving may not make sense. This is a great calculator that will allow you to tailor the numbers to your individual situation and see how long it will take you to recoup the closing cost.

2a. What is the cost affiliated with purchasing a home and how long will it take to recoup those cost?

As stated above, the closing cost/prepaids will be approximately the same as a refinance. One of the advantages of a somewhat slower market is I have been very successful in negotiating the seller to pay most if not all of the closing cost/prepaids. It goes with out saying that in that instance the recoup time is 0 months.

RECAP: What is the cost affillated with refinancing your home and how long will take to recoup those cost? The cost if the same as a purchase and depending on your individual situation the average time to recoup is 52 months.

What is the cost affiliated with purchasing a home and how long will it take to recoup those cost?The cost is the same as a refi and with negotiation your recoup time can be 0 months

Right now is a great time to buy a home the Greater Baton Rouge area. Our market is strong, interest rates are great and there is a good inventory to chose from. While every ones situation is unique and refinancing may be the best path for you at this time, it would behoove you to give Shannon Sims a call before you make that decision. It may be the perfect time for you to buy that larger home with same or similar note that you are paying now.

Update on the Bond Money

LHFA (the agency that handles the bond loans) met this morning and below are the notes from a lender who attended:

Shannon,

According to the meeting I attended for LHFA Bond this morning, the 2008B Bond Issue will be available the last week of November or the 1st week of December. It is anticipated to go very quickly, probably less than 48 hrs.

We must have executed purchase agreements by all parties to send in reservations to LHFA as soon as it is released. So you need go shopping for houses ahead of time!! If you wait for the money to be released to shop, YOU WILL MISS OUT!!

I will be waiting at my computer each and every morning for that email to send in reservations for our clients !!

Also, it is anticipated to be similar to the last issue of 6.625% interest rate and w/4% asstiance. or at least 3% asstiance. What this means to your buyer's is 100% financing! Also, as always the seller's can pay closing cost so your buyer's could get in WITH NO MONEY INVESTED AT ALL!

They are HOPING to have another issue before the end of the year, but, no one knows for sure.

I have blocked out the entire day next Thursday, 20th to be in your office.

Baton Rouge refuses to particapate in the national recession

According to RealtyTrac.com only Syracuse,NY has a lower foreclosure rate nationally then Baton Rouge:

Baton Rouge ranks near bottom for foreclosure activity
Baton Rouge was ranked 99th on a list of foreclosure increases for the nation's 100 largest housing markets. The Capital Region had foreclosure filings against .12% of all homes during the third quarter, according to RealtyTrac.com, only Syracuse, NY, had a lower rate at .10%. Baton Rouge remained low despite a nearly 175% jump in the number of foreclosures from third-quarter 2007. Foreclosures were filed against 373 homes in Baton Rouge during the quarter. Stockton, Calif., had the country's highest foreclosure rate, with 3.7% of homes facing seizure during the third quarter. New Orleans was tied for 76th, with .27% of all homes having a foreclosure filed against them. Nationwide, foreclosure filings were up 71% from third-quarter 2007. Foreclosure rates slowed in September, thanks to new laws in California and North Carolina aimed at reducing the pace at which lenders can move forward with defaults.

Wow!!! At the risk of sounding like a cheerleader; now is truly a great time to buy. The local market is strong, interest rates are great and there is inventory available. Bond Money Now Available in Louisiana!

The last issue of the year is now available. This is a State Bond Issue which means it can be used in any of the 64 parishes. The bond will allow you to buy a home at a reduced interest rate and will give you 4% of the sales price to use towards your closing cost/down payment. Most of my bond buyers chose the FHA (3% down payment) or the Rural Developement (no down payment) and the 4% assistance covers most of the closing cost and prepaid items. Typically my buyers do not bring any money to the closing table!

Good News!! Rural Development Loans (100% financing) are Available for Some Areas in Baton Rouge!

As stated in one of my earlier post, the area approved for Rural Development or RD Loans was expanded after the hurricanes to included parts of East Baton Rouge parish. However, what I was not aware of until recently was that this included parts of actual Baton Rouge! If the home is located in the unincorporated areas of Baton Rouge than it is eligible for this 100% loan. Each address will need to be checked to verify whether it falls outside of the city limits but as an example, most of the Shenandoah area and large sections of the Perkins Road area qualify!

What are the advantages of a Rural Development (RD) Loan?:

100% financing
No PMI or MIP
Closing cost may be added to the loan up to appraised value and there are no limits on seller contributions
Don't have to be a first time home buyer
Condos are allowed
Gift letters are allowed, you can use a gift for you down payment or closing cost
Manually underwritten, more leninet on credit

FINALLY, the local media is starting to get it! Unlike the majority of the country, the Greater Baton Rouge real estate market is not depressed. It has been an uphill battle to try to get the word out to the public that things are not bad here; in fact they are pretty GOOD!

A small local paper that caters to the Ascension Parish area recently published an article that paints an accurate portrait of the Baton Rouge real estate market. Going Green in the Red Stick...Recycling Oppurtunities in Baton Rouge

Did you know that Baton Rouge has one of the most innovative curbside recycling programs in the country? It is true, we do! If you are a resident or business in the East Baton Rouge parish,free weekly curbside recycling is available to you. All you need to do is contact the City Parish and request a recycling cart. You can visit the website and get more info here.

Another unique service offered in our area is RedStick FreeCycle. Essentially RedStick Freecycle is community of Baton Rouge citizens who post items of all types that are given for free. Their goal is to reduce waste by connecting people who would otherwise throw away unwanted items with others seeking those same items. Pretty neat concept.

If you have an old computer or office machinery that you no longer you can contact The Capital Area Corporate Recycling Council and they will gladly take them off your hands. The CACRC is a nonprofit designed to meet these challenge head on and reuse discarded computers for schools, nonprofits, low income families, the general public, while recycling the electronics that cannot be fixed.

Composting is one of the easiest and most rewarding ways to go green. The Recycling Office of the City Parish is here to help you with that also! Compost bins can be purchased at their semi-annual compost bin sale. The next compost bin sale will be July 19, 2008 at the Louisiana Department of Insurance Receivership office, 6945 Florida Boulevard, from 8:00 a.m. until 3:00 p.m.

The East Baton Rouge Parish Recycling Office also has designs for compost bins that you can build out of simple materials at home. Visit the Yard Smart, Earth Wise page to find out how to build one or call office at 389-5194 for a copy of the designs.

If you don't mind a short drive and would like free composite. You can visit nearby Lafayette. Free compost is available Monday through Friday from 7:30 a.m. until 3:00 p.m. and on Saturdays from 7:30 a.m. until noon at the Dean Domingues Compost Facility, located at 400 Dugas Road. Machinery is available to load pickup trucks and trailers. Any vehicle with an enclosed back will require citizens to manually load, with a shovel, the desired quantity of compost into their vehicle themselves. For more information check out this link.

The latest issue of "Money Magazine" ranked Baton Rouge ninth on the list of hottest real estate markets in the nation. According to the article, home prices in Baton Rouge are expected to climb 1.9% over the next 12 months. The good news is not limited to only Baton Rouge; New Orleans is ranked number seven on the list with an estimated growth rate of 2.2% through May of 2009.

The REAL news about the housing market in Louisiana Part 1

We have all be bombard with the terrible national news concerning the housing market. In fact the local news media has basically regurgitated the same stats and figures the AP disseminates with very little if any local numbers or content included. In an effort to educated the Baton Rouge public on the true picture of the housing market in our area; the Greater Baton Rouge Board of REALTORS® teamed up with the Capitol Region Builders Association and Growth Coalition to get the word out.

Attached you will see the first print product that we hope puts a clearer perspective on exactly where our fair state stands in all of the housing debacle. As you can see Louisiana is NOT, I repeat NOT, in a down market, in fact we are one of only two states in the country that is expected to show growth in the year 2008. I think it is important to point out that the comparision used in this campagain are the numbers for the year 2007, not 2006 when Katrina had such a huge impact. The only figure that is quoted here that would include the Katrina bump is the 30% increase in value over the last 3 years. If you remove the increase in 2006 and include only our totals from 2005 and 2007; the increase is closer to 7% yearly.

One of the most frustrating and heartbreaking situations I am repeatedly finding myself in lately, is buyers who listened to all of the generalized news and assume it applies to us. This misinformation can be and is costly. The wait and see attitude of the rest of country will cost you money and location in Baton Rouge. That is the true picture of our real estate market today.

There Must Be Something in the Water....Baton Rouge's tap water ranked 2nd best in the nation

According to a recent article in Men's Health magazine, Baton Rouge's tap water was ranked #2 in the nation. The ranking was based on the most recent data on levels of arsenic, lead, halo-acetic acids and total trihalomethanes (linked to cancer), and total coliform bacteria, plus the number of EPA water-system violations from 1995 to 2005. The only city to beat out Baton Rouge was Denver, Co.

Great Rates and Information on the new East Baton Rouge Parish Bond Issue!

I hope 2008 is off to a great start for all! There is some exciting news in the Baton Rouge real estate scene that I wanted to share with you.

First, do not forget about my instant email notification system. I am now including my clients who may be interested in keeping an eye on their neighborhood. This is a great program that will email you nightly any homes that come on the market in a particular neighborhood or area of town. The system will also notify you if a home in your area/subdivision goes under contract or sells. Second, the East Baton Parish Bond Authority released the new bond program this week. The bond will allow you to buy a home at a reduced interest rate and will give you 4% of the sales price to use towards your closing cost/down payment. Most of my bond buyers chose the conventional my community loan option (no down payment) and the 4% assistance covers most of the closing cost and prepaid items. Typically my buyers do not bring any money to the closing table!

Below is a brief breakdown of the criteria for the EBR bond:

1. CAN NOT HAVE OWNED A HOME IN THE LAST THREE YEARS

2. HOME MOST BE LOCATED IN EAST BATON ROUGE PARISH

2. INCOME LIMITS: FAMILY OF 2 OR LESS: $67,400 FAMILY OF 3 OR MORE:$78,680

3. MAXIMUM SALE PRICE: $289,704

4. THE COBORROWERS DO NOT HAVE TO BE RELATED, 2 UNMARRIED BUYERS ARE ELIGABLE

5. THERE IS A SPECIAL PROGRAM FOR PUBLIC SAFETY PERSONNEL

6. THE INTREST RATES ARE: 6.375% FOR 30 YEARS FOR THE ASSISTANCE PROGRAM, 5.50 FOR 30 YEARS FOR THE LOW RATE PROGRAM

7. FHA, VA, RD AND CONVENTIONAL LOANS ARE THE LOAN TYPES

If you are interested in a home outside of East Baton Rouge, GOOD NEWS there is still a small amount of State Bond Money available. State money can be used in any of the parishes and DO NOT have to be a first time homebuyer. The rate for the assisted program is 6.5%.

Louisiana is ranked #1 for Home Inspections

Louisiana's home inspection regulation laws are the best in the U.S., according to the American Society of Home Inspectors.

ASHI is encouraging other states to look at Louisiana's law, which scored best for its education, testing and experience requirements and for its standards of practice and code of ethics.

New Jersey, Arizona and Texas were next best, and California scored worst because several of its key provisions are unenforceable, said the ASHI, which scolded 18 states for having no home inspection laws.

GoZone- Just the facts Ma'am Part 2

I am asked quite frequently by consumers where to find information on the Go Zone Act. Below is a brief overview of the program and some information on some properties that I have identified in the Baton Rouge market that qualifies. The Go Zone Act is a great opportunty for investors and is definitely worth investigating if you are looking for a tax deduction. The GO Zone Act establishes tax incentives and bond provisions to encourage the rebuilding of local and regional economies devastated by Hurricanes Katrina and Rita. There are provisions geared toward both existing businesses and businesses that are new to the GO Zone area.

The Go Zone Act allows qualifying real and personal property used in the ‘active conduct of a trade or a business'. Real property may be allowed an additional depreciation deduction equal to 50% of the depreciable basis for the first year the property is placed in service. Qualifying residential and non-residential real property must be placed in service before December 31, 2008. All other qualifying property must be placed in service before December 31, 2007. Qualified property includes tangible personal property, computer software, water/utility property, leasehold improvement property, and residential and non-residential real property (excluding casinos, liquor stores, golf courses, country clubs, massage parlors, hot tub facilities, sun tanning facilities, and race tracks).

This Friday(November 30th 2007) from 3:00-9:00 p.m. marks the start of the holiday season in Baton Rouge. The Festival of Lights in downtown Baton Rouge is the oldest holiday tradition in the Capitol City. It is also one of the Sims' family traditions! Every year we walk(not run!) in the Reindeer Run and enjoy the living Nativity Scene.
