First-time buyers and investors are buying the lowest priced homes. The hottest 
price range is under $450,000 and it is accounted for more than 70 percent of

sales bunched at lower price ranges, the overall median price for a Phillips Ranch 
house was $452,000 in June that declined 38 percent from $729,000 a year ago.&lt;/font&gt;&lt;/font&gt;&lt;p align="center"&gt;&lt;font face="Verdana, Arial, Helvetica, sans-serif" size="1" color="#182088"&gt;&lt;font size="2" color="#182088"&gt;Strong 
activity at the market's lower end, however, has done little to increase sales 
at houses priced more than $550,000. By contrast, sales came to a complete halt 
for homes priced over $550,000. The rapid lower market price is driving high-end
