According to the California Association of Realtors, the IRS announced it is planning to provide relief to distressed homeowners who are blocked from refinancing or selling their home by federal tax liens. This relief will help people sell their homes, or refinance without having to pay off these tax liens as a part of that process. Since home equity has greatly diminished over the last few years, many homeowners can no longer afford to pay these liens at the time of sale or refinance. I am often asked this question. Well, the stats are out for Sacramento County for August 2008, and for the first time in a LONG TIME, there was an increase in the median home price. Keep in mind that certain micro-markets within Sacramento County have had ongoing increases to the median price for the better part of 2008...this county-wide increase is very exciting though. This is not exactly enough information to consider a trend, but exciting nonetheless.  The average price for Sacramento County also increased (graph not shown - increased from $235k to $241k). In the ever-changing world of lending, it has been announced that non-traditional credit will be ineligible for use on FHA and VA loans effective Monday, September 15, 2008. All borrowers must have a traditional credit history, with the exception of certain types of refinance transactions.

My husband and I decided to check out SMUD's (Sacramento Municipal Utilities District) and the Sacramento Tree Foundation's free shade tree program. We were visited by a "Community Forester" today who helped us to determine where we should plant our trees, and what trees to plant. I was having a conversation with a prospective listing client in Land Park this last week regarding if having a converted garage adds or reduces the value in a home. The FHA Seller-Financed Downpayment Reform and Risk-Based Pricing Authorization Act of 2008 (H.R. 6694) was introduced by several members of Congress on Thursday, July 31, 2008. Representatives Maxine Waters, Gary Miller, Al Green and Christopher Shays sponsored this bill. If it is passed and signed into law, it will allow downpayment assistance to continue after the 10/1/08 shut down date - but changes certain rules for allowing its use. As of this morning, President Bush has signed HR 3221. Also this morning, I got an email from the Nehemiah Corporation urging people to save Non-Profit Downpayment Assistance Programs by contacting your local representatives and asking them to create and pass new legislation that allows this sort of assistance. Per Nehemiah's Legislative Update section of its website, both the House and Senate concur with regard to HR 3221 with its recent amendments. It is moving forward with the language that does eliminate 3rd party downpayment assistance programs.On pages 479 - 481 of the bill, the elimination of down payment assistance is cited (SEC. 2113) with an end date of October 1, 2008. At the 11th hour of one of my current transactions (I am representing the buyer), the seller made a claim that he wanted to take some backyard items with him. What were the items? One was a free-standing fountain, and the other was a metal-framed arbor (an 8-foot around, gazebo shaped trellis thing is the best way I can describe it). Neither was bolted to the ground.
