This is important information posted back in August by Mary Thompson, a Certified Appaiser. 
I just became aware of it and am re-posting in case others of you missed it.  Maybe these new regulations and guidelines will help Sellers who have  significantly remodeled their homes (and added to the "market value"!) get value from them!
