Senate Makes Tentative Agreement to Extend and Expand Tax Credit

Within the past 72 hours, some misinformation regarding the extension and expansion of the first-time home buyer tax credit has been disseminated through various media outlets. As of today, no formal bill regarding an amended tax credit program has been passed. On Wednesday, October 28, 2009, Senate leaders reached a tentative agreement to extend and expand the federal first-time home buyers' tax credit originally set to expire November 30.

While the method for passage remains uncertain, the deal would extend the $8,000 credit for first-time buyers until April 30, by which point they must have sales agreements in hand. These buyers would have until June 30, however, to go to settlement. The agreement would also provide a $6,500 credit for current homeowners who purchase a new residence in this time frame. To qualify, the homeowners must have lived in their primary residence for five continuous years. Qualifying income limits would also be raised to $125,000 for single taxpayers and $250,000 for joint taxpayers, from the current $75,000 and $150,000.

The Senate has not yet agreed whether the extension will be put up for a vote as its own bill or in conjunction with other legislation. Once it passes the Senate, the measure must be voted on by the House and signed into law by President Obama. Stay tuned to www.njar.com and the Week in Review e-newsletter for further developments. Earlier this month, Lance introduced the Homebuyer Tax Credit Fairness Act (H.R. 2779) which would specifically extend and expand the popular tax credit from $8,000 to $15,000 through December 1, 2010, and open it to all people buying a primary residence regardless of income or past homeownership. Preservationists seek new home for historic oceanfront lifesaving structure

The National Trust for Historic Preservation offers distressed properties and properties at risk which are for sale at a greatly reduced rate

U.S. Lifesaving Station No. 5 in Long Branch is available to someone who can move one of three historic lifesaving buildings to their own land. This shingle style structure is a 2 ½ -story, Circa 1900 "Port Huron Type" 3,446 square foot building featuring cedar shingles and two towers. The building is frame constructed and the foundation and basement walls are brick. It is in fair to good condition and has been vacant for two years.

The Port Huron house is situated on a property scheduled for redevelopment :-( The relocation is subject to conditions set forth by the New Jersey Department of Environmental Protection (NJDEP) in a permit requiring it to be moved off site. The site, located at the old Takanassee Beach Club at 805 Ocean Ave., has been the topic of local controversy in recent years as redevelopment plans have sparked the ire of preservationists who claim three of the abandoned building on site represent different eras of the U.S. Lifesaving Service, a precursor to the U.S. Coast Guard.

In late September, a suspicious fire destroyed the lookout tower of one of the three structures. The cause of that blaze remains unknown. Quick action by the Long Branch Fire Department, aided by seven local towns, prevented further damage to the oceanfront building.

You Can Buy Now with 3.5% Down on Government Insured FHA Loan

Last month, the share of applications for government-insured mortgages reached its highest level since November 1990, with government-insured loans accounting for nearly 36% of all mortgage applications, according to the Mortgage Bankers Association.

Most of those loans are made by the Federal Housing Administration, a New Deal-era agency that doesn't actually make loans but insures lenders against losses. Other government-insured loans are offered by the Department of Veterans' Affairs.

In May, the government-insured share of mortgage applications stood at around 26%, down slightly from 27% in June 2008. Just four years ago, the government-insured share of applications stood at less than 6%. Back then, the proliferation of no-money-down loans made increasingly irrelevant the FHA, which requires down payments of at least 3.5%. Today, that's nearly impossible to find in the private market, and over the past two years, the FHA has watched its market share ramp up dramatically.

But any surge in demand for FHA loans shouldn't come as a surprise, especially when considering recent surveys that show home buyers still believe they shouldn't have to sink large down payments into home purchases. A recent survey of buyer attitudes by Zillow.com found that more than one-third of buyers don't plan to make down payments larger than 10%, while nearly one-fifth of buyers don't plan to put any money down. Only 22% of buyers said they planned to make down payments that exceeds 20%.

Fair Haven: A Waterfront Park for a Waterfront Town

Fair Haven's Borough Council voted tonight to move forward with the acquisition of a waterfront home to create a passive park. Located at the end of DeNormandie Avenue, the piece is known locally as the Williams/Robards house.

Charles Williams, a free black American, built his homestead in 1853, long before the Civil War. The house had additions over the years, but retains it's hidden staircase, wavy glass windows and original cooking fireplace. The land itself is well suited for a park, it is level, without wetlands and boasts a magnificent variety of specimen trees.

Mayor Michael Halfacre, Borough Council and Fair Haven Administrator, Mary Howell have identified State, National and Monmouth County sources of funding to assist in the purchase of this park land. It is anticipated that this funding will alleviate much of the expense of the purchase for taxpayers.

It has been my pleasure working with Mr. Williams' decendants, brothers Don and Bob Robards in the sale of the property to my home town. The park will be named in honor of the Williams/Robards family, a fitting tribute to a family that has contributed to Fair Haven for 155 years.

Greetings from Asbury Park, an award-winning documentary feature film that offers a personal perspective on how eminent domain abuse has affected the Jersey Shore town, can be seen on PBS stations in New York, New Jersey and Philadelphia.

The film follows 91-year-old Angie Hampilos, a Greek immigrant and the great aunt of filmmaker Christina Eliopoulos, as she learns that her seaside bungalow - her home of over 50 years - will be taken by eminent domain to make way for (more) luxury condominiums. In fact, 29 city blocks of homes, businesses, apartments and historic boardwalk attractions are now boarded up and ready for the wrecking ball. They belong to a private developer and will be razed to make way for 3,100 luxury condos.

The movie combines intimate recollections, home movies, rare archival footage, thrilling cinematography and a dynamic soundtrack to recreate the postcard playland and boardwalk dreamland that was the resort city of Asbury Park.

An orchestral score by composers George Vahamonde and Nik Everett employs the evocative strains of acoustic guitar, piano as well as toy instruments and music boxes to recall the mythic ideal of Asbury Park. Two rare, turn of the century piano compositions, "On the Boardwalk in Asbury Park" and "Wear a Boardwalk Smile," long considered lost artifacts, were found and recorded for the film.

"Both George and Nik are children of the boardwalk with longtime ties to Asbury Park," said Eliopoulos. "They created an incredible score with exquisite sensitivity. The music takes us from the boardwalk funland to a wistful kind of memory or dream-like state, and on through to the city's decline and frustration." The film's dynamic soundtrack includes archival works, and numerous compositions from noted area bands and singer-songwriters including Jeff Saxon, The Misteriosos, as well as bandleaders from the fabulous '50s including Irvin Bell and Martin Weinblatt and Jersey favorite Red Mascara, who wrote and performed the jaunty little ditty "I'm from New Jersey."

Bruce Springsteen also approved the use of his music for the film: in one poignant sequence, "Tunnel of Love" plays over images of teenagers on the famous fun house rides of Palace Amusements and is followed by footage of the dismantling of the carousel horses, and finally, the destruction of the Palace.

"The Palace was a cultural touchstone and playland for those of us who grew up Asbury Park, and of course for anyone who knows Mr. Springsteen's music," director Eliopoulos tells Backstreets. "I am very grateful that Bruce granted me permission to employ his achingly beautiful song, 'Tunnel of Love,' for the film. I've been in love with the song, hearing it not just on my iPod but in my head, for most of my life."

Head for the backyard or beach to watch Meteor Showers this week

Head for the backyard or beach Tuesday or Wednesday night! The annual Perseid meteor shower is expected to put on a good show this week for those willing to stay up until midnight or willing to get up in the wee hours of the morning and wait patiently for the shooting stars.

In Monmouth County, the best time to watch will be between midnight to 5 a.m. on Tuesday and Wednesday, Aug. 11th and Aug. 12, weather permitting.

The Perseids are always reliable, and sometimes rather spectacular. The only things that puts a damper on the August show are bad weather or bright moonlight. Unfortunately this week, as the Perseids reach their peak Tuesday and Wednesday nights, the moon will be high in the sky, outshining the fainter meteors.

The Perseids are bits of debris from Comet Swift-Tuttle, which has laid down several streams of debris, each in a slightly different location, over the centuries as it orbits the sun. Every August, Earth passes through these debris streams, which spread out over time.

"They are typically fast, bright and occasionally leave persistent trains," says Joe Rao, SPACE.com's Skywatching Columnist. "And every once in a while, a Perseid fireball will blaze forth, bright enough to be quite spectacular and more than capable to attract attention even in bright moonlight."

Low numbers of Perseids, including some bright fireballs, have already been reported as Earth began entering the stream in late July. Seasoned observers have counted up to 25 per hour already, or nearly one every two minutes.

Most meteors are no bigger than a pea. They vaporize as they enter Earth's atmosphere, creating bright streaks across the sky.

The Perseids appear to emanate from the constellation Perseus, which rises high in the sky around midnight and is nearly overhead by dawn. Like most meteor showers, the hours between midnight and daybreak are typically the best time to watch, because that's when the side of Earth you are on is rotating into the direction of Earth's travels through space, so meteors are "scooped up" by the atmosphere at higher rates, much like a car's windshield ends the lives of more bugs than does the rear bumper.

Astronomers expect up to 200 meteors per hour in short bursts of up to 15 minutes or so. But many of the fainter meteors will simply not be visible due to moonlight, and rates will go down even more for those in urban areas. More likely a typical observer under reasonably dark skies might hope to see a meteor every couple minutes when the bursts come, and fewer during lulls.

When to watch: The best time to watch is between midnight and dawn Wednesday. Forecasters say the best stretch could come between 4 a.m. and 5 a.m. ET (1-2 a.m. PT). Some Perseids might be visible late Tuesday night, and Wednesday night into Thursday morning could prove worthwhile, too.

Viewing Tips: The best location is far from highway and suburban lights. Ideally, find a spot where you can use a house or tree to block the moon. Then scan as much of the sky as possible. The meteors can appear anywhere, heading in any direction. If you trace their paths backward, they'll all point to the constellation Perseus.

Seasoned skywatchers advise using a blanket or lounge or beach chair for comfort, so you can lie back and look up for long periods. Allow at least 15 minutes for your eyes to fully adjust to the darkness. Then expect meteors to be sporadic: You might see two in a row, or several minutes could go by between shooting stars.

The counter on my own web site has gone crazy..... Luxist.com, the premiere internet site for all things fabulous, ran a feature on the estate at 776 Navesink River Road. I have had over 40,000 hits on my web site from people who read the Luxist story and then clicked through for more information.

Navesink River Road, Estate of the Day

Today's home occupies an enviable swath of land on the Navesink river on the New Jersey shore. The residence measures 6,232 square feet and sits on 13.09 acres of land that includes over 650 feet of Navesink riverfront beach with a dock. The sense of privacy and calm is a major draw here on a property that is a ferry ride away from New York City and located near the popular Red Bank area. Church Street Garden & Home to design Terrace at Red Bank Model Home

Church Street Garden & Home has joined the list of Greater Red Bank retailers who will be displaying at the model home at Corinthian Cove. Owner Jane Sudler Black and associate Judi Trammell have come up with a stylish plan for the 35' x 20' brick terrace at Corinthian Cove.

I stopped in Saturday and walked the yard with Judi, who pointed out the wide range of styles they offer. There are traditional pieces that Jane has brought back from Europe, including a table with iron base and stone top that I'm hoping will be at the showcase. There is every style imaginable, from classic urns and European estate fountains, to ultra-contemporary stainless planters and terazzo dining sets. It had been a while since I last shopped the shop, bringing home a bas-relief panel for my brick patio. I've been missing so much!

I was captivated by set of antique garden statues representing the Four Seasons. Dating from 1920, these are a stunning Art Deco inspired interpretation of classical statues. They are classics, yet with a timeless, contemporary simplicity. They are exquisite.

I have my eye on an antique French bistro table with Carrerra marble top that Jane brought back from Europe... maybe that will go home with me after it finishes it's run on the Master bedroom balcony at the retail showcase (if someone else doesn't grab it first.) That's the purpose of the showcase, everything you will see can be purchased from the participating shops. It's a great way to stop in and see the best that Red Bank area retailers have to offer.

So many items have an interesting provenance. Right out in front of the store there is a stacked display of geranium planter boxes, fresh from an old Florida hotel. The many layers of paint reveal their past with that familiar Palm Beach pink peeking through. They're charming.

Stop in at Church Street Garden & Home. Located in one of Little Silver's oldest properties. The quaint building has great high ceilings, pocket doors and the original cooking fireplace in the back. Check out the stylish interior furnishings - this is more like a shop in the Village than suburbia.

Don't forget to save time to walk about the yard. Proprietor Jane Sudler Black has expertly gathered the best of the best here. You'll also find Judi is a wealth of knowledge about the history of the antique pieces, as well as the contemporary furnishings and fixtures inside. There is also a new line of handmade jewelry, very reasonably priced. With an artistic streak a mile wide, Judi can help you find the right piece for your home, inside or out.

Duxiana, the sumptuous bed and bedding store on Broad Street had their bed on the delivery truck within hours, taking it's place in the remarkable Master Bedroom suite. The Sferra linens sent along to dress the bed are sublime.

The Master bedroom, seen Left, is a full floor suite with balcony, sitting room, endless closets and spa-like Master Bath.

"Yes, absolutely" said Tricia Nelson of British Cottage Antiques. Proprietors Tricia and Keith Nelson just finished a successful run with great reviews at the VNA of Central Jersey's "Stately Homes by the Sea" designer show house at "Sheep's Run" at the former Christiansen estate on Rumson Road.

Tricia and Keith have two stores and a warehouse filled with new and antique furniture, lighting, accessories and garden antiques. We are thrilled that Tricia will be designing the dining room at Corinthian Cove. As an major retailer in this showcase, we are grateful for their participation.

The Dining Room, seen at right, features a coffered ceiling, elliptical window and columns. There are cherry floors throughout.

Many retailers are re-thinking what makes good marketing sense these days and great exposure is here for those who want it. We'd love to see our favoite retailers and galleries represented.

Concerts in Riverside Gardens Park - Thursdays through Summer - Starts tonight 7/9/2009

Tonight is the first of this year's Summer Concerts in the Park, down at Riverside Gardens Park in Red Bank. For years, this was an old run down apartment building, long past it's day. Then we watched as workers demolished the old structure and carved out terraces and ampitheater facing the Navesink River.

This summer's series starts tonight with Tom Timko & the Horn Dogs, sponsored by Comcast. Bring your chairs, bring the kiddies in their jammies. The concession stand will be open and on this lovely night, a stunning sunset is guaranteed.

Here's the old apartment building from one of my old postcards ---- the park that's there now follows.

We're headed down with our lawn chairs, camera and some Diet Coke. It's cool and dry, so we shouldn't even see a mosquito!

Look for us on the side by The Bluffs. While you are passing, take a look at Corinthian Cove townhomes next to the library. We have just one unit left and it's stunning inside, with river views that stretch for miles. July 3rd is just about my favorite day of the year in Red Bank when the town hosts the largest fireworks display in the state of New Jersey. Here are two links to videos of the fireworks, courtesy of Q 104.3 radio. The first video is God Bless America - the second, Beethoven's 1812 Overture. During the 1812 Overture, watch for a fireworks image of the orchestra's cymbals crashing. It's brilliant.
