Gov. Rendell directs early release of liquid fuel payments to ease burden of winter storm cleanup costs      To aid local governments with mounting winter storm cleanup costs, Gov. Ed Rendell has directed the Pennsylvania Department of Transportation to release early $308 million in liquid fuels payments.    PennDOT will issue liquid fuels payments starting March 1 to 2,556 local governments throughout the state. These payments normally begin after April 1 each year.  Black Lab's were bred to jump out of the boat in the cold waters of Canada to save drowning people. I'm sure Rocco would do his job with alacrity. He's my 90 lb snow puppy.
