In the Garden - Prepare the lawn or garden for falling temperatures. Remove weeds, seed and fertilize the lawn, and plant any spring-blooming bulbs. In areas where the ground freezes, consider mulching flower beds. The mulch will protect plants when the weather gets cold. Container gardens also should be moved indoors or protected from falling temperatures with a burlap wrap.

On the Patio - Clean outdoor furniture and equipment with a mild soap solution and water. If possible, bring it indoors for the winter. No room to store all that gear in the house or garage? Wrap it tightly with a tarp or other cover that will protect it from the strong weather and the rays of the sun.

In the Garage or Closet - Store beach and camping gear away in the back of the garage or closet, since it won't be needed until next year. Move fall sporting and yard equipment to accessible areas so they'll be within reach.

In the Entryway - Cooler temperatures mean warmer jackets and heavier shoes. Don't let these items clutter up the entryway. Carve out a space near the doorway to store them, if you don't have a coat closet, consider hanging coat hooks and setting out baskets or a shoe storage bin for the shoes and boots.

In the Clothes Closet - Comb through your family's closets. Store summer dresses and tops to make room for fall wardrobes. Home Buyers Make The Country - The World Go 'Round

No matter what the latest "Breaking News" headline is, getting the real estate market back on track is priority #1 for the entire United States.

Until recently, many people just didn't grasp how much the real estate industry impacts the economy. When people buy houses, jobs are generated, good and services are bought and sold, and there is a trickle down effect of employment and stability.

Buying and selling real estate is not just about agents and loan officers. When consumers buy houses:

A general contractor is hired to help with small repairs (usually a self-employed business person)
A moving company is hired to help move the belongings (sometimes a corporation, but usually a small to medium-sized local company)
An appraiser is hired to help establish an opinion of value
A title company is hired to confirm the chain of ownership
Hazard insurance is purchased to insure the buyer's personal belogings, the insurance is prepared by a company employee or independent insurance agent
A surveyor is hired and drives out to the property with specialized equipment to establish the property boundaries
A loan processor is hired to ensure the buyer has submitted the required documentation
A loan underwriter is hired to ensure the loan conforms to federal guidelines
The county clerk records the sale in the local property land records
A home inspector is hired to inspect the home and report any defects (usually a self-employed person), but don't forget radon inspectors, roof inspectors, county inspectos, well and septic inspectors, mold inspectors, structural engineers, landscapers
Home goods stores like Home Depot, Lowe's, and your local hardware stores help by selling carpet, paint, fixtures, smoke detectors, doors, windows, and much more

When consumers buy and sell real estate, the result is like pumping blood though the veins of the economy. When it stops, it creates blockages that make for an unhealthy economy.

Right now, buyers represent not just a bandaid acting as a quick fix, but together with lower interest rates and more affordable house prices, today's homebuyer is the real shot in the arm that the economy needs now.

Making Sense of The FMx2 Government Takeover

Does the recent news about the government takeover of Freddie Mac and Fannie Mae have you scratching your head? Before the news was news, Lawrence Yun, chief economist of the National Association of Realtors wrote a brief article explaining the current housing situation and what could happen. Talk about forecasting...

Why are the companies' share prices falling? Investors fear they will collapse because of rising mortgage defaults driven by home price declines.
What are the default rates on loans held by the companies? For Fannie, 1.22% for single-family loans delinquent 90 days or more, up from .62%; for Freddie, .81%, up from .49%. The figures are for April and were reported in The Wall Street Journal.
What happens if they collapse? Mortgage rates will rise much higher.
What happens if home prices fall much further than anticipated and the newly raised capital runs out or stock prices fall to zero? The federal government will take over the companies (without a doubt) and assume the mortgage debt default risk.

Yun hit the nail right on the head because the government is now in charge. But what does it all mean? Here's a snapshot:

Over the weekend, both Freddie Mac and Fannie Mae have been placed into a government conservatorship that will be run by the recently created Federal Housing Finance Agency.

· This was a necessary move to prevent the collapse of Freddie Mac and Fannie Mae which would have been more damaging to both US and global financial markets.

· It is expected that this move will bring stability to the housing market by increasing the available funds for lending, thereby lowering interest rates. It is also expected to spur buyer activity which will begin the process of reversing the downward trend in property values.

· Although there is no indication when the conservatorship will end, this move is viewed as a short-term take over intended to increase confidence and lower uncertainty in the housing market.

· This takeover has been strongly endorsed by Federal Reserve Chairman Ben Bernanke, "These necessary steps will help to strengthen the U.S. housing market and promote stability in our financial markets."

· It is not clear how, if at all, this will affect Fannie Mae's and Freddie Mac's lending guidelines. Their lending guidelines will continue to depend on how much risk they are willing to accept.

· For now, this appears to be a good thing for the housing market but the full impact on the economy and the ripple effects this will have to taxpayers and Fannie Mae/Freddie Mac investors remains to be seen.

Virginia Foreclosures Low Prices Bad Condition Means No Sale

With real estate prices coming down and homes becoming more affordable, buyers are starting to come out of the shadows and enter the real estate market.

However, as a buyers agent, I'm still finding it tough to show a lot of the foreclosures because a lot of them need a lot of work, and the majority of home buyers don't have the money for repairs after down payment and closing costs. True, there are the down payment assistance programs, but the clock is ticking on the availability of this government aid. Then there's the FHA 203(k) program that allows you to build the cost of repair into the mortgage loan.

The problem is the lower you go in price range, the more narrow the buyer's vision appears to be. First time buyers have a hard time visualizing the finished product. That's often why staged homes sell quicker and for more money than homes that need work, or vacant homes without a speck of furniture. When first time buyers visualize repairs and cosmetic updates, they envision themselves going broke,

and not having time to make the changes, which equates to them not being able to enjoy the home they just spent thousands buying.

This past weekend I was showing foreclosures to a first-time buyer. As a real estate agent, when I hear the word 'foreclosure' I immediately think of replacing everything...carpet, paint, appliances, fixtures, toilets, doors, etc. One of the houses that we viewed had no refrigerator. While it was obvious that the home was in need of serious repair, my buyer was really hung up on the fact that there was no refrigerator. The other existing appliances were old, worn, and dated, but because there was no refrigerator, my buyer had a hard time seeing why this home was even on the market.

While the bank, and sometimes most sellers, see this:

Right now, there are just under 300 homes for sale in Alexandria City that are priced under $200,000. There are over 1600 homes for sale in Prince William County listed under $200,000.

Three years ago, this would have been unheard of!

True, the falling prices are making it easier for some buyers to re-enter the market, the problem is, most first-time home buyers don't want shacks. They have neither the patience nor the desire to take on anything more than a fresh coat of paint.

Hmmm...why can't stagers and banks just JOIN FORCES?!

The House is expected to begin debate and possibly vote on Wednesday (July 23^rd) on the final version of the omnibus housing bill.

The Senate could vote as early as Friday on the final bill with the President signing shortly thereafter (possibly early next week)

I. Housing Legislation

The House and Senate completed their negotiations on the omnibus housing bill. The major provisions of the omnibus housing bill are:

a. FHA Modernization

b. FHA Rescue (Foreclosure relief)

c. GSE Reform

d. Tax provisions (Maximum tax credit was lowered to $7,500 for first-time homebuyers.)

e. Secure and Fair Enforcement for Mortgage Licensing Act of 2008 or "S.A.F.E. Mortgage Licensing Act of 2008

f. Establishment of nationwide mortgage licensing system for loan originators

II. FHA Provisions

Barring a totally unforeseen circumstance, below are the expected final provisions of the FHA portion of the bill.

Ø Mortgage limits

· FHA base limit ("floor") is increased from 48% to 65% of GSE limit ($271,050)

· Maximum loan amount in high cost areas is increased to 150% of the current GSE base limit ($417,000). The new limit for FHA, Fannie and Freddie will be $625,000. VA should have equivalent guaranty ($156,250)

· The factor for calculating increases is 115%

Impact:

As we reported in our last update, an area w/ a median sales price of $500,000 currently has a maximum loan amount of $625,000. Using the 115% factor, the maximum loan amount would drop to $575,000 ($500,000 x 115%) when the Stimulus bill expires at the end of the year. For areas w/ medians at $400,000, the FHA and GSE maximum limit would decline from $500,000 to $460,000 after the Stimulus bill expires in December. (For areas w/ $300,000 medians, the limit would drop from $375,000 to $360,000 and so on.)

Ø Cash investment requirement

· The minimum cash investment is 3.5%. It will, at least, be a simpler calculation eliminating the state closing cost variation.

· Gifts will be permitted from family members, unions, and state and local bond programs,etc). Seller funded downpayment programs are discussed below.

Ø Seller funded downpayment assistance programs

· Any downpayment assistance programs involving sellers or other interested third parties will be terminated on October 1, 2008

o Borrowers must be approved on or before September 30^th.

Ø Risk-based pricing moratorium

· Risk-based pricing moratorium for one year will be implemented on October 1st.

· HUD asked for time to prepare new instructions and to modify its systems

· Legislation does permit FHA to raise upfront premiums up to 3%.

Ø Mortgage broker approval & eligibility criteria

· No changes to FHA's current broker approval requirements are included in the bill.

Ø Condominium project processing

· FHA will have the authority to streamline dramatically condominium project approval requirements.

Ø Reverse mortgages

· Raise the maximum loan amount to $417,000 nationwide

· Allow reverse mortgages for purchase transactions

· Cap the origination fee at 1.5%

· Restrictions on mortgagee/loan originators from selling other financial and insurance products
