      <title>Get Your Home Ready For Fall</title>
      <description>&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;In the Garden&lt;/strong&gt; - Prepare the lawn or garden for falling temperatures.&amp;nbsp; Remove weeds, seed and fertilize the lawn, and plant any spring-blooming bulbs.&amp;nbsp; In areas where the ground freezes, consider mulching flower beds.&amp;nbsp; The mulch will protect plants when the weather gets cold.&amp;nbsp; Container gardens also should be moved indoors or protected from falling temperatures with a burlap wrap.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;In the Entryway&lt;/strong&gt; - Cooler temperatures mean warmer jackets and heavier shoes.&amp;nbsp; Don't let these items clutter up the entryway.&amp;nbsp; Carve out a space near the doorway to store them, if you don't have a coat closet, consider hanging coat hooks and setting out baskets or a shoe storage bin for the shoes and boots.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;In the Clothes Closet&lt;/strong&gt; - Comb through your family's closets.&amp;nbsp; Store summer dresses and tops to make room for fall wardrobes.&amp;nbsp; Now is a good time to make a donation to the local Salvation Army or thrift store.&amp;nbsp; Make sure clothes are organized and ready for the children to grab on mornings when they're hurrying to school.&amp;nbsp;&lt;/p&gt;

      <title>Home Buyers Make The Country - The World Go 'Round</title>
      <description>&lt;p&gt;No matter what the latest "Breaking News" headline is, &lt;strong&gt;getting the real estate market back on track is priority #1 for the entire United States&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Until recently, many people just didn't grasp how much the real estate industry impacts the economy.&amp;nbsp; When people buy houses, jobs are generated, good and services are bought and sold, and there is a trickle down effect of employment and stability.&lt;/p&gt;
&lt;p&gt;Buying and selling real estate is not just about agents and loan officers.&amp;nbsp; When consumers buy houses:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;A general contractor is hired to help with small repairs (usually a self-employed business person) &lt;/li&gt;
&lt;li&gt;A moving company is hired to help move the belongings (sometimes a corporation, but usually a small to medium-sized local company) &lt;/li&gt;
&lt;li&gt;An appraiser is hired to help establish an opinion of value &lt;/li&gt;
&lt;li&gt;A title company is hired to confirm the chain of ownership &lt;/li&gt;
&lt;li&gt;Hazard insurance is purchased to insure the buyer's personal belogings, the insurance is prepared by a company employee or independent insurance agent &lt;/li&gt;
&lt;li&gt;A surveyor is hired and drives out to the property with specialized equipment to establish the property boundaries &lt;/li&gt;
&lt;li&gt;A loan processor is hired to ensure the buyer has submitted the required documentation &lt;/li&gt;
&lt;li&gt;A loan underwriter is hired to ensure the loan conforms to federal guidelines &lt;/li&gt;
&lt;li&gt;The county clerk records the sale in the local property land records &lt;/li&gt;
&lt;li&gt;A home inspector is hired to inspect the home and report any defects (usually a self-employed person), but don't forget radon inspectors, roof inspectors, county inspectos, well and septic inspectors, mold inspectors, structural engineers, landscapers &lt;/li&gt;
&lt;li&gt;Home goods stores like Home Depot, Lowe's, and&amp;nbsp;your local hardware stores help by selling carpet, paint, fixtures, smoke detectors, doors, windows, and much more&amp;nbsp; &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;When consumers buy and sell real estate, the result is like pumping&amp;nbsp;blood though the veins of the economy.&amp;nbsp; When it stops, it creates blockages that make for an unhealthy economy.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Why are the companies' share prices falling?&lt;/strong&gt; Investors fear they will collapse because of rising mortgage defaults driven by home price declines.&lt;br /&gt;&lt;strong&gt;What are the default rates on loans held by the companies?&lt;/strong&gt; For Fannie, 1.22% for single-family loans delinquent 90 days or more, up from .62%; for Freddie, .81%, up from .49%.&amp;nbsp; The figures are for April and were reported in &lt;em&gt;The Wall Street Journal&lt;/em&gt;.&lt;br /&gt;&lt;strong&gt;What happens if they collapse?&lt;/strong&gt; Mortgage rates will rise much higher.&lt;br /&gt;&lt;strong&gt;What happens if home prices fall much further than anticipated and the newly raised capital runs out or stock prices fall to zero?&lt;/strong&gt; The federal government will take over the companies (without a doubt) and assume the mortgage debt default risk.&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p dir="ltr"&gt;Yun hit the nail right on the head because the government is now in charge.&amp;nbsp; But what does it all mean? Here's a snapshot:&lt;/p&gt;
&lt;p dir="ltr"&gt;Over the weekend, both Freddie Mac and Fannie Mae have been placed into a &lt;strong&gt;government conservatorship&lt;/strong&gt; that will be run by the recently created Federal Housing Finance Agency.&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; This was a necessary move to &lt;strong&gt;prevent the collapse&lt;/strong&gt; of Freddie Mac and Fannie Mae which would have been more damaging to both US and global financial markets.&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; It is expected that &lt;strong&gt;this move will bring stability to the housing market&lt;/strong&gt; by increasing the available funds for lending, thereby lowering interest rates.&amp;nbsp; It is also expected to spur buyer activity which will begin the process of reversing the downward trend in property values.&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Although there is no indication when the conservatorship will end, this move is viewed as a &lt;strong&gt;short-term take over&lt;/strong&gt; intended to increase confidence and lower uncertainty in the housing market.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; This takeover has been strongly endorsed by Federal Reserve Chairman Ben Bernanke, "These necessary steps will help to strengthen the U.S. housing market and promote stability in our financial markets."&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; It is not clear how, if at all, this will affect Fannie Mae's and Freddie Mac's lending guidelines.&amp;nbsp; Their &lt;strong&gt;lending guidelines will continue to depend on how much risk they are willing to accept&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; For now, this appears to be a good thing for the housing market but the full impact on the economy and the ripple effects this will have to taxpayers and Fannie Mae/Freddie Mac investors remains to be seen.&lt;/p&gt;</description>

      <title>Virginia Foreclosures Low Prices Bad Condition Means No Sale</title>
      <description>&lt;p&gt;With real estate prices coming down and homes becoming more affordable, buyers are starting to come out of the shadows and enter the real estate market.&lt;/p&gt;
&lt;p&gt;However, as a buyers agent, I'm still finding it tough to show a lot of the foreclosures because a lot of them need a lot of work, and the majority of home buyers don't have the money for repairs after down payment and closing costs.&amp;nbsp; True, there are the down payment assistance programs, but the &lt;a href="http://www.hud.gov/news/recoveryactfaq.cfm" target="_blank"&gt;clock is ticking&lt;/a&gt; on the availability of this government aid.&amp;nbsp; Then there's the &lt;a href="http://www.hud.gov/offices/hsg/sfh/203k/sfh203kc.cfm" target="_blank"&gt;FHA 203(k)&lt;/a&gt; program that allows you to build the cost of repair into the mortgage loan.&lt;/p&gt;
&lt;p&gt;The problem is the lower you go in price range, the more narrow the buyer's vision appears to be.&amp;nbsp; First time buyers have a hard time visualizing the finished product.&amp;nbsp; That's often why staged homes sell quicker and for more money than homes that need work, or vacant homes without a speck of furniture.&amp;nbsp; When first time buyers visualize repairs and cosmetic updates, they envision themselves going broke,&lt;/p&gt;
&lt;p&gt;&lt;img src="http://activerain.com/image_store/uploads/3/0/3/7/0/ar122046619807303.jpg" height="138" alt="no money for repairs" width="181" style="float: right;" /&gt;and not having time to make the changes, which equates to them not being able to enjoy the home they just spent thousands buying.&lt;/p&gt;
&lt;p&gt;This past weekend I was showing foreclosures to a first-time buyer.&amp;nbsp; As a real estate agent, when I hear the word 'foreclosure' I immediately think of replacing everything...carpet, paint, appliances, fixtures, toilets, doors, etc.&amp;nbsp; One of the houses that we viewed had no refrigerator.&amp;nbsp; While it was obvious that the home was in need of serious repair, my buyer was really hung up on the fact that there was no refrigerator.&amp;nbsp; The other existing appliances were old, worn, and dated, but because there was no refrigerator, my buyer had a hard time seeing why this home was even on the market.&lt;/p&gt;
&lt;p&gt;My buyer saw this house:&lt;/p&gt;
&lt;p style="text-align: center;"&gt;&lt;img src="http://activerain.com/image_store/uploads/6/9/0/7/1/ar122046676617096.jpg" height="218" alt="old house" width="293" /&gt;&lt;/p&gt;
&lt;p&gt;While the bank, and sometimes most sellers, see this:&lt;/p&gt;

&lt;p style="text-align: left;"&gt;Right now, there are just under 300 homes for sale in Alexandria City that are priced under $200,000.&amp;nbsp; There are over 1600 homes for sale in Prince William County listed under $200,000.&lt;/p&gt;
&lt;p style="text-align: left;"&gt;Three years ago, this would have been unheard of!&lt;/p&gt;
&lt;p style="text-align: left;"&gt;True, the falling prices are making it easier for some buyers to re-enter the market, the problem is, most first-time home buyers don't want shacks.&amp;nbsp; They have neither the patience nor the desire to take on anything more than a fresh coat of paint.&lt;/p&gt;
&lt;p style="text-align: left;"&gt;Hmmm...why can't stagers and banks just JOIN FORCES?!&lt;/p&gt;

      <title>Down Payment Assistance Deadline Is October 1</title>

&lt;p&gt;The House and Senate have reached agreement on the omnibus Housing bill&lt;/p&gt;

&lt;li&gt;Seller participation in downpayment assistance loans is being terminated.&amp;nbsp; Must have obtained credit approval prior to October 1&lt;sup&gt;st&lt;/sup&gt;. &lt;/li&gt;
&lt;li&gt;Risk-based pricing moratorium is effective October 1&lt;sup&gt;st&lt;/sup&gt; &lt;/li&gt;
&lt;li&gt;No changes to FHA broker eligibility requirements &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The House is expected to begin&amp;nbsp; debate and possibly vote on Wednesday (July 23&lt;sup&gt;rd&lt;/sup&gt;) on the final version of the omnibus housing bill.&lt;/p&gt;
&lt;p&gt;The Senate could vote as early as Friday on the final bill with the President signing shortly thereafter (possibly early next week)&lt;/p&gt;

&lt;p&gt;f.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Establishment of nationwide mortgage licensing system for loan originators&lt;/p&gt;

&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; FHA base limit ("floor") is increased from 48% to 65% of GSE limit ($271,050)&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;Maximum loan amount in high cost areas is increased to 150% of the current &lt;/strong&gt;&lt;strong&gt;GSE&lt;/strong&gt;&lt;strong&gt; base limit ($417,000).&amp;nbsp; The new limit for FHA, Fannie and Freddie will be $625,000&lt;/strong&gt;.&amp;nbsp; VA should have equivalent guaranty ($156,250)&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;middot;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;The factor for calculating increases is 115%&lt;/strong&gt; &amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Impact:&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As we reported in our last update, an area w/ a median sales price of $500,000 currently has a maximum loan amount of $625,000.&amp;nbsp; Using the 115% factor, the maximum loan amount would drop to $575,000 ($500,000 x 115%) when the Stimulus bill expires at the end of the year.&amp;nbsp; For areas w/ medians at $400,000, the FHA and GSE maximum limit would decline from $500,000 to $460,000 after the Stimulus bill expires in December. (For areas w/ $300,000 medians, the limit would drop from $375,000 to $360,000 and so on.)&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;Oslash;&amp;nbsp; &lt;em&gt;&lt;strong&gt;Cash investment requirement&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
