Have Mortgage Interest Rates Hit The Bottom?On February 18, 2010 the Federal Reserve (Fed) announced a surprise increase in the discount rate form 0.50 percent to 0.75 percent. The discount rate is the rate charged to commercial banks and other depository institutions on loans they receive from the Fed.
