I learned a wonderful tip while on a Cockerspaniel list serve in housebreaking dogs that some dogs just don't seem to get the hang of why they need to go outside to potty. Along with the concern for the welfare of those who are losing their homes is the welfare of pets. This is nationwide from what I understand.
