In my experience, many Tenants take the locks on their home for granted. For example, especially if they have had difficulties with a boyfriend/girlfriend/spouse, and especially if that significant other had keys to the property, the Tenant thinks it’s ok to just change the locks on their home without the Owner’s prior consent.
