I had to pull off some mirrors in a few apartments lately, you’d be surprised what I’ve seen. Several of the mirrors had large holes cut into the wall, perhaps for plumbing repairs. This one was a real mystery to me. There was some mold growth on the wall, no moisture was detected in the wall. We did clean up the mess before returning the mirror back though.

Management cannot trust the tenant to find water related damages. I work in many different apartment communities in Sacramento and Placer County. While I am a general contractor, my primary focus is on water related damages; dry rot, plumbing leaks, cracked drains and similar moisture problems. These sorts of moisture issues sometimes are not the reason for me being in the unit in the first place.

Steven Smith has an excellent photo showing how wallpaper can trap moisture inside the wall. this trapped moisture can lead to mold and mildew. Would your inspector have caught this in his report?

Nothing is more important than finding and correcting the source of the moisture problem. Jay has done an excellent job of illustrating the problem in his post.
