Eastside (NWMLS Areas 500-600) Closed Residential Sales 3rd Quarter 2009:

Almost 50% of the sales sold for less than $500,000. About 80% of sales are under $750,000. This has been consistent throughout 2009.

Seller occupied properties that sold have increased in percentage of the solds from 41% early in 2009 to 58% in the third quarter. (January and February = 41%; May = 50%; September = 58%)
Short Sales are hard to get closed:
1. Active Listings that are short = 9% (315 of 3,372)
2. Closed Sales that are short = 5% (80 of 1,479 sold)

Bank owned properties are getting closed:
1. Active listings that are banked owned = 2% (72 out of 3,372)
2. Closed Sales that are bank owned = 6% (93 of 1,479)

Relatively protected by the presence of tech giant Microsoft and airplane maker Boeing, after a nearly 10 percent drop in 2008, analysts project an 8.7 percent decrease this year, followed by gains.

The Eastside Real Estate (agent) Bubble

Just as Eastside median prices experienced a bubble, the Eastside real estate agent count experienced one, as well.

The following chart represents September numbers in the year indicated:

Eastside Real Estate Agents

In 1998, the NWMLS had 2,276 real estate agents in the Eastside areas 500-600. Agent counts modestly rose until 2002 where they started expanding in excess of 10% per year until the peak in 2007 with 5,485. Agent counts immediately started withdrawing at the rate of approximately 10% per year for 2008 and 2009. 2009 started the year with 4,605 Eastside agents in January. At September's end there were 4,498 agents representing a 9% decline year to date.

For combined residential and condo PENDING sales, the Eastside had 686 Pending sales in 2008 and 908 Pending sales in 2009 for a 32% increase, while Active listings fell 14% (5531 in 2008 vs. 4780 in 2009). Months of supply in 2008 was 11.2. In 2009, months of supply improved to 5.3%.

So much corruption has been exposed lately. Corporate corruption. Government corruption. Corruption in the non profits. It's easy for people to become jaded and cynical.

We are definately heading in a downward direction on the interest rate front. We're seeing 30 year fixed rate loans at 4.75% and under. We're also seeing great ARM rates with 5/1's in the mid 3% range. As soon as the Fed stops buying back mortgage backed securities these rates will start to immediately rise. Some economists see interest rates above 7% in 2010.

We have 2 months remaining before the First Time Home Buyer tax credit program ends. Buyers will need have good contract locked up by the 3rd week of October with ensure closing in time to receive the credit of $8,000.

Sales activity continues to be brisk. King County Pendings came in at 571 for the week. The Eastside areas had very stong showings with 171 Pending sales.

Requirements for Home Inspectors are changing! The following information was written and submitted to 425Realty.com from Jim Merritt, WIN Inspections Services. Make sure YOUR Home Inspector is a licensed Home Inspector!

Licensing for Home Inspectors comes to Washington

Licensing for Home inspector in the state of Washington was signed into law in June of 2008. The law includes qualifications for Home Inspectors including

120 hrs of approved educational courses, 40 hours of practical in the field training and the ability to pass a national and state home inspector examination.

Effective Sept 1 2009 all home inspectors must be licensed (RCW 18.210.020)

Further the home inspector license does not include a structural pest inspection. In order to obtain a pest inspection one must hire an inspector licensed by the WSDA as a structural pest inspector which is a separate license (RCW 18.280.190)

How do you know if you are using a licensed Home Inspector? All advertising for that individual must contain "Licensed Home Inspector # XXX

Licensing was enacted to protect the consumer, so remember to ask, so that you are receiving the services of a fully qualified andlicensed Home Inspector!

New Roadway Markings Make "Sense" for Bicyclists

Kirkland, Redmond, WA piloting new pavement markings for easier cycling

Kirkland & Redmond, WA - The neighboring cities of Kirkland and Redmond, in East King County, Washington, are becoming more bicycle friendly. Both cities have recently installed new pavement markings to help cyclists trigger traffic signals and to help drivers and cyclists better share the streets.

Traffic signals sometimes don't recognize the presence of bicycles. The new markings help cyclists know where to stop so the signal can sense them. The bicycle symbol is painted on the pavement and when the cyclist stops on it, the signal is activated.

In Kirkland, cyclists should keep their eyes out for markings at seven intersections between Carillon Point and Juanita. In Redmond, 150th Avenue NE from NE 40th to NE 51st Streets will bear the same symbols.

In addition to the sensors, shared lane markings, also called sharrows, will be installed along the same Redmond streets. Two large arrow heads with a bicycle indicate where the cyclists will travel on the roadway. These markings, which will replace the separate bike lane in the future, are considered safer for both driver and cyclist.

New Federal Appraisal Laws A Hardship For Everyone

We've been into new Federal Home Valuation rules now for just over a month, and as predicted the outcry of incompetence and price gouging has just begun. In the past, mortgage originators could pick a licensed appraiser to appraise value on a home refinance or purchase. Most originators that I know developed good business relationships with appraisal professionals who do good, competent and timely work. In the current system, appraisers who have the lowest competence and business standards are lumped equally with the best of professionals.

The new law requires the lender (bank) to order their appraisal through an appraiser pool (called an AMC). Because of this new law, I am hearing horror stories from every loan originator that I know. Appraisal prices have gone up. Poor work is resulting in multiple appraisals. Appraisal time has lengthened and contractual time lines are not being met. Seattle and Eastside appraisals are being assigned to out of town appraisers, such as Yakima and Vancouver, who really don't know anything about local real estate trends and values.

Industry professionals have created an online petition for the repeal of this new law (www.hvccpetition.com).

Here are some exerpts from comments left by petition signers:

"HVCC rewards the incompetent appraisers who were banned from approved lists and now rewards them the same as the "good guys". We get worse product, worse turn times, and higher fees, causing the consumer higher costs with higher rates, due to longer closings. Only the government can think up ways of killing business progress, and this is a fine example. The market would weed out the incompetency. Too bad there isn't a HVCC to weed out the over-ambitious policy makers. Repeal this bill, now."

"How is HVCC progress in consumer protection? I had to beg a bank not to cancel a contract for an REO purchase when it took the AMC 15 days to get the property inspected and another 7 days to review the appraisal. During the process the AMC raised the cost to the client 3 times. fortunately we did close, otherwise it would have cost the consumer a lot of money for nothing."

"This HVCC rule has already caused my customers to pay for multiple appraisals because they can't transfer if we need to change lenders due to an issue with the current lender. My customers have not been happy about that and it's costing them more. This needs to be reversed as it is not a good plan at all. It's taking rights and money from the consumers NOT saving them money nor is it beneficial!"

"Three quality homeowners this month alone have been forced to pay higher interest rates because of HVCC and the lack of experience of the appraisers hired by the appraisal management companies."

"So slow. I had one processor tell me it took 12 days after ordering the appraisal just to get the appraiser to the borrower's home."

"The very first loan I had that required an HVCC appraisal was killed due to an appraiser who got both the bathroom count wrong and the square footage measurement wrong. The lender was so backed up with similar cases, they would not review and correct the appraisal. My clients are out $434 for a faulty appraisal and they did not get their loan. We were going to reduce their interest rate from 8.0% down to 4.75%. This was important because they are semi retired and living on a fixed income."

More and more buyers these days are choosing townhomes and condos over the traditional free standing homes but once you decide to go this route how do you insure them properly?

As a former underwriter turned agent, I have addressed this question often over the years and there are two main things to consider; how much insurance do you need and which type of policy should that coverage be written on.

First let's look at which type of contract is required. If the Homeowners Association (HOA) owns the outside walls and the roof then it needs to be written on a condo policy (even if it is a 3 story home with 2700 square feet). If the insured owns the outside walls and roof then it needs to be written on a Homeowners policy (even if it is a one story unit, attached to other units, with only 900 square feet).

The question of how much coverage is needed is an important one because most condo owners do not have enough. If it is a condo then you need to talk with your HOA to find out how much of the inside structure the HOA policy covers. Some do not cover anything including the walls, whereas, others cover everything including the fixtures and built in appliances. Once you know what the HOA does, or does not cover, then you should speak to an experienced agent to figure out how much it would cost to replace what you are responsible for. Most condo policies offer an endorsement which will increase the amount of coverage available for these items. If you have a home then a Replacement Cost Calculator should be used by an agent to determine the replacement cost. This includes what it would cost to rebuild the home from the ground up in the case of a catastrophic loss (such as a fire) including a contractor, labor and materials.

Once the coverage amount needed for the structure has been determined there are many other limits that need to be calculated. These include how much personal property, loss of use and personal liability is needed. If you are renting a home or apartment you should still have these types of coverage written on a Renters policy.
