Yes, due to the time value of money and the investor's risk of lose
they are bought at a discount.  But, there are some methods that will
get the seller  FMV or greater. Ie. Partial Purchase & Balloon Structures


On $100,000  home sale
buyer receive at note selling:
$75,000* a straight purchase
$125,000* a partial purchase
$144,000* on Balloon Structures
