A little follow up is due for this one! Roberta has the correct location. The Marina, or Squalicum Harbor in Bellingham to be more specific. These are wheeled loading bins similar to wheel barrel for boaters. They are used to transport your stuff to your boat which could be mored very far from the parking lot!
