The city of San Diego is now at Level 2 Water Emergency

San Diego City Council yesterday voted eight to zero to impose mandatory outdoor water usage restrictions throughout the city of San Diego, effective June 1, 2009.

The newly enacted measures call for the following:

Watering of lawns and landscapes throughout the city and its jurisdictions can only be done from 6 p.m. to 10 a.m.

Outside watering ( applicable to residential and commercial properties) can only be done three days per week and each property owner must follow the assigned days of week according to the property address.

Homeowners and Commercial properties are assigned the following watering days:

Odd number addresses will be assigned Sunday, Tuesday and Thursday only.

Even numbered addresses will be assigned Monday, Wednesday and Saturday only.

Apartment Buildings, Condominiums and Commercial properties are assigned Monday, Wednesday and Friday only.

The watering time limit on all property both residential and commercial is 10 minutes.

There is a further restriction for car washing at residences can only be done between the hours of 6PM and 10AM.

This proposal and enactment yesterday by unanimous city council vote supersedes the previous and more onerous proposal that would have capped each water customer to a specific overall amount of water usage and then charged that customer  extra if they exceeded the capped amount.

Hi Pat, Nice to see you as well. Yes, at the moment this it is. It will take it toll though. I cut my watering back voluntarily by 60% according to my last water bill and already both sides yards are browned out. My have to go to artificial turf.

That green spot where you dump your cold shower water could get you arrested!

This is nothing new in Las Vegas! The worst violator is the city followed closely by the shool system.

Nevada has been on a similar water restriction system for several years now. It seems to work really well and does help save on water! There will always be those who violate but luckily most residents and businesses follow the rules and only water on their designated days.

Hi Mara, I surely wish you could as well. We have been on a drought for a very long time. We need rain but there is actually hope for later in May and early June. But they have been saying that for a number of years and it somehow gets diverted East.

Hi Bill, it will be interesting to watch how all this gets implemented but they are stopping short of asking neighbors to report on neighbors. Bet that won't stop them though. They intend to have some temporary employees do the notifying and the most likely the reporting. The fines after written notification range from $100 up to $1000 with the potential ramifications for the ardent violators of involving some possible legal action.

We have a 2 day a week lawn watering restriction here in Ponce Inlet for a couple of years at least already. And 2 times a week we have water for car washing. Does not surprise us.

Water has always been a BIG issues in southern California.  It is a vital resource and has been the issue in lawsuits between northern and southern California.

Oh gosh, I'm so sorry to hear it's come to this. Looks like this is something we're going to face all over CA, and no doubt we all need to make even more changes.

The odd and even days remind me of the gas crisis in the 70's. For a while back then we could only buy gas on our scheduled days. It wasn't a easy thing to do if you were in real estate.

William - well I am not surprised. We were certainly headed in that direction (I wrote aboiut level 1 just recently). I expect we will see this expanded to communities outside of San Diego. And I also remember the odd-even day thing, although I was not in RE then.

William--Wow...our watering bans are restrictive to every other day but time limits? How are they enforced? Do the neighbors turn each other in? I know you have been posting on the San Diego water situation since you started blogging. Maybe these very restrictive rules and imposing significant fines will get others to take notice.
