So what is the soft second program? The Finance Authority of New Orleans in cooperation with the LRA , the State Office of Community Development and the City of New Orleans created the Pathway to Home ownership Soft-Second Mortgage Loan Program. This is a great program where a borrower can potentially get up to $65,000 in “free” money to reduce the size of the note in addition to up to $10,000 in closing cost assistance.
