I need some help from my Active Rain Encyclopedia of Peers who know everything and have an opinion on anything.  Let me say up front I absolutely know that it boils down to what the VA appraiser will say.  I am looking for general information, stories, and advice, etc etc.  Since it is Sunday and I know many of you are out there......I cannot wait til Monday.  Can you help me??

My VA buyer desperately wants a home.  They realize they may be at the bottom of the food chain when putting an offer in with all the competition on our area.  (On a side note and probably a whole new blog---why are our veterans treated this way??) 

We have looked at countless homes and put competitive offers in, yet cash is king, then conventional loans then FHA and then maybe, just maybe, a VA offer will get the nod from the seller.  In our case it most likely will be a bank.

Yes I know about Sec 1 and 2 must be cleared, I feel comfortable writing an offer and have gotten several VA loans through in the past year. I know if I see holes in the walls or no stove or the furnace does not work it will be called.  We are trying to think outside the box and looking at older homes which have their own arms and legs to them. 

Can ANYONE tell me if a garage is stand alone does it have to pass Sec 1 and 2? What if it was built in 1940?  What if there is a back unit which was permitted, BUT not the bath/small kitchen that was put in later?

How far does the appraiser look for permits? I am trying to scratch the surface to find out the deal dropper appraisal requirements/conditions for VA past the Sec 1 and Sec 2.

Hi Melanie,

Sorry I'm late but I just read your post today.

The last VA loan transaction I was involved in, I represented the seller and it was a REO property. The home needed about $5K in section one repairs that the bank agreed to pay for. I remember that the wires to the roof from the electrical company were loose where they attached to the house and that they went over the swimming pool. I called the utility company and they came out and repaired it for free. The rest of the house was OK, for an REO. It still needed carpet and paint and the kitchen and baths appeared to be original (1960's).

As far as the stand alone garage; I don't think the termite cares, so the VA should take the report for what it says.

As far as the un-permitted bath; It won't be counted in the appraisal. The property should still qualify (for VA) but the value might be lower which might cause trouble if the value is lower than the purchase price.

Regarding termite for VA. Out buildings which include barns, sheds, detached garages etc MUST be included with pest if they contribute materially to value of property, or threaten structural integrity of the building. Hazardous conditions would be a big flag also.

If the value of the building doesn't contribute to the value of property........pest will generally not be required.  Exception would be when the building is adjacent to structures with VALUE and infestation could easily transmit to structure with value.  However.....VA appraisers are ordered through VA not like conventional or FHA which we order through corporate. Most VA appraisers look for the same as FHA basics must work. Check the furnace and AC exposed wires etc.

If the out-building is a safety hazard......watch out. It must be removed or repaired. Removal would only be required if absolutely necessary.

VA appraisers will make the final determination whether detached structure has value which in your case does.

Garage storage with fold down ladders when adjacent to upstairs bedrooms.....VA appraiser called for removal. Fire -hazard.

With future VA offers, remind all parties of the service the client did to keep us all safe. Grab a few heart strings and pull REALLY hard.

Pretty new to AR so response is late but might help for future VA deals.
