The Highlands Ranch development proposing 211 homes atop Dictionary Hill was
withdrawn from county consideration in May, according to the County Planning
Department. The 177-acre project site was put up for public auction early this
year after the developer, WWI properties, defaulted on a multi-million dollar loan
with the property as collateral.
The San Diego Union Tribune reported in April that a property management firm
took possession of the land after no bids were submitted at a public foreclosure
sale listing the value as $4.65 million. The news article also stated that a Caltrans'
official said that the San Diego Association of Governments (Sandag) was interested
in acquiring the property as part of its Environmental Mitigation Program.
Dictionary Hill Open Space Advocates (DHOSA), a volunteer group dedicated to
preserving the habitat, natural open space and trails in and around Dictionary Hill,
has written letters to various agencies supporting public acquisition of the property.
DHOSA's vision for the hill and surrounding canyons is that it become an
ecological preserve and open space regional park in the heart of Spring Valley. In
addition to protecting endangered coastal sage habitat, such a preserve would be a
resource for local schools in meeting the requirements for environmental instruction.
It would encourage healthful outdoor activities for families and be a valuable
asset to the entire community.
