Ok I see it now.. It is a repair job on an awning over a sidewalk.  and not a very safe looking repair job... am I getting hotter or colder?

BILL:  It is definitely a whatchamacallit that has a name and is older than 1924, it is historically dated 1884.

Fred, Thanks for stopping by, so far Jenny almost has the answer, it is located in a Carousel that is the nation's oldest running. These horses have real horses hair for manes and tails and glass eyes,

JENNY: Actually these horses are called the "FLYING HORSES" These horses do not go up and down as traditional carousels, these remain stationary and are historic "America's OLDEST carousel."

Since 1884, islanders on Martha's Vineyard, MA, have enjoyed the beauty of this magnificent Carousel. Built by Charles W.F. Dare, it is the nation's oldest platform carousel still in operation. Acquired by the Preservation Trust in 1986, the carousel is a National Historic Landmark. Children (and others) including myself, would ride this merry-go-round to catch a brass ring and get a free ride. Every year when my parents vacationed in August at Oak Bluffs and stayed at the room house at 6 Samoset Avenue I would ride these horses.

I have so many fond and amazing memories catching those brass rings One on each finger and even my thumb, 5 at a time. If you ever have the opportunity you must see this absolute must see carousel, it is  for the young and young at heart.Flying Horses

This beautiful antique carousel is continues to live and give families a lasting memory.

BTW, the mystery photo was the arm that the rings are placed into called the "SHOOTER" One ring at time shoots down the arm until the carousel stops and the Brass ring is taken.
