Asbestos cover up in Medford?

I showed a home today in West Medford with asbestos siding to a client, he said he'd have to have it resided for him to live in it, no ifs ands or buts.  Two weeks ago, different client, same house, "asbestos siding, no big deal, we used to play in the stuff when I was a kid."  Same house, same asbestos siding.  One offered on the home, the other figured it wasn't worth it due to the amount of repair it would need, especially the siding. 

 So...at my clients request, I called a couple siding contractors and asked the question,

In order to put new siding on, does the old asbestos siding need removed, or can it just be covered up?

Two phone calls, two different answers. 

One siding company said to just put some plastic over it to create an envelope, and then side over that.

The other said, I wouldn't because then no one will know its under there and if they ever tore down the house, they would create some issues having the asbestos hidden by the newer siding.

 So, who to believe?  My conclusion, when all else fails, check with DEQ and verify what their position is on the asbestos siding and inform my buyers of DEQ's position and have them verify as well.
