HVCC Sucks...this program has cost me a lot of money.  But more importantly HVCC has blow a lot of deals due to inept appraisers.  Through the random appraiser ordering selection process, bad appraisers are being selected and good appraisers are being neglected. 

For Example:  the HVCC selection gods sent an appraiser from Illinois to appraise a home in Milwaukee. HVCC doesn't seem to work for the consumer For those of you who are geographically challenged, that's in Wisconsin!  The appraiser appraises a 4 bedroom home as a two bedroom home.  This particular appraiser was blacklisted by our company, but found new life under HVCC law and has now a booming practice offering incompetence everywhere he goes.  The commission wasn't lost, but it was greatly reduced due to paying for extensions to "appeal" to the HVCC gods to show that the appraiser was a crack head who didn't know his head from his ying yang.  Most importantly, our customer service now wanes because I have to say:

No Mr. Home refinancer.....even though I didn't order your appraisal directly I did start the process in motion....

I fully understand Mr. Home refinancer that you don't have a 2 bedroom house...yes it is a 4 bedroom house.....no I don't need to see the pictures of your home to prove it.

blah, blah, blah.....and so on and so on and so on.  IT'S THE PROBLEM WITH HVCC...NOT ME!!!!!  But as I have the relationship with Mr. Client, it is my problem. 

As a side bar....I CAN'T WAIT FOR THE GOVERNMENT TO TAKE OVER HEALTH CARE.  SORRY ABOUT THE DIGRESSION....

The opposite of what was intended has happened!As of now there's a bill moving through congress asking for an 18 month moratorium on this.  That would be so good.  I understand the intent of this bill.  I think that the unscrupulous need to be hung by their toe nails....forever...as well as booted from the industry. 

But the opposite is happening here!!!!  Could it be that opposites attract?  We want the good and want the bad out, but we're getting exactly the opposite of what was intended?

 So............

1) What's a consumer to do to ensure a fair appraisal? 

2)  What's a consumer to do to ensure a timely appraisal?

3)  What's a consumer to do if they don't like an appraiser's results?

4)  What sort of INSURANCE can be given that will allow borrower to refinance EVEN IF THE HOME WERE TO GO DOWN IN VALUE?

Stay tuned for part two.  This does exists.  There is an insurance that will allow you to refinance your home even if the values were to drop.  This program does exist, but Part II is forthcoming.

The best tip I have found from a Realtor is this:

When the appriasal ids being ordered, probably by the mortgage broker, you must give a contact  to the AMC.  For a purchase, make sure the contact is one of the Realtors.  At that time, the Realtor must insist that the appraiser be a local one, or when the appraisier comes out, he will be turned away.

This is happening with good results.  The AMC is accomodating these requests.  Then, the Realtor needs to be armed with the proper comps to establish value in the appraiser's mind.

having said that, I too want the HVCC law to go away.

Oh my the HVCC bashing continues.  Our team had 4 appraisals in the last 10 days and not a single problem.  Two of them were regular sales in neighborhoods where foreclosures and short sales are the dominate sales.  Both sold for and appraised for more than the other recent sales.  The other two were new construction also in an area where similiar properties are selling for far less.  And no the lender on the new construction is not tied to the builder so there isn't any conflict of interest.  I guess we will just keep doing what we are with pricing as it seems to be working.

I recently got a call from a realtor who's market is on a lake outside of DFW.

They NEVER get a local appraiser on conventional deals. And they have no idea what is going on in that market.

Obviously, I couldn't help them any more than any other lender. My hands are tied.... I cannot provide good service like this......

Here in Massachusetts, it a very simple formula. 3 miles, 3 Recent Sales, 3 Smilier Properties. When your pricing a home for sale you explain this to the seller before hand and usually there are no problems with the appraisal. Question...why aren't the buyers agents finding the true value before entering the offer? If they were thinking of the client instead of their bills they would know the house won't appraise. Just my opinion.

Pat....good for you....however, as they say.....real estate is local.  And for me, HVCC is a dirty word, or at least a dirty acronym.

Tom Burris....case and point!  And you're viewed as the service provider even though you no longer control the appraisal process.  How sad.

Lisa.....the problem is that the appraisers aren't finding the true value.  That's the real issue.  Read the entire post to see what the real problem is.

We have not had too many problems in AZ yet, but I have not had to deal with it much since we are primarily doing FHA loan business down here.  However, this is another example of how government intervention has made things worse with good intentions.

Larry, I will agree with you and several of the comments here to a certain degree. However, instead of pushing for just a local appraiser, wouldn't it be better to get a competent one? Apparently, there is a misconception that local is automatically synonomous with increased competence and accuracy.

I will give you a very good example. Recently, I received an order for an appraisal in a city approximately 20-25 miles away from my office. I should add that this was not an order from an AMC, but rather one of the few remaining lenders that still order appraisals in house. When I contacted the agent regarding access to the property, she would not allow me access and wanted someone more local to do the appraisal. She specifically added that she knew of an appraiser that lived on the same street as the subject.

Now, not to say that particular appraiser isn't good but I have been covering that area for eight years and I do know a thing or two about it. I have also done several reviews in that area and know of several appraisers that I would not want doing my house for sure.

As another example, I know another appraiser that lives in North Georgia, but commutes every day to the Atlanta area (about 100 miles) to do appraisals. His business address is not local but his primary coverage is local. He is also a very good appraiser and I often even call him when I have a problem.

So I don't agree with pushing away appraisers just because of their office location. I do however believe in selcting the appraiser based on knowledge, experience, as well as geographic competence.
