Requirements for Connection to the City's Sanitary Sewer System
During their July 28 meeting, the Franklin BOMA granted final approval to an ordinance requiring connection to the sanitary sewer system once service becomes available within 200 feet of an affected property. The new policy requires homeowners to connect to the public sewer system within ten (10) days of their septic system either no longer complying with county or state regulations, or if the system poses an unacceptable risk to the public health, safety, or welfare.
As originally proposed, homeowners with properly-functioning septic systems would have been required to connect to the public sewer system upon a property transfer or change in the water account ownership. As amended, residents with properly-functioning septic systems have no defined timeline for connection, but must have their system inspected every three (3) years by either the city or a company designated by the city. Guidelines for the inspection process will be determined at a later date. Click on the links below to view the original and amended versions of Ordinance 09-31.
