Crimes against...gravity? sanity?

Grandma's time out spot

I'm not entirely sure what this one is a crime against but it's definitely wrong.

I was showing houses to a couple this week, very nice houses in fact. One of them had a carriage house of sorts with a garage on the basement level, a workshop area on the ground level and then an apartment on the upper level. Checked out the garage, smelled like gasoline but nothing unusual there, checked out the workshop, little crowded but nothing unusual there, checked out the apartment, kind of austere but nothing unusual.

Then Mr Buyer starts to go down the stairs and I suddenly hear "Oooh, that's kinda creepy." Then Mrs. Buyer walks over and I hear, "Yikes, that's weird." By now I'm thinking, "What in the world could be there that's so strange AND that we didn't see on the way up?" And then I walk over and behold what you see here.

10 points for the person who comes up with the best explanation for A. why this was built at all, and 2. why grandma's chair is there.

Julia, in the least I would consider it unsafe construction of a balcony. Seems like someone enjoys watching the neighborhood from an upstairs window, perhaps the view is less obstructed there than from other windows.  They should have put a bannister across the front to avoid the danger of falling.

Julia, I was thinking the same thing. Maybe there is a good view out of the window, but not very safe.

Thanks for the comments, there is a fairly nice view of the woods behind the house (it sits on 12 acres) but did I mention you have to duck down and go through a really small closet to get to that door?

Julia:

That is a bit creepy, particularly if you have to crawl through a closet to get there.  If your buyer is interested in the house, you may want to ask the seller what on Earth it is for.  Good luck.
