It seems to be a sign of the times. People in a state of pre-foreclosure seem to forget, or do not care, that they can't simply take appliances and fixtures out of the homes they are soon to be losing to foreclosure. When these owners take appliances, fixtures and even the air conditioners and such out of these homes, they end up driving down the values in the entire community as the foreclosed home will end up selling for less without these amenities. What to do?

I think the owner should be able to remove anything they want from their home when they still own it.  I don't see how the police could stop them.  Are there specific laws about this in Arizona?

However, after the lender takes back the home, then it would be a crime for the former owner or anyone else to remove items from the property.

We had a case in our area recently where a home that was in foreclosure, the ex-owner took everything they could-appliances, fixtures, toilets, sinks, including the siding!

I see this occasionally in the Las Vegas market. Usually it is just one or two appliances, but there have been a few where absolutely everything was gone. You can feel the anger, frustration and disappointment in these homes.

I'd agree.  While it's mine, it's mine to do with what I want.  A lot of desperate people out there.  I don't think the guy that got foreclosed on actually gives a hoot what the home sells for or how it affects the values in the community.

I've seen some around here though where it WASN'T the owner that stripped it.  It was the neighbors, several of them, right after the owner moved out. 

And then there are always the theives who prowl for those foreclosures.  It's so evident from the street with all the papers plastered over the windows.

I don't, though, understand the utter destruction I've seen in some of those homes.  Kick holes in the doors, bust holes in the sheetrock, break toilets and showers or windows, etc.

I was hoping that some big bank would prosecute a couple of people who destroyed their homes before they moved out, but I guess the big banks were too busy trying not to fail.
