Hello Bill, the formation is Cannon Beach's Haystack rock, one of the more famous sea-stacks on the West Coast.  It is said to be made from an old lava flow, perhaps a plug from an old volcano.  When the eruption stops and the lava in the volcano cools very slowly, it has the chance to crystalize and become much more durable over time.  This rock has been seen in movies such as "Sometimes a Great Notion" (love Neuman in that one), "Goonies" and "Kindergarten Cop."  John
