These average sales prices represent the arithmetic mean for those residential closed sales in this RMLS market area.   The mix of homes sold varies over time.  An arithmetic median would make for a better comparison but is unavailable from RMLS.

I think the amount listed vs how many have actually closed in the last two years really speaks volumes to what is going on in the market and what is going on at the banks.

I agree.  It certainly does.  If you were to look through these many reports it's clear there is a lot of inventory out there.

Problem is, though, this data doesn't really tell you what you really need to know:  there is very little inventory at the low end and a huge inventory at the high end.

That's why, when I can find the time, I like to take an area and break the inventory and sales down by size of home.  It is revealing of the true situation.

I've made a few posts like that, but cannot do every area.
