Four ways which works great for me:
1. Create and contribute to public blogs on Activerain regarding short sales. Also, try other websites like Yahoo! Answers. Provide information and people will contact you. I get contacted a lot because of how I challenged other short sale agents, wrote a blog or answered someone's question some time in the past. I am now on Trulia as well and I noticed there is a Q&A section. Zillow, same thing.
2. In your daily activities, keep an eye open for other agents or people who state that short sales are hard or difficult. I personally think they are easy and I prefer them than to retail listings. Being positive and having my level of confidence generates business. I am currently doing 8 short sales for other agents!
3. Form partnerships with bankruptcy attornies, probate attornies, divorce attornies, loan mod companies, etc.
4. send hand written letters (or photocopied versions that can be passed off as being hand written) to people in foreclosure advising them that you can help them based on their situation and their goals.Even go over a few solutions. DO NOT COME OFF AS TRYING TO SELL THEIR HOME. In this business, you do what's best for your clients and the money becomes secondary.
