Finished Basement or Finish Basement

Looking at Finish on webster.com and I see the following definitions.

2 a : to bring to completion or issue <hope to finish their new home before winter>

3 a : to defeat or ruin utterly and finally <the scandal finished his career>

When I see some "finished" basements I wonder if the context needs to be clarified on the listing sheet.

 

The foundation of the house is a combination of rubble stone and brick.  As you can see, the moisture characteristics were not properly resolved prior to installing the finished walls.

It seems like the basement is finished.

I would say, that it is "to finish' something like a basement, but once it is completed, It is "finished."
