City of Franklin Extends Sewer - Franklin TN Real Estate Impacts

Franklin TN Sewer Extension Monticello Redwing Farms The City of Franklin begins projects to extend the sewer to various neighborhoods that currently have one-acre lots on septic. 

Sewer connections have already begun in Highgate and Hopper Lane in July and August, respectively.  Construction has started in Monticello, Meadowgreen, Hillsboro Acres and parts of Farmington but no connections have been made in these areas.  The City of Franklin is evaluating extension of the sewer system to Gardner Estates and Boyd Mill Avenue.

Additionally, these areas with septic are in the Franklin Urban Growth Boundary: Oakwood, Redwing Farms, Redwing Meadows, Ellington Park, Leeland, Windsor Park, Douglas Glen, Goose Creek Estates, Green Valley, Breckenridge, Barrington, Cross Creek and Cedarmont Farms

What does the extension of sewer service mean for home owners?  Special Assessments will be made after construction is complete and costs are known.  Special Assessments are fees levied by the city to cover costs for improvements or services provided that benefit the property.  These assessments may be paid over time.  Property owners will not be required to connect to the sewer if their septic system is working properly.   The home owner will have fees for the permit, connection and plumber services when the property is connected to the sewer system.  Proper disposal of the septic system will be required once connected to sewer.  Monthly sewer service fees will be billed to home owners when connected or 10 days after notice to connect even if they choose to remain on septic.  It should be noted that once sewer is available, properties sold will be required to connect if the buyer is getting an FHA loan.

Tiffany great info.  The price on these installations is going to be steep and the sellers have to pay for the hookup in full at closing as the city is putting a lien on the property. The septic systems that do not hook up have to be inspected every two years in order for the homeowner to continue to us it.  If it does not pass then they must hookup and the price at the time of hookup which may be higher then hooking up now.  Lots to think about when buying or selling in one of these neighborhoods.
